As one of the 60-member nations of the International Civil Defence Organisation (ICDO), the Nigeria Security and Civil Defence Corps (NSCDC), joined the rest of the world to mark the year 2023 World Civil Defence Day with the theme: "The role of Information Technologies in Risks Assessment".

The event which coincided with the second-year anniversary of the appointment of Dr Ahmed Abubakar Audi, mni, OFR, as the Commandant General of NSCDC and the Passing out Parade of 530 personnel of 2019 intakes from an intensive eight ( weeks of training in arms bearing, tactics and regimentation, also witnessed the official presentation and launching of the NSCDC Anthem by the Band Corps for use by Zonal Commands, State Commands and Training Colleges in all official programmes of the Corps.

In his address, the CG revealed that the Corps' dogged fight against criminal elements such as vandals, economic saboteurs and oil thieves via the application of advanced technologies is yielding unprecedented results.

According to him, the strategy has resulted in the arrest of 546 suspects with 429 of them undergoing prosecution and 51 convictions, 134 trucks and 36 boats, destruction of 71 illegal refineries and 22 illegal oil bunkering sites, with other equipment used in perpetrating such illicit acts impounded.

Audi maintained that, due to the appreciation of Modern Information and Communication Technology, the Corps has upgraded its ICT centre at the National Headquarters with state-of-the-art facilities which are being maximised to meet up with challenges of modern crime fighting and management.

According to him, "the Corps has designed, developed and deployed Integrated Electronic Arrest And Reporting system (i-Ears) for classified communication of intelligence, documentation of report from Divisional Commands to the Commandant General via State Commandants.

"The same I-EARS application is used for Confidential Inter-Agency Data Sharing, Emergency Threat Reporting on a real-time basis as fully deployed to live stream and monitor security situations across the country during the first phase of the 2023 General elections.

On the security of the schools environment and pupils, Audi stated that NSCDC has facilitated the completion of the Community and School Threat Alert and Broadcast System ( C-STAB), stressing that the recent Flag off of the National School Security and Emergency Response Centre at the Corps National Headquarters was one of the steps taken to end attacks on our educational institutions.

He added that the Corps has developed Agro-Rangers Secure Agric Produce Transport Corridor (SAT-C) and procurement of response monitoring devices which is aimed at protecting farmers, farmlands, farm produce and other agro-allied investments of government from attacks, and provision of food right-of-way to control the damage of perishable goods due to traffic jams or illegal delays on the road, among other applications and innovations.

"Within the 2 years of providing leadership to the Corps, our ICT and cyber experts have designed, developed and deployed Electronic Disaster Alert Monitoring Application to enable NSCDC to receive and jointly respond to fire, flood and other emergencies and to enable us to provide crowd control, crime prevention and protection of response officers and equipment during emergencies.

"The Corps has jointly designed, developed, and about deploying Address Verification System (AVS) in collaboration with NIPOST for the prevention of indiscriminate use of fake addresses to acquire national identity such as drivers licenses etc. It also provides for the protection of private security guards and travelers against mistaken arrest and detention.

"I have facilitated the Completion and implementation of Community and School Threat Alert and Broadcast System (C-STAB) as an early warning system to broadcast advancement of threats to the community and transmission of distress to security agencies", the CG informed.

He called on personnel who passed out from the weapon handling, operational tactics and regimentation training to exhibit high level of professional conducts by observing rules of engagement on the field.

He warned that the NSCDC's Code of Conduct does not condone unethical behaviour like accidental discharge, harassment and intimidation of the populace, warning that anyone found compromising laid down rules and standards of the Corps would not be spared.

Other attractions of the day included demonstrations Female square combat display, Single and double sentry, Silent Drill, Unarmed combat display, Stripling and assembling of G3 and AK 47 riffles by operatives from the Counter-Terrorism Unit, Special Female Squad and CBRN units.

