I don't know why, they don't do Dat, they wld jst do as they like and our apex bank is not even making any effort to sanction these banks.

That's how they come up with silly bank policy to frustrate their customers, I had to close my Access account cos of Similar issue.
You just have to exercise patience and follow them meticulously, I know it's mot really easy but just be patient. And get all the necessary documents too.
