It is in Photoshop. The tools mainly used in Digital Painting or Colouring is the brush or paint bucket tool for filling colours,marquee/magic wand tool for selecting areas to colour,gradient/dodge/burn tool for lighting,shadows and reflections.

Being able to combine all these tools let's your drawing look dynamic and 3d. Flat colouring is still a style nothing to feel ashamed about.

Please help! Whenever I click on 'change institution' the page simply reloads but when I click on other options like name, state of origin, etc it works perfectly and a transaction ID is created. Please help me I need to do this thing fast before it is too late
