NOTIFICATION FOR THE SUSPENSION OF HRH LGWE DAMIAN O. EZEANI, THE TRADITIONAL RULER OF NENI

I am writing in response to your letter, Ref: MLGCCA/HC/2022/T/025/001/103, of the above caption to me dated 8th January, 2024. This response also provides a fuller context of other events relating to the suspension of H.R.H lgwe Damian O Ezeani, the traditional ruler of Neni. Your letter was hand-delivered to me at Onitsha at 6:55pm on Tuesday, 09 January, 2024. I was curious about the timing of the delivery considering that I had presided at the meeting of the Anambra State Traditional Rulers Council (ASTRC) at Awka earlier in the day, where such a letter would normally be presented to me by the ASTRC secretariat. The letter was a justification for the Government's suspension of lgwe Damian Ezeani as traditional ruler of his domain.


2. My suspicion that your letter was an after-thought was buttressed by the fact that your letter of suspension to lgwe Damian Ezeani of the same date, 8th January 2024, was already trending virally on social media for well over twenty four hours prior to my receipt of your letter. I was embarrassingly inundated with phone calls and messages from traditional rulers and other persons seeking clarification from me as chairman of ASTRC regarding a situation to which I was not privy. Your letter to lgwe Damian Ezeani was copied to the Commissioner of Police and Director of DSS, Anambra State, but not to the chairman of the ASTRC.

This act, amongst many others, was seen by the traditional rulers of Anambra State as a measure of the worth of the traditional institution to the present administration.


3. You were right in your letter that the Code of Conduct for traditional rulers in Anambra State is the creation of the traditional institution. It became effective as a self-regulating code following the 2013 Annual Seminar of Anambra State Traditional Rulers where it was presented and adopted. It was subsequently published in the book, "The Traditional Institution in a Modern Society" being the proceedings of the Anambra State Traditional Rulers Seminars held in 2011, 2013, and 2014. The Code of Conduct was also re-issued in March 2020 under my signature as Chairman of the ASTRC. The ASTRC worked harmoniously on most occasions with previous administrations in the application of the Code, such that the ASTRC monitored compliance and recommended sanctions for non-compliance to the Government for necessary action. Now, it would appear that the present administration has completely appropriated the entire application of the Code of Conduct without the involvement of or reference to the ASTRC.


4. You may recall, Hon. Commissioner, that on 04 October 2023, Mr. Governor had called to tell me in a late-night telephone conversation that the Government was considering establishing rules to govern the actions of traditional rulers. The conversation was sequel to a chieftaincy conferment ceremony by a traditional ruler that was deemed inappropriate by the Government. I promptly drew the attention of Mr. Governor to the subsisting Code of Conduct which had served previous administrations and the traditional institution well and suggested that the present administration may need to review the Code for its current efficacy. I thereafter called the same night to brief you on my conversation with Mr. Governor. I also directed that copies of the above-mentioned book be made available to you and Mr. Governor the following morning before a meeting where the matter will be discussed. Having since not received any feedback from you or Mr. Governor, I assumed that the same order with previous administrations would continue to prevail.


5. In my said conversation with Mr. Governor on 04 October, 2023, I had also reminded him of the WhatsApp message he forwarded to me on 09 November, 2022 in which graphic allegations were made against a traditional ruler of Anambra State. I further reminded Mr. Governor that he never responded to my prompt advise by WhatsApp on the options for dealing with the allegations expeditiously. I also re-sent our WhatsApp exchange on the matter to Mr. Governor, but still did not get any reaction.


6. On the events over the last eight days or so, you will also recall that you called me severally on Saturday, 06 January, 2024 between 15:34 and 22:31 hours without reaching me. At 08:06 hours on Sunday morning, I called you and explained the circumstances that made me unreachable on the previous day. In our long conversation, you said that you were seeking to bring to my attention a press release that you were under pressure to issue. This was in connection with traditional rulers conferring honorary chieftaincy titles in violation of the Code of Conduct for Traditional Rulers and the Government directives. You specifically mentioned two cases only, namely, Igwe Ojoto, who conferred an honorary chieftaincy title on Senator Ifeanyi Ubah on 30 December, 2023, and the self-acclaimed traditional ruler of Nawfia, who conferred honorary chieftaincy titles on forty (40) persons on 04 January, 2024. You further confirmed that the press release had been issued, which I later found to be on 04 January, 2024, that is, the day prior to your unsuccessful attempt to reach me. In the conversation, you categorically did not mention, in any regard whatsoever, lgwe Neni who celebrated his Ofala on 29 December, 2023


7. In our above conversation, I made the following points:


A. Your desire to reach me on Saturday night seemed merely to justify a fait accompli, considering that you had already issued the press release two days earlier "under pressure", as you said.


