N10.6trn controversy: Ezekwesili challenges Maku to public debate

https://vml1.s3.amazonaws.com/wp-content/uploads/2013/01/oby-Ezekwesili.jpg?cb5e28

Former Minister of Education, Dr. Obiageli Ezekwesili has challenged officials of the Federal Government to a public debate following the government’s rebuttal to her comments alleging that the governments of Presidents Umaru Musa Yar’Adua and Goodluck Jonathan, squandered $67 billion (about N10.6trn) in foreign reserves.

Minister of Information, Mr Labaran Maku who addressed a press conference in Abuja on Sunday described Ezekwesili’s allegation as “outlandish and clearly fictitious.”

Maku also said the damning verdict passed on the education sector by Mrs Ezekwesili was a self-indictment, as she presided over the sector for 10 months without making any positive impact on it.

Countering Maku, the former minister, Mrs Ezekwesili said, “I Challenge them to a public debate of facts regarding 2007 Excess Crude Account (ECA) and foreign reserve and last five and half years oil revenue”.

Also writing on twitter on Sunday in messages prefaced with the declaration, “Nothing but Accountability”, Ezekwesili said: “In 2007, the incoming Administration was handed $45Billion in Foreign Reserve plus $22Billion. Nothing but accountability: Let Mr. Maku go further. As a citizen all I want to know is the Mathematics of the ECA and the Foreign Reserve. Nothing but accountability: I demanded accountability and that’s all a citizen asks of government. I will not stop asking for accountability.”

Ezekwesili Reiterates Challenge of Federal Government To Debate Transparency and Accountability

Oby Ezekwesili, who at the weekend accused Nigeria’s governments since 2007 of “squandering of the significant sum of $45 Billion in foreign reserve account and another $22Billion in the Excess Crude Account,” today said she remains resolute “in demanding full disclosure and accountability by the Federal Government on the issues of poor management of oil revenues.”

The former World Bank Vice President for Africa made her original remarks during last week’s convocation lecture at the University of Nigeria, Nsukka, following which the Minister of Information, Labaran Maku, accused Mrs. Ezekwesili of “misinformation” and “a surprisingly limited understanding of government finances.”

Although Maku made these sweeping statements, he did not provide any substance to his attempted rebuttal of Mrs. Ezekwesili, who was briefly the Minister of Education before her departure for the World Bank.
But Minister Maku did say of Mrs. Ezekwesili that she “collected” N352.3 billion as Minister of Education, suggesting that Ministerial budgets are normally “collected” by Ministers.

“I wish to reassure Nigerians that my integrity and transparent record in public office can never be tarnished by baseless allegations regarding my ten months as Minister of Education,” Mrs. Ezekwesili responded today.

She added: “Citizens who follow Education sector closely will know that the Education Sector budget which the Government spokesperson carelessly referred to represents the consolidated direct budgetary allocation by the National Assembly to the 22 parastatals plus all the Federal Universities, Polytechnics and Colleges of Education in the country. At no time does a sitting Minister of Education have access to the Budgets of statutory bodies under her Ministry.”

During her lecture, Mrs. Ezekwesili said, among others, “Six years after the administration I served handed over such humongous national wealth to another one; most Nigerians but especially the poor continue to suffer the effects of failing public health and education systems as well as decrepit infrastructure and battered institutions. One cannot but ask, what exactly does Nigeria convey with this level of brazen misappropriation of public resources? Where did all that money go? Where is the accountability for the use of both these resources plus the additional several hundred billions of dollars realized from oil sale by the two administrations that have governed our nation in the last six years? How were these resources applied or more appropriately, misapplied? Tragic choices! Yes. Our national dignity continues to be degraded by cycles of stagnation because of the terrible choices my generation and those before repeatedly make as a result of free oil money. The wealth and poverty of a nation never found a better Symbol!"

An apparently startled government, finding itself under such withering assault from a credible international figure, responded through Mr. Maku, who seemed determined only to inflict a personal attack on the speaker. Not once did he focus on the challenge offered by Mrs. Ezekwesili, which is on good governance on the grounds of transparency and accountability.

The former Minister, who was also widely-known for her leadership of the Due Process department in the presidency before she became a Minister, pounced: “I have already asked the Federal Government to a PUBLIC DEBATE of the FACTS raised in my speech,” she said in her response today.

“Such an open debate of facts and figures of oil revenue since 2007 would help situate public accountability as the centerpoint of our democracy. In accepting to publicly debate the questions raised in my speech, the Federal Government would model the democratic culture of responding to citizens' demands for accountability especially at a time when the general public is eager for improvements in the good governance records of the Administration.”

Shying away from the central issue, Mr. Maku merely urged Nigerians to acknowledge the achievements of the government. He did not say what those achievements are.

Nor did he say whether the government will accept the challenge to publicly debate the facts concerning government expenditure of Nigeria’s oil revenues.

In December 2011, Chief Olusegun Obasanjo similarly blasted the Goodluck Jonathan government, saying it had squandered over $35 billion of Nigeria’s foreign reserves since May 2007. The former President said the money may have been “shared.”
Mr. Jonathan has since declared that the only entity that is fighting corruption more than his administration is the United States.

SportsKeshi Is Satisfied With Result Against Zambia by fkaz(op): 9:32pm On Jan 25, 2013
Super Eagle Coach, Stephen Keshi, said despite playing a draw with the Chipolopolo of Zambia, Super Eagles team gave a good account of themselves.
Keshi, who describe the team’s performance during the tension-soaked match as satisfactory, said the Zambians deserved a lot of respect as the African Champions in the competition.

