Do you have the phone or you are speaking from people's comments online? It's not a bug, there is no one who has a redmi 4x, running official rom, with coloured notification I know of. I thought it was a bug and even flashed the official rom. The option to select colours is not even available, it's likely a kernel thing as you said, and Xioami should include or fix it in up coming updates.

We have two types of Global rom- global stable rom, and global beta (developer rom). You developer rom gets updates every week. The one you have installed on your device naturally is the global rom.

Developer rom is also called global beta rom.

Depends on the method you want to use, if it's through recover method, you will lose nothing, but it's safe to backup by copying all your photos, music, and videos to an external memory.
