PoliticsSenegal To Scrap Senate To Savemoney by gidson12(op): 8:16am On Aug 31, 2012
Senegal to scrap Senate to save
money Senegalese President Macky Sall presented
plans on Thursday to scrap the country’s
upper house of parliament to raise funds
needed to fight annual flooding which killed
six and left several neighbourhoods under
water last weekend. Mr Sall, who won March elections on a ticket to
cut excessive spending on state institutions,
said the abolition of the 100-seat Senate would
free up eight billion CFA francs a year for
urgently needed infrastructure improvements. The measure is likely to be welcomed in poor
suburbs of the capital Dakar which suffer
flooding every rainy season because of
shoddy urban planning. It will be discussed in
cabinet on Thursday and is set to be voted in
the lower house within weeks. “I am insisting more than ever on what I have
called the new order of priority: the primacy of
the nation over political parties and the
reduction of government spending for the
benefit of the population,” said Mr Sall, who
earlier this week cut short a private visit to South Africa because of the flooding. “That is why in this spirit, I have decided to
submit as a matter of urgency, a constitutional
amendment bill aimed at abolishing the
Senate,” he said. Senatorial elections were expected in the
coming weeks. The measure would be the second time the
Senegalese Senate was abolished since its
creation in 1999. Mr Sall’s predecessor
Abdoulaye Wade abolished it in 2001 to save
money but later reinstituted it in 2007. In common with many former French colonies,
Senegal has a presidential system modelled
closely on France’s. Political commentators
complain that the Senate, with over half if its
members appointed by the president, has
tended to be used mostly as a reward for political favours.

if you did read through that article, then i could only conclude that you did not understand what rochas meant, BTW Traditional rulers should be/ are custodians of tradition, this also involves retaining the native language and traditions, do you feel its right for a traditional ruler to address his audience in English language on a traditional function or a gathering of his kins men within his native state?

Boko Haram: Residents panic as Hausa beggars take over Owerri
Posted about 5 hours ago | 1 comment

Residents of Owerri, the Imo State capital, are now panicking over the increase in numbers of beggars entering the town from the northern region.

They are also condemning the attitude of the beggars whom they claimed flock around churches, motorparks and other public places.

It was gathered that the upsurge in the number of street beggars in Owerri and other cities in the Southeast might not be unconnected with the activities of the Boko Haram sect, which have forced the beggars to relocate.

The beggars who are mainly between the ages of six to fourteen years are also accompanied by their mothers who hang around while the minors hustle for alms.

A school teacher in Owerri, Mr Simon Nwachukwu who spoke with “Daily Post”, lamented the harassment suffered by residents and visitors in the hands of the beggars.

The teacher who described the activities of the beggars as a social nuisance, said they are now becoming security threat to the state.

Another resident, who pleaded anonymity, noted that even though it is good to give to the needy, alms begging should not be encouraged, stating that the boldness with which the beggars pounce on passersby is becoming worrisome.

He said that although Owerri, just like every other city has sizable number of beggars, he warned that the sudden upsurge in the number of beggars calls for concern.

“Given the security situation in the country, it is not out of place to raise alarm over the influx of Hausa into Owerri, we want the security agents to take note of this and safegaurd the lives and property of Owerri residents,” he stated.

Meanwhile, the Imo state Police Command, through its Public Relations Officer, Mr. Vitalis Onugu, has assured that the beggars would not constitute any security threat.

Billyonaire: Let me be frank. The teachings of Pastor Chris Oyhakilome has impacted more enlightenment in many, than the teachings of Jesus Christ. His Teachings are for these times while teachings of Jesus were meant for people of his times. I am not religious, but I love motivational speeches.

WebmastersNigeria Has The Fastest Internet Speed In Africa? by gidson12(op): 10:12pm On Aug 22, 2012
According to the latest report by Akamai Technologies Global Internet Platform on the State of the Internet in Africa, Nigeria has the fastest internet speed in the continent.

Nigeria has overtaken South Africa in terms of Internet speed. This is coming less than eleven years after reforming its communications networks and market.

The report revealed that Nigeria has an average connection speed of 322kbps with a peak rate of 5674kbps. South Africa on the other hand has a faster average speed of 496kbps, but the country’s peak speed is only half that of Nigeria, at 2172kbps.

“All mobile providers had average peak connection speeds above 2 mbps, though last place South African provider, ZA-1 was just above the threshold, losing over 13 per cent from the prior quarter, at 2.2 mbps,” IT News Africa reported.

According to Leadership, “in 2011 South Africa was one of only two countries listed in the report with an average peak connection speed below 2 mbps. South Africa had average 442kbps over Nigeria’s 286kbps, however, Nigeria outperformed with peak 4871kbps and average 462mbps per month over South Africa’s 1654kbps and 197mbps.”

The report also noted that speeds across the globe were improving, and that all 117 countries that qualified for inclusion measured an increase in average connection speeds.

Akamai Technologies is a leading cloud platform for helping enterprises provide secure, high-performing user experiences on any device. Based on data gathered, the report provides insight into key global statistics such as Internet penetration, mobile connection speeds, origins of attack traffic, and global and regional connection speeds.

***

Improved internet speed is an indication of improvement in Nigeria’s communication sector. With West African Cable System (WACS), Main One Cable and Glo-1 supporting SAT1 operated by Nigeria’s NITEL, it is expected that as telecom operators connect the hinterland, internet traffic would triple.

KALUE45: letz face fact, Ghanains nw hv an edge ova u. 9ja aint in their league no more. She's paid to act so, crappy or not she must act 4 her money. She's just statin a fact. In all our patroitism, y do d elite choose Ghana, Europe or d U.S for their children's higher education. Letz up our game and we may, and i mean dat we may just be as gud as Gh. Economically they r even more stable.
You must be thinking through your anus, those who run to ghana for education are those bunch of empty brains that could not pass Jamb and post UTME exams, and the very few who during when our tertiary institutions where undergoing severe restructuring, lecturers and academic staffs where often on strike for FG to meet their demands, now the system is stabilized, there are no more insisant strikes schoools now meet up their academic calenders. Any Nigerian now travelling to ghana for education is a dullard, trying to skip Jamb and post UTME exams to increases his chances for admission