B. I noted that the self-acclaimed lgwe Nawfia, whose recognition was withheld by the Government due to pending matters in court, was consequently not considered a member of the State traditional institution. His activities should therefore not be associated with the State traditional institution in any manner. C. I distinctly pointed out that picking on the above two cases (Ojoto and Nawfia) by your office was selective and appeared to be a deliberate favoritism towards other cases which you were well aware of.


D. I reminded you that there had not been any reaction from you or Mr. Governor to our conversations of 04 October 2023 on the Code of Conduct for Traditional Rulers. You apologized for the failure to revert.


8. Fast forward to the meeting of the ASTRC on 09 January, 2024. The normal practice of the ASTRC secretariat is to immediately send electronic copies of important correspondence to me as they are received in the course of the month. On the day of the monthly meeting, a folder is presented to me with all correspondence for my attention, including the last-minute arrivals that were not forwarded electronically.


9. The folder presented to me on 09 January, 2024 included a press release and a letter to the Chairman of the Anambra State Traditional Rulers Council. Both documents were under your signature and were the same in caption, "Directives on Conferment of Chieftaincy Titles by Traditional Rulers", date of 5th October, 2023, content and reference number. The twin documents raised further curiosity in me as follows.


A. A document from your office dated 05 October, 2023 for the attention of ASTRC should normally have been presented at its October monthly meeting on 10 October, 2023. Why, therefore, did three monthly meetings elapse before the above documents were presented at the 09 January 2024 monthly meeting? Categorically, this was the first time that either document had come to the attention of myself or the ASTRC.


B. There is an uncanny sequence of events whereby the two documents, presumably issued on 05 October 2023, the day following my late-night discussions with you and Mr. Governor on 04 October 2023, were not delivered until the ASTRC meeting of 09 January 2024, thus contradicting your apology to me on 07 January for lack of action since 04 October 2023. Is it, therefore, possible that both documents were after-thoughts which were created after the suspension of lgwe Neni on 08 January, 2024 and back-dated as a coverup and rationale for the suspension?


10. Back to your reference letter of 08 January, 2024 to me, you stated on the first paragraph that "a minority of traditional rulers have demonstrated a penchantfor trading chieftaincy titles for money thereby bringing the traditional institution to ridicule and disrepute". Further, in the second paragraph, you stated that "A vast majority of traditional rulers conduct their exalted office with dignity and integrity and stick to the Code of Conduct. . . However, a tiny few still act reckless"'. These statements were repeated in your letter of suspension to lgwe Neni as published on the social media. The effects of both letters are:


A. You publicly visited the sins of an unrecognized self-acclaimed traditional ruler on the entire State traditional institution, to which he does not belong.


B. Without providing evidence for your sweeping statement about trading chieftaincy titles for money you also, wittingly or not, thereby indicted the entire traditional institution of the State. Your press release to a global audience put the institution into disrepute when a direct circular letter to all traditional rulers as the parties of interest would have sufficed.


C. The tone and language of your letter were, by any measure, a public riot act and pontification to the same majority of traditional rulers that you extolled as acting with dignity and integrity. The letter lacked respect and sensitivity in addressing the traditional rulers of Anambra State who, by any standard, are held in very high esteem in the comity of the traditional institutions of Nigeria and beyond.


D. Your letter also stated that "lgwe Damian Ezeani, as traditional ruler of Neni, conferred such a phantom chieftaincy title on one Senator Ifeanyi Ubah in violation of the Code of Conduct and without clearance from the Ministry." The ASTRC cannot yet take a view on the violation of the Code of Conduct until it receives a report from the ad-hoc committee it set up to meet with lgwe Neni. Nevertheless, it is very manifestly presented above that no written directives from your Ministry on conferment of chieftaincy titles existed before 08 January 2024 when lgwe Neni was suspended.