In furtherance of the close monitoring of the ongoing 2023 electoral exercise, and consequent upon a series of intelligence reports, and high expectations from all angles, the Nigeria Police Force has deemed it necessary to charge Presidential Candidates of all political parties, most especially APC, PDP, LP and NNPP, to caution their party stalwarts and supporters to avoid making inciting comments capable of unnecessarily heating up the polity and creating undue excitement amongst the electorates and the general populace in the country.

The NPF, having assessed the trend of scaled-up expectations and psychological projections on the ongoing electoral process viz-a-viz collation of results, charges all presidential candidates, as leading and respected figures in their respective political parties, to seize the opportunity of this waiting period to emphasize the rule of law, respect for the Constitution, and constituted authority amongst their supporters, as we all owe a duty to ensure that the nation does not fall into anarchy on the basis of interests and sentiments.

MURDER OF A SOLDIER: ANGRY CROWD ATTACKS POLICE STATION, ARMY DEBUNKS VIRAL REPORTS

The Nigerian Army has said that the burning of the police station in the Ogijo community in Ikorodu Lagos was carried out by an angry mob that witnessed the killing of a soldier, and not by soldiers.

The army made the clarification in a statement signed by the Acting Deputy Director Army Public Relations
81 Division Nigerian Army, Lieutenant Colonel Olabisi Olalekan Ayeni, and made available to the National Association of Online Security News Publishers (NAOSNP), adding that troops have been deployed around the vicinity of the all police stations in Ikorodu to prevent breakdown of law and order.

Describing the situation that led to the killing of the soldier, the statement observed that "The victim confronted the suspect who was not properly dressed and standing very close to the Patrol Vehicle of Operation MESA to confirm his identity. This led to an argument and subsequently, the unfortunate incident. The soldier was immediately rushed to Lagos State Polytechnic Hospital, Odogunyan, for medical attention, but he was declared dead on arrival at the hospital. The remains of the soldier has been moved to 174 Battalion Medical Centre in Ikorodu."

Ayeni added that "The suspect has also since been arrested and kept in a military custody for his safety and subsequent hand over to Nigeria Police for prosecution."

The statement concluded that "The situation is however under control as normalcy has returned to the community."

A top motivation for staff of any organization is promotion. It is a big stimulus whether in public or private sector. Promotions have occurred in the Federal Road Safety Corps (FRSC) but National Association of Online Security News Publishers, NAOSNP observed that this year’s is probably the largest ever. Many officers have opined that this is the first time in history that the Corp will be promoting over 6000 officers and marshals in one fell swoop.

This brought wide jubilation and motivation among the officers and marshals of the Corp. This is thanks to the leadership of the new Corps Marshal Dauda Biu.

Speaking at the decoration of officers which took place yesterday in Lagos sector command headquarters, the Acting Zonal Commander and Lagos Sector Commander, Olusegun Ogungbemide said: ‘Today is so special in the history of FRSC that we are decorating this large number of personnel.

In the magnanimity of Corps Marshal Dauda Biu, more than 3000 officers were promoted while last week another 3000 junior officers and marshals were promoted. As we are doing it here, it is also replicated in the other 35 states and Abuja FCT.’

The desire for officers is that the reward for hardwork is promotion. I am happy for your endurance and sacrifice to reduce rate of road crashes on our highway.’

Ogungbemide who is the acting Zonal Commander of FRSC following the retirement and pulling out of fomer Zonal Commander added: ‘The essence of this promotion is to replicate joy expressed here on the road when you give better service to members of the public. It should be enforcement under the rule of happiness. Improve your service to members of the public, eradicate death on the road. The more people are saved, the more fulfilled you are.’

To family and friends of the promotees, Ogungbemide pleaded for their cooperation. ‘Many will be moved to new locations. What is required is your understanding and care so that they can do better in the new dispensation.’

My daughter traveled and she requested an international driver’s license. Right within this office, we got genuine license and it was accepted over there. I am so excited that Nigeria certificate is accepted worldwide.’

The LASTMA Area Commander in Ojodu, Commander Oki Emmanuel shared: ‘I congratulate you for your efforts. All of you that were promoted today, there is a lot more to be done. I congratulate our acting Zonal Commander.’