“My goal was to get a three points. But, I’m happy with the score line. The Zambians are a team that I respect a lot. I’m satisfied with the outcome of the match,” the Super Eagles coach said.
The coach, however, said that the Super Eagles games have witnessed terrible officiating, with about five yellow cards already issued to members of the team in the two games they have played so far, including the match against Burkina Faso.

Expressing doubts about the penalty awarded to the Zambian team, Coach Keshi said it was inappropriate, pointing out that since the referee is the boss on the field, the team has to move ahead.
As regards Mikel Obi’s missed penalty, Keshi said no one is immune to missing penalty kicks, recalling that the same players had scored in similar occasions in the past.

“The last time we played in calabar, Mikel scored it. You don’t have a specialist in penalty kicks. Its either you lose or you score. It’s gone. All we need to do is to prepare ourselves for Ethiopia,” the coach said.
Super Eagles goalie, Vincent Enyeama, also said that the game was marred by poor officiating, pointing out that the penalty awarded the Zambians was a “weak call”.

“The penalty wasn’t fair. The officiating was poor and its one of the worst calls I’ve ever seen in my life. We were given a red card at the last match. It’s not fair. I don’t know what’s going on, and we say we want to improve African football”, Enyeama lamented

PoliticsClark Wants Jonathan To Ban Governors' Forum by fkaz(op): 7:18am On Jan 25, 2013
Edwin Clark, one of President Goodluck Jonathan's closest politicalconfidants, wants the Nigerian Governors Forum outlawed. Mr. Clark described the Forum as a threat to Nigeria's democracy.

The unusual attack on the body of governors raised questions whether Mr. Clark, a one-time Minister of Information, was articulating an argument shared by the Nigerian president. The Forum has had a history of confronting Mr. Jonathan on some political and economic issues. Mr. Clark’s critical view was contained in an open letter to the Forum.

The president’s associate read the letter at a gathering Thursday at his new palatial residence located at Plot 43, Haile Selassie Crescent, in the Asokoro section of Abuja.

Mr. Clark accused members of the Forum of breaching the Nigerian constitution with impunity. The statement read, “I wish to dwell on some of the offending activities of the Governors Forum which are driving the country to madness but which as members you do not care about, provided you achieve your purpose and the Forum’s over-bearing influence on the Peoples Democratic Party, the supremacy of which you have hijacked.

“The Governors Forum is now acting as an opposition party to the Federal Government.

“It deliberately breaches with impunity, the constitution of the Federal Republic of Nigeria and the Constitution of the PDP, without any challenges.
“The Forum has now become a threat to the peace and stability ofNigeria. Most of the governors today, are more dictatorial than thethen military governors. The President should ban them.”

Mr. Clark regretted that President Jonathan might not be able to abolish the Forum since members of the National Assembly were unlikely to pass a bill to that effect.

He argued that “members of the assembly are loyal to the governors, who put them in the office." He stated that the NationalGovernors Association in the United States of America, which the Forum copied, operates within the confines of American law. He described the Nigerian Governors Forum as “a thorn in the flesh ofthe country.”

Mr. Clark praised the American counterparts of the Nigerian governors he criticized. “For instance,” he stated, “President Bill Clinton on his own as the Governor of a very small state, Arkansas, and as a chair of the [US Governors] Association, did not use it for his personal gains but rather worked assiduously under the platform and directive of the Democratic Party, to become one of the most successful Presidents of the United States of America.”
Reacting to Mr. Clark’s attacks, an aide to one of the governors in the northern part of Nigeria told Saharareporters that the erstwhile minister’s call for the ban of the Forum was a non-starter. The aide accused Mr. Clark of playing to the gallery aspart of a scheme to weaken opposition to the idea of Mr. Jonathan’s second term. “It is simply a political game to pressure governors to support President Jonathan’s bid for a second term,” he said

PoliticsMore Than 40 Nigerians Repatriated From U.K., Spain – Official by fkaz(op): 11:54pm On Jan 24, 2013
The Nigerians were deported for various reasons.
More than 40 Nigerians have again been repatriated from the U.K. and Spain, a senior embassy official said on Thursday in London.
Lawal Isah, the Head of Immigration at the Nigerian High Commission in London, disclosed this in an interview with the Western Europe Correspondent of the News Agency of Nigeria.
He said the deportees, who are due back in Nigeria on Friday, consist of 40 persons from the U.K., with an uncertain number from Spain.
Mr. Isah said that among those repatriated were people who had served jail terms in various prisons across the U.K., and others arrested for illegal stay.
He said the repatriation was a monthly exercise through a chartered return flight jointly organised by the High Commission and the U.K. Government.
It would be recalled that 40 people were also deported in December, 2012.
Reacting to the development, Abba Moro, the Minister of Interior, said the Immigration service in Nigeria had been stopping those without proper documentation from travelling out of the country.
“In 2012, 1,687 Nigerians without proper documentation were prevented from traveling out of the country.
“However, some succeeded in escaping,” Mr. Moro, currently on a facility monitoring visit in London, said.
He said that Nigeria had signed a Memorandum of Understanding (MOU) with Austria, Slovakia and Germany to facilitate the return of those without legal rights to stay in those countries.
“The essence of the MOU is to add some level of dignity to the way returnees are sent home so that they are not forced into detention.
“These countries have further earmarked some funds for resettlement of repatriated Nigerians.
“On our own part, we have proposal to complement these funds, so that returnees can be properly integrated back to society”, Mr. Moro said.
A similar migration partnership is in place between Nigeria and Switzerland.