E. Your reference to a second-term Right Honorable Distinguished Senator of the Federal Republic of Nigeria as "one Senator Ifeanyi Ubah" is most disrespectful, offensive, and unbecoming of one holding a political office as Commissioner. It is noteworthy that a person can only qualify to contest elections after scaling through the highest level of security checks at the federal level. Furthermore, Distinguished Senator Ubah holds a chieftaincy title of his hometown, Nnewi, conferred on him by his monarch and Grand Patron of the Anambra State Traditional Institution, His Majesty, lgwe Kenneth O. Orizu. He is also a well-known business investor in Anambra State and a generous philanthropist.


F. Thus, assuming that lgwe Neni did not strictly comply with Code of Conduct, would the foregoing factors not be sufficiently extenuating to warrant a far less sanction on him as was meted to some other "tiny fen/' that also failed to comply? The severity of suspension and threat of withdrawal of Certificate of Recognition suggests that there may be other issues with either lgwe Neni or Distinguished Senator Ubah which are being stealthily ventilated in this circumstance.


11. In conclusion, I would like to state very clearly that your handling of this matter of conferment of honorary chieftaincy titles is the apogee of the progressive dehumanization and dismantling of the traditional institution of Anambra State by the present administration. The institution comprises of some of the finest sons of Anambra State who achieved sterling academic heights and professional/vocational attainments. At the behest of their communities, they took up the role of traditional rulers as shining examples for selflessly giving back to their communities in particular, and society at large. They are the custodians of the culture and traditions of their people and lead on peace building, security, development issues, etc. Their livelihood does not depend on selling chieftaincy titles or the N175,000 monthly stipend from the State Government, but on their own hard-earned modest personal resources. By their office, age, attainment and standing in society, they deserve far better respect and dignity, than being publicly bullied and unfairly shamed at every opportunity by people in the State Government. The Federal and other State Governments hold the traditional institutions in high esteem. What then has gone wrong in Anambra State?


12. The current impression to the general public is that the issue of honorary chieftaincy title is on the foremost front burner for the Ndi Anambra. On the contrary, the traditional rulers would state for the umpteenth time that their key community challenges include lack of basic amenities (electricity, potable water, healthcare, good access roads, etc), youth unemployment leading to other delinquencies, security and the inability of the communities to fund their contingents of the Anambra State Vigilante Group (AVG), massive urban renewal for our sprawling cities, respectable stipends from the 5% of the statutory allocation to the Local Government Councils as is applicable in other States of the Federation, membership and structure of the ASTRC, etc. To sum up:


A. There were no formal or written directives from your Ministry on chieftaincy titles prior to the suspension of lgwe Neni by your letter of 08 January, 2024.


B. The Government's suspension of lgwe Neni was selective and consciously ignored other recent cases of violation of the Code of Conduct which have been brought to your attention.
C. Your claim that traditional rulers have '{demonstrated a penchantfor trading chieftaincy titles for money/' was not supported by any evidence.


D. Distinguished Senator Ifeanyi Ubah is not an unknown entity in Anambra State or Nigeria, including to the present administration. Thus, the suspension of lgwe Neni and threat to withdraw his Certificate of Recognition for apparently violating the Code of Conduct by giving him a chieftaincy title was extreme in comparison with other recent cases.


E. The traditional institution of Anambra State feels strongly that the present administration is progressively dehumanizing and deprecating the institution against the trend in the rest of the country where the Federal and State Governments accord dignity and respect to the institution.


F. The traditional institution is mindful of the awesomeness of executive power and authority in our democratic dispensation but prays fervently that such power and authority, which derive from God through the governed, should be exercised with due sensitivity and humaneness over the governed.


13. Dear Hon Commissioner, I thank you for your attention and express my whole-hearted willingness to engage further with you on all the points in this letter in the hope of restoring the dignity of the traditional institution of Anambra State. Please, also, bear in mind that Mr. Governor has made two promises that remain outstanding, namely, to meet with a small number of traditional rulers on issues of concern to the traditional institution, and to address all traditional rulers once more. Kindly make these two commitments happen soon, as well as at regular intervals.


14. Finally, since your communication to the traditional rulers of the State on this matter has mainly been through press releases and interviews, it would be fair and proper that this response is also made available to the media for the purpose of balance.

