Senegal to scrap Senate to save money Senegalese President Macky Sall presented plans on Thursday to scrap the country’s upper house of parliament to raise funds needed to fight annual flooding which killed six and left several neighbourhoods under water last weekend. Mr Sall, who won March elections on a ticket to cut excessive spending on state institutions, said the abolition of the 100-seat Senate would free up eight billion CFA francs a year for urgently needed infrastructure improvements. The measure is likely to be welcomed in poor suburbs of the capital Dakar which suffer flooding every rainy season because of shoddy urban planning. It will be discussed in cabinet on Thursday and is set to be voted in the lower house within weeks. “I am insisting more than ever on what I have called the new order of priority: the primacy of the nation over political parties and the reduction of government spending for the benefit of the population,” said Mr Sall, who earlier this week cut short a private visit to South Africa because of the flooding. “That is why in this spirit, I have decided to submit as a matter of urgency, a constitutional amendment bill aimed at abolishing the Senate,” he said. Senatorial elections were expected in the coming weeks. The measure would be the second time the Senegalese Senate was abolished since its creation in 1999. Mr Sall’s predecessor Abdoulaye Wade abolished it in 2001 to save money but later reinstituted it in 2007. In common with many former French colonies, Senegal has a presidential system modelled closely on France’s. Boko Haram: Residents panic as Hausa beggars take over Owerri Posted about 5 hours ago | 1 comment Residents of Owerri, the Imo State capital, are now panicking over the increase in numbers of beggars entering the town from the northern region. They are also condemning the attitude of the beggars whom they claimed flock around churches, motorparks and other public places. It was gathered that the upsurge in the number of street beggars in Owerri and other cities in the Southeast might not be unconnected with the activities of the Boko Haram sect, which have forced the beggars to relocate. The beggars who are mainly between the ages of six to fourteen years are also accompanied by their mothers who hang around while the minors hustle for alms. A school teacher in Owerri, Mr Simon Nwachukwu who spoke with “Daily Post”, lamented the harassment suffered by residents and visitors in the hands of the beggars. The teacher who described the activities of the beggars as a social nuisance, said they are now becoming security threat to the state. Another resident, who pleaded anonymity, noted that even though it is good to give to the needy, alms begging should not be encouraged, stating that the boldness with which the beggars pounce on passersby is becoming worrisome. He said that although Owerri, just like every other city has sizable number of beggars, he warned that the sudden upsurge in the number of beggars calls for concern. “Given the security situation in the country, it is not out of place to raise alarm over the influx of Hausa into Owerri, we want the security agents to take note of this and safegaurd the lives and property of Owerri residents,” he stated.
