Honestly Abacha's looting will be a child's play compared to when buhari's will be exposed. Yes human capital considerations are enough in the plan according to him, but are they planning towards executing them?? what Gates is tring to say is that, the execution plans do not inculcate enough to prove that these human capital provisions will be addressed.