The Senator representing Anambra South Senatorial District and a ranking member of Senate Committee on Trade , Investment and Industries, Dr Patrick Ifeanyi Ubah, CON, on Monday, January 15, 2024, reassured traders and operators of various businesses that he would leave no stone unturned to ensure that they receive adequate support from government and relevant agencies. Senator Ubah made the remarks after the morning prayers organised by the Auto Spare Parts and Machineries Dealers Association, ASPAMDA, Tradefair Complex, Lagos to mark the resumption of businesses at the market. According to him, traders contribute immensely to national and economic development and the protection of their interests would always be non negotiable.

Senator Ubah who is also the Grand Patron of ASPAMDA also appreciated the association under the leadership of Hon Ngozi Winful Emechebe for putting in their best to ensure that traders carry out their business activities in a conducive atmosphere. Responding, the President of ASPAMDA, Hon Ngozi Winful Emechebe appreciated Senator Ubah for his undiluted support to the association and traders. He also appreciated him for joining them in their business opening prayers and reassured him that the association under his leadership would always take actions that would protect and promote the interests of traders and make Nigerians proud.

What is the real issue about ?.

The answer is simple

The first visit that the Senator representing Anambra South Senatorial District made to the Governor on his resumption in office was to donate 500Million Naira worth of security gadgets and equipments to the state .

When accosted by journalists , Senator Patrick Ifeanyi Ubah inter alia made the following categorical statement

"No serious Governor will allow even one inch of the state's territory to be under the control of bandits, I will deploy my personal resources if need be to assist the state government to rid rhe state of insecurity, secure lives and properties and curb capital flight ".

The above assertion by the Senator has a biblical backing in Matthew 18 Vs 12 which reads as follows

If a man has a hundred sheep and one of them wanders away, what will he do? Won't he leave the ninety-nine others on the hills and go out to search for the one that is lost?

But things went sour when the Senator successfully implemented a workable security architecture using Nnewi North as pilot scheme and the entire ndi Anambra both home and in diaspora got frenzy with excitement and started pouring encomuim on the Senator

The accolades from far and wide that went the way of the Senator drove close aides of the Governor led by his special adviser on political, Mr Obiogbolu into advising him to do all within his power to stop the security architecture or his second term in office will be jeopardised.

The rest they say became history as the Governor, immediately commenced what has now become a recurring series of vindictive actions by sacking with immediate effect, the chairman of the chairmen of the markets in Nnewi for leading his market leaders to a meeting at the Senator's residence to draw plans on how to end Monday sit-at-home in the commercial city .

The state government thereafter withdrew all support from the Senator's security initiative and reminded him through various writeups on the media space ,that he is a mere legislator and has no business delving into security matters.

According to the timetable drawn by the Senator's team, the entire Anambra South would have been covered by now and the implication is that the recent attack by bandits in Aguata (the Governor's LGA) that took the lives of two policemen during the Yuletide will probably not have occurred

The Senator's decision to join the centre party(APC) , in continuation of his search for a lasting resolution of the security quagmire in the state as well as the restoration of developmental indices threw the Governor's camp into panic , the result of which has seen them descend into taking rash and irrational decisions like the currently trending one of suspending an Igwe whose ONLY crime was Conferring Chieftancy Title On Senator Ifeanyi Ubah as part of the activities to mark his 20th Ofalla on the throne.

That Governor Chukwuma Soludo has performed below average and also reneged on his core promises like conducting local government elections and giving the state the promised Dubai/Taiwan as well as its crude taxation policy has since become additional albatross weighing on the conscience of the Chukwuma Charles Soludo administration.

The above seems to be the reason for the present recourse by the state government to engage in attacks on any stakeholder of the State that speaks out in frustration or criticises the government.

Senator Dr Ifeanyi Ubah CON on his own part has since remained undaunted and has been collaborating with various community stakeholders to spread the security architecture to their places on request. Communities like Igboukwu, Nnobi, Alor, EnuguAgidi, Abatete ETC , are presently all beneficiaries of his security equipments like high definition CCTV Cameras ,walkie-talkies ,solar lights and motorcycles this Yuletide with many more on the waiting list as self help became the most viable option available to the people in the absence of state government help.