Cautions Spokepersons Against Unguided Utterances 

The Department of State Services (DSS) has confirmed releasing a spokesperson of the Bola Tinubu Presidential Campaign Council, Chief Femi Fani-Kayode, on bail, following his invitation for questioning as a result of comments he made suggesting there was possibility of a military coup.

Fani-Kayode was thereafter invited to explain more of what he said, and was released on administrative bail after facing a panel of interviewers, according to a press statement signed by the Service's Public Relations Officer, Mr Peter Afunanya, and made available to the National Association of Online Security News Publishers (NAOSNP).

The statement noted that the APC spokesperson will make a routine report to the office of the DSS daily with effect from February 15, 2023, and advised all political party spokespersons to desist from utterances detrimental to national security, and to avoid heating up the polity, in the course of the duties.

The Department of State Services (DSS) hereby informs the public that it invited Chief Femi Fani-Kayode to its National Headquarters, Abuja on 13th February, 2023. The invitation was in respect of an investigation of some of his allegations and insinuations relating to issues relevant to National Security.

Chief Fani-Kayode faced a Panel which interviewed him on the subject matter. Afterwards, the Service granted him administrative bail and directed that he makes routine returns to the Office with effect from Wednesday, 15th February, 2023 till otherwise. The investigation, however, continues.

Grace Iringe-Koko stated that, "Operatives of the Rivers State Police Command attached to the C4i Intelligence Unit, while consolidating on the mandate of the Commissioner of Police, CP Okon O. Effiong, psc (+) fdc, to de-escalate the trend of violent crimes targeted at well-meaning members and residents of the State, have raided the hideout of this a 5-man kidnap syndicate who specialize in kidnapping high-profile residents of the state and demanding huge monies as ransom."

According to the statement, "The operatives, while acting on credible intelligence, on Saturday 11th February 2023 at about 0300hrs, swooped upon the syndicate at Ndoki Water Side, Port Harcourt."

"In the gun battle that ensued a key member of a 5-man gang terrorizing Rivers State was neutralized."

One AK-47 rifle with 26 rounds of ammunition and one revolver pistol with 5 rounds of ammunition were recovered from the arrested suspect while one kidnapped victim was rescued unhurt. Efforts are being made to round up the fleeing members of the syndicate.

• As IGP Meets Strategic Police Managers, Charges them on Creating Enabling Space for Peaceful Elections

The President of the Federal Republic of Nigeria, Muhammadu Buhari, GCFR, was on ground at the Nigeria Police Force Headquarters, Louis Edet House, Abuja, on Monday 13th February, 2023, to commission a wide assortment of operational assets acquired by the Nigeria Police Force for improved strategic and tactical operational deployments, particularly in light of the upcoming 2023 General Elections.

• Angry, depressed customers call on Gov. Sanwo-Olu to intervene immediately

Right beside the seat of power of Lagos, comprising the Lagos Governor’s Office, Lagos House of Assembly, and the Lagos State Secretariat, an irresponsible act which is causing untold hardship on Lagosians is happening. Trek Africa Newspaper witnessed today how the popular Shoprite mall inside Ikeja City Mall is rejecting old naira notes as payment for goods bought by customers.

This is days after the Supreme Court has ruled that the Central Bank of Nigeria should discontinue the deadline on collection of old naira notes and the National Council of State has asked CBN to roll out more new notes while not stopping old naira notes in circulation. Yet, Shoprite is acting above the law. Pregnant women, men with their children, youths, after standing on a long queue to pay for goods get to the teller and to their greatest shock are told that they do not collect old notes and therefore the goods they have taken time to pick should be returned to the shelf. Such an embarrassment! Such a disappointment! Such a rowdy session to behold as some customers in anger threaten to beat up the tellers… And that right beside the Lagos seat of power!

