It seems you are a stranger in Lagos. Lagos initially comprises of the islands, Surulere, Yaba, and ends at Jibowu were the Western Region began.

It was controlled by the Federal Government before some parts were added to to form Lagos state.

Ikeja, Ojo Town, Badagry, Ikorodu, Epe etc were never part of Lagos before the creation of Lagos state.

Lagos State comprises of Lagos, Ikeja, Lekki, Badagry, Epe Ikorodu etc in Lagos state and while these aforementioned places are towns and cities in Lagos state.

It's not necessary called Lagos city rather simply Lagos.