Places like Osumorghu, Lilu and the entire eboneasa today are firmly under the control of bandits while the state Government like the roman emperor fiddles and suspends Ndi Igwe whose crime is showing appreciation to their illustrious son for choosing to bell the cat despite being a legislator

Almost the entire Traditional Rulers in the state have made offers to confer chieftaincy titles on Senator Dr Ifeanyi Ubah CON in appreciation of his groundbreaking security initiative in the state hence the recourse by the state government to issuing threats .

But the question is , can one use hands to cover the sun ?

The Governor of Anambra State has a few moments ago ordered the suspension of the traditional ruler of Neni ,HRH Igwe Damian Onwuamaeze Ezeani (Igwe Ugonabo) .

In the letter signed by his Commissioner for Local Government, Chieftaincy and Community Affairs, Tony Collins Nwabunwanne, the reverred traditional ruler's offence was that he conferred a chieftaincy title on the APC Senator representating Anambra South Senatorial District, Senator Dr Ifeanyi Ubah CON.

Note that this same reverred Igwe also Conferred Chieftancy Titles on several other illustrious sons of Anambra as part of his 20th Ofalla Festival on the 29th of December, 2023 ,an event in which the Senator was unavoidably absent.

The question then becomes, since when does Conferring Chieftancy Title On a Distinguished Senator of the Federal Republic become a crime that is punishable with suspension or could this particular Senator's crime be that of being a member of the ruling APC.

Governor Soludo, who had since made public , his angst that Senator Ubah joined the ruling APC amidst rumours of Ndi Anambra's discontentment with his lacklustre administration and their agitation for the Senator to succeed him, has since embarked on several knee jerk reactionary moves driven by morbid fear which has today, culminated in this arbitrary abuse of state power

Governor Soludo must be told in clear terms that power is transient and must also be put on notice that he is the first to use crude state power against citizens of the state by this deliberate attack on our traditional institution.

It is now officially on record that the APGA state governor, by his action, has attacked the ruling APC at the Centre and must be prepared to accept any repercussions that come thereof.

The federal government's exhibition of maturity by maintaining silence when this same governor rebagged the bags of rice that they sent as palliative to ndi Anambra and shared to Apga party members alone must have emboldened them further to take this clueless step .

Ndi Anambra are watching events as they unfold and will remind Soludo of the following proverb

When a man cooks for a community, they will finish it, but where an entire community cooks for one man, body go tell am.

This flagrant abuse of power ,pettiness, and cluelessness will never stand !

You may recall that the Senator had in the recent past collaborated with and made similar donations to other communities like Igboukwu, Enugu Agidi, Abatete Etc, while several other towns have indicated interest in keying into the Senator Ifeanyi Ubah security model.

Senator Ubah made the remarks while commissioning the New Power Hotel, a new project of the Chief Executive Officer of Otolo Cars, Chief Innocent Chinedu Ulasi. Speaking at the occasion which took place at the hotel premises in Umuanuka Otolo Nnewi, Senator Ubah appreciated Chief Ulasi for embracing the ‘Think Home’ Philosophy and urged him to always put in his best to support the development of the economy.

The Anambra South Senator who was accompanied by members of Afaigboefuna Solidarity led by Chief Ernest Otugo also described the hospitality industry as a critical sector of the economy and reassured ndị Anambra South that his office will always engage in necessary partnerships that will promote and protect the interests of the sector. He further prayed for uncommon divine grace and wisdom upon the management and staff of new facility, and expressed confidence in their ability to manage it properly for the benefit of Umuanuka community, Nnewi, Anambra State and Nigeria in general.

Speaking briefly at the funeral ceremony of the deceased, Pa Simeon Soludo which took place at Community Secondary School Field, Isuofia, Senator Ubah appreciated God for his grace upon him throughout his life time and prayed for the repose of his soul.

Speaking further at the event which was also attended by the National Chairman of the All Progressives Congress (APC); Abdullahi Ganduje, Chairman of Progressive Governors Forum, South-East Governors Forum and Imo State Governor; Hope Uzodimma, Inspector-General of Police; Olukayode Egbetokun, Governor of Central Bank of Nigeria; Olayemi Cardoso, the Igwe of Nnewi; His Royal Highness Igwe Dr Kenneth Orizu III and the Member representing Nnewi North State Constituency in Anambra State House of Assembly; Hon Sir Augustine Onyedikachukwu Ike, Senator Ubah described the deceased as a man of principle and prayed for more blessings upon his family.