From reports, Trek Africa Newspaper can reliably gather that Shoprite is not the only big mall engaged in this malfeasance but that this one is very close to the seat of power and nothing has been done is of greater worry. If Gov. Babajide Olusola Sanwo-Olu and his team at Lagos State Government does not stop Shoprite Alausa from this inhumane and unlawful action immediately and allow this issue to fester, it would not be a surprise if that place becomes a center of riot akin to the EndSARS experience of 2020. God forbid! May government take a swift action on the management of Shoprite!

When asked about the issue, the staff of Shoprite says they are acting upon an order from above. Where is the above, they cannot disclose. Yet their customers are groaning terribly.

An elderly woman told Trek Africa Newspaper, ‘I have old money with me. Why this trouble things they are doing to us. After spending one hour here only to tell me I can’t take anything home is terrible. I want Sanwo-Olu to intervene.’


Another customer who pleaded anonymity remarked: ‘Government is next door. The new notes are scarce. I have come here from far distance to buy here only to be shocked that they won’t collect the money I have. I am just depressed. This is pathetic.’

A young customer who simply wants to be mentioned as Olaitan said: ‘A lot of this big supermarkets are doing the same thing. Coldstone is doing the same thing. They are disobeying the law. Emefiele caused all this confusion, he need to be sacked. I think EFCC should come and arrest this people. But the government is just taking us for a ride, if you come here tomorrow the same thing will still happen. I expect Gov. Sanwo-Olu to take immediate action and prevail on Shoprite.’

It is important for Gov. Babajide Olusola Sanwo-Olu to prevail on Shoprite Alausa, Coldstone, and all other big supermarkets and eateries in Lagos to desist from this deliberate act of disobedience. It is only 2 weeks to the elections. It is important that the peace in Lagos is not disrupted.

EFFECTIVE POLICING: PRESIDENT BUHARI SETS TO COMMISSION NPF’S OPERATIONAL ASSETS, CROWD CONTROL EQUIPMENT ON MONDAY

The Inspector-General of Police, IGP Usman Alkali Baba, psc(+), NPM, NEAPS, fdc, CFR, has concluded plans in readiness for the visit of President Muhammadu Buhari, GCFR, to Louis Edet House, Force Headquarters, Abuja, to commission a wide assortment of operational assets acquired to strategically improve on the operational capabilities of the Nigeria Police Force, particularly in crowd control and anti-riot operations, on Monday 13th February, 2023 by 9am.

The equipment to be commissioned include a total of 127 operational vehicles such as Toyota Hilux Pick Up vans, Zahab Classic Pick Up vans, Mikano Rich-6 Pick Up vans, Anti-Riot Water Cannons, Armored Personnel Carriers, Toyota Land Cruiser Prado Jeeps, Toyota Coaster Buses, Toyota Hiace Ambulances, Mikano Trucks, and Crowd Control Barriers Vehicles. Similarly, a large catchment of arms, ammunition, riot control agents such as tear gas, tasers, stun guns, pepper sprays, bulletproof vests, helmets, and other personal protective equipment procured by the Police will also be commissioned by the President.

The Inspector-General of Police has expressed the eagerness of the Nigeria Police Force to ensure a safe and secure environment for law-abiding citizens to express their franchise at the 2023 General Election polls. He also warns all intending troubleshooters to be wary as the Police have been adequately trained and equipped for strategic deployment before, during, and after the elections for the enforcement of extant laws regulating the conduct of elections in Nigeria; and strengthening the general security and public safety across the length and breadth of Nigeria.

• Launches investigation towards apprehending and prosecuting attackers


The Lagos State Police Command has commenced investigations into circumstances surrounding attacks on Labour Party supporters who were on their way to a rally at the Tafawa Balewa Square, Onikan, Lagos today. Four injured persons were promptly taken for medical attention and are responding to treatment.

National Association of Online Security News Publishers, NAOSNP gathered that the State Criminal Investigation Department (SCID) has taken over investigations into the incident from Ilasan Division which had earlier commenced preliminary investigations.

The Lagos State Police Command strongly condemns the attack and advises all political leaders to prevail on their followers to be law abiding and shun violence.

The Command will leave no stone unturned to deal decisively with offenders in accordance with the law.