Responding, Governor Soludo appreciated the dignitaries for celebrating his late father and prayed for more divine grace and protection upon them. The deceased who passed on at the age of ninety-two is also survived by his children, grandchildren, great grandchildren and relatives. May heaven rest his soul.

*Reason ?...I was surrounded by too many party thieves seeking to use government money for personal aggrandisement.They even went as far as impeaching me to lay their hands on the funds*

~ The next executive (unknown to Ndi Anambra but highly recommended by his predecessor as the best thing to happen to us ) ,invited friends and cronies to the dining table.....the entire money saved by his predecessor disappeared !

~ The next in line( former guber candidate of the PDP), having been promised the no 1 seat , looked Ndi Anambra on the face and told them a bare-faced lie

Frank Borkenau, the Spanish cockpit quoted in Jeremy Harding's Small Wars, Small Mercies: Journies in Africa's Disputed Nations (Penguin 1994); that nothing is lost in history, and every action, every policy, finds its adequate reward in later events, not to be sure (only) in the moral, but in the political. In the Second Republic politics of old Anambra state, *IKEMBA FRONT* was a common feature and ment different things to different people. The name *IKEMBA FRONT* evokes memories. Essentially, it brings to mind the untiring efforts of the eternal leader of Ndigbo, Dim Chukwuemeka Odumegwu Ojukwu and his many struggles in search of political rostrum of comfort for his beloved Ndigbo. *IKEMBA FRONT* reflects an audacious move in close concert with the then Vice President of Nigeria, Dr. Alex Ifeanyichukwu Ekwueme to relaunch Ndigbo into the mainstream politics of Nigeria, himself having been the one that pulled Ndigbo out from the centre during the fratricidal civil war. That effort was aborted by the 1983 coup d'état, altering the projection that would have taken effect by 1987 with Dr. Alex Ifeanyichukwu Ekwueme succeeding Alhaj Shehu Shagari as President of Nigeria in 1987. 40 years after the December 31st, 1983 coup d'état requiemed
*IKEMBA FRONT,* a resurgence of
*IKEMBA FRONT* seemingly to accomplish the mission of reconnecting Ndigbo/Ndi-Anambra to the centre as envisioned by Dim Chukwuemeka Odumegwu Ojukwu is now afoot and evidentially, 40 years is very significant in biblical history.

*The Second Republic.*

In the first elections under the 1979 constitution which were conducted by the Federal Military Government in July and August 1979, with the Federal Military Government handing over power to a new civilian government under President Shehu Shagari on October 1, 1979 with Dr. Alex Ifeanyichukwu Ekwueme as the Vice President. Five major parties competed for power in the first elections in 1979. As might be expected, there was some continuity between the old parties of the First Republic and the new parties of the Second Republic. The National Party of Nigeria (NPN), for example, inherited the mantle of the Northern People's Congress, although the NPN differed from the NPC in that it obtained significant support in the non-Igbo states of southeastern Nigeria. The United Party of Nigeria (UPN) was the successor to the Action Group, with Chief Obafemi Awolowo as its head. Its support was almost entirely in the Yoruba states. The Nigerian People's Party (NPP), the successor to the NCNC, was predominantly Igbo and had Dr. Nnamdi Azikiwe as its leader. An attempt to forge an alliance with non-Hausa/Fulani northern elements collapsed in the end, and a breakaway party with strong support in parts of the north emerged from the failed alliance. This northern party was known as the Great Nigerian People's Party under the leadership of Waziri Ibrahim of Borno. Finally, the People's Redemption Party was the successor to the Northern Elements Progressive Union and had Aminu Kano as its head.

Just as the NPC dominated the First Republic, its successor, the NPN, dominated the Second Republic. Alhaji Shehu Shagari won the presidency, defeating Dr. Nnamdi Azikiwe in a close and controversial vote. The NPN also took 36 of 95 Senate seats, 165 of 443 House of Representatives seats and won control of seven states (Sokoto, Niger, Bauchi, Benue, Cross River, Kwara, and Rivers). The NPN lost the governorship of Kaduna State but secured control of the Kaduna legislature. The NPN failed to take Kano and lacked a majority in either the Senate or House of Representatives. It was forced to form a shaky coalition with the NPP, the successor of the NCNC, the old coalition partner of the NPC. The NPP took three states (Anambra, Imo, and Plateau), sixteen Senate seats and seventy-eight House of Representatives seats, so that in combination with the NPN the coalition had a majority in both the House of Representatives and the Senate. Nonetheless, the interests of the two parties were often in conflict, which forced the NPN to operate alone in most situations. Even though the presidential form of constitution was intended to create a stronger central government, the weakness of the coalition undermined effective central authority. Again, the usual narratives which claimed that ethnicity, regionalism and religion were sole players in the Nigerian body polity was rife. But the return from exile of Dim Chukwuemeka Odumegwu Ojukwu significantly attempted to provide a new paradigm to the ethno-religious conundrum that had dubbed the national polity.

*Ojukwu's return to Nigeria*

Before the birth of Second Republic, there were disquiet within the Federal Military Government over intermittent sprawling of Emeka Ojukwu's campaign posters around Nnewi and its environs suggesting the likelihood of Ojukwu returning with the intention of going into politics. However, it was on October 28, 1981, from his base in Ivory Coast, that the former leader of the defunct Biafra, Dim Chukwuemeka Odumegwu Ojukwu, who was in exile in that country cried out against “obstacles to my plans to return home. I want to go home and put myself at the service of the people,” the then 46-year-old soldier then turned businessman told a group of journalists in a rare interview in Abidjan, the capital of Ivory Coast.

Dim Chukwuemeka Odumegwu Ojukwu said that with the advent of democratic rule in Nigeria he had hoped that “there should be no more obstacles to my plans to return home. If today I am presented to the people of Nigeria in whatever capacity, I will win”, he confidently affirmed. “Nobody can challenge my popularity with the youths in Nigeria."

The news went round and the next day October 29, The Nigerian Peoples Party (NPP) former governorship candidate for Lagos State, Chief Adeniran Ogunsanyan said that former Head of State, Mr. Yakubu Gowon and Mr. Chwukuemeka Odumegwu Ojukwu, both of whom were dismissed from the Nigerian Army should both be pardoned and allowed to return to Nigeria. He said so on Ogun Broadcasting Corporation (OGBC) during a current affairs programme, “Meet the Press.” An interviewer had asked for his opinion on whether Ojukwu and Gowon should be allowed to return home, as expressed by some people. “If the National Assembly thinks that there should be amnesty with the concurrence of the executive, why not?” he replied. On December 28, the leader of the People’s Redemption Party (PRP), Alhaji Aminu Kano, joined in the plea that Yakubu Gowon and Emeka Odumewgu Ojukwu be pardoned. Alhaji Aminu said his party’s philosophy of democratic humanism did not favour the deprivation of anybody’s right to free movement and right to choice of abode.

Then it happened on May 18, 1982, President Shehu Shagari officially granted pardon to Dim Chukwuemeka Odumegwu Ojukwu. The next day May 19, barely 24 hours after Dim Chukwuemeka Odumegwu Ojukwu was granted state pardon, Nigerian border posts and overseas mission were alerted of the government directives. Then on May 21, Madam Grace Ojukwu, mother of the ex-Biafran leader who hails from Ogbakuba, Ogbaru LGA in Anambra state, expressed profound gratitude to President Shehu Shagari and other members of the National Council of States, over the clemency granted her son. On June 3, the President’s Chief Press Secretary, Mr. Charles Igoh issued a press release on the regaining of military ranks by former Head of State, Mr. Yakubu Gowon and the ex-Biafran leader, Mr. Emeka Odumegwu Ojukwu and said it was a matter for the Army Council and not for President Shagari.

On June 18, 1982, Dim Chukwuemeka Odumegwu Ojukwu returned to Nigeria at 11.55 a. m after about 12 years in exile. He was accompanied back by an 11-man NPN delegation led by Dr. Chuba Okadigbo. Just before he boarded his Boeing 727 aircraft from Abidjan, capital of Ivory Coast he said “Long live Nigeria,” signaling a return to Nigeria and by implication, a return to Nigeria by the Igbos that he led out of Nigeria.

*Ojukwu's decision to join NPN (a National/Northern party) instead of NPP (a Regional/Igbo party)*

At the birth of the Second Republic, Dr Nnamdi Azikiwe, the Presidential candidate of the Nigeria People's Party ((NPP) and Dr. Alex Ekwueme, the Vice Presidential candidate of National Party of Nigeria (NPN) were joined by a number of a relatively younger generation of politicians from the South -East to up the ante in the politics of the Second Republic. This was before Dim Chukwuemeka Odumegwu Ojukwu returned from self-exile to partake in the politics. In my conversation with one of the surviving leaders of the 1983 *IKEMBA FRONT,* Chief B.U.O Anekwe (Agu-nwa Anekwe), he affirmed that many Igbos had expected Ojukwu upon his return to join the Nigeria People's Party (NPP) with Dr. Nnamdi Azikiwe but Ojukwu felt otherwise. "Ojukwu was of the view that it was him that pulled the Igbos out of Nigeria and that he would be the one to return the Igbos to Nigeria. Moreover, it was the government of the National Party of Nigeria (NPN) that ensured his pardon and subsequent return to Nigeria after 12 years of bitter exile". Chief Anekwe went on to say that it was a masterpiece by Ojukwu, to try and make the powers that be believe he has now forgiven them for the past and for the powers that be to also relax their nerves and accommodate him and his beloved Ndigbo.

Ojukwu's decision to join NPN was later justified as it quickened the integration of persons separated by the civil war which in the views of bookmakers would have been near impossible had Ojukwu joined his kinsmen in NPP, a party adjudged to be an Igbo party as such would have been termed as another Igbo alignment to grease and fan the embers of secession. Bad as some Igbos felt at the time over Ojukwu's joining of NPN, it turned out a respite for Ndigbo who were being visited with all manner of restrictions, deprivation and ostracization with the war still fresh in the minds of the actual victors of that war.

*Formation of IKEMBA FRONT*

Ojukwu's return and his decision to join NPN added a lot of pep to horse-trading in Igbo land, as most of the power blocs engaged one another in the contest for the soul of the zone. Expectedly, it wasn't going to be a tea party for Dr. Nnamdi Azikiwe and Chief Jim Nwobodo's NPP with Ojukwu's joining of NPN. The implication was that the regional party that was in power in old Anambra state, NPP, was to giveaway for the party at the centre, NPN, and given the gladiators at both sides, it wasn't going to be an easy fight after all. The rivalry culminated that ensued led to the formation of such partisan groups like the *IKEMBA FRONT,* the Nwobodo Vanguard, just to name two. While Ojukwu on his return from Ivory Coast used *IKEMBA FRONT* to advance his political cause in the then National Party of Nigeria (NPN), Nwobodo, a political son of late Owelle of Onitsha, Dr. Nnamdi Azikiwe, in the defunct Nigeria Peoples Party (NPP) formed the Nwobodo Vanguard to protect his flank. IKEMBA FRONT became a moving force that domesticated the then National Party of Nigeria (NPN) in the old Anambra state that was hitherto the home base of Nwobodo's Nigeria Peoples Party (NPP). By 1983 governorship election, *IKEMBA FRONT* efforts had paid off, Dr. CC Onoh of Ojukwu's National Party of Nigeria defeated Nwobodo's Nigeria Peoples Party (NPP) in the old Anambra state to create an in road for NPN and it became the pathway to the centre as it were. The group however collapsed immediately the military struck in 1983.

The member representing Nnewi North constituency at the Anambra State House of Assembly, Hon Augustine Ike who sponsored the motion, said that the longest serving traditional ruler was crowned Igwe Nnewi in 1963 at the age of 38

On behalf of my family and good people of Anambra South Senatorial District, I join in celebrating your fifty-eight years of life full of wisdom, grace and successes. I also celebrate your ministry, and the incredible impact you have made as the Anglican Bishop of Nnewi Diocese. Your dedication, wisdom, and unwavering faith have been a source of inspiration for all of us. As you reflect on the years gone by, we are reminded of the countless lives you have touched and transformed through your pastoral care, leadership, and commitment to spreading the Gospel.

My Lord, your love for God and His people shines through in everything you do, and we are grateful for your selfless service. Also, your leadership has brought unity, growth, and progress to the Nnewi Diocese (Anglican Communion), under your guidance, the diocese has flourished, and the faithful have been nurtured and strengthened in their faith. Your vision for a vibrant and inclusive church has also been realized, and we are blessed to be a part of this journey with you.

Beyond your role as a bishop, you have been a compassionate shepherd,
