EMPOWERING NIGERIA’S FUTURE: ENGAGING IN THE NIGERIAN SENATE’S TRANSFORMATIVE TWO-DAY RETREAT ON FISCAL POLICY AND TAX REFORM On Thursday October 19, 2023 at Ikot Ekpene, Akwa Ibom state, I joined the National Assembly Leadership and other Distinguished members of the Nigerian Senate to attend a two-day retreat on Fiscal Policy and Tax Reform. Speaking at Friday's edition of the event, I stressed the need for the Senate to diligently monitor the distribution of the palliatives released by the President Bola Ahmed Tinubu's administration to all the thirty-six states governors to alleviate adverse economic effects from the removal of fuel subsidy in order to ensure that the palliatives are not diverted to wrong hands. I also discussed the importance of implementing effective fiscal policies and tax reforms to stimulate economic growth and development in Nigeria. Speaking further at the event which was also attended by Speaker House of Representatives; Rt Hon Abbas Tajudeen, Chief of Staff to the Nigerian President; Rt Hon Femi Gbajabiamila, Chief of Staff to Former President Muhammadu Buhari; Prof Ibrahim Gambari, Minister of Finance and Coordinating Minister of the Economy; Wale Edu, Former Senate President; Bukola Saraki, Former Senate President; Ken Nnamani, Former Senate President; Adolphus Wabara, Former INEC Chairman; Prof Atahiru Jega, Chairman Presidential Fiscal Policy and Tax Reform Committee; Taiwo Oyedele, Minister of Budget and Economic Planning; Senator Abubakar Atiku Bugudu, FIRS Executive Chairman; Mr Zacch Adedeji, Executive Secretary Library Complex, National Assembly Abuja; Rt Hon Henry Nwawuba and many other dignitaries, I highlighted the importance of collaboration between the National Assembly and the executive branch in implementing fiscal policies and tax reforms, and maintained that it is crucial for both arms of government to work together to create an enabling environment for businesses to thrive and attract foreign investments. I also emphasized the need to prioritize the diversification of the Nigerian economy to reduce our over-reliance on oil revenue and disclosed that the diversification of the economy can be achieved through the promotion of non-oil sectors such as agriculture, manufacturing, and technology. I further informed the gathering that by diversifying our economy, we can create more job opportunities, reduce poverty, and enhance economic stability. I also discussed the strategies to improve the country's fiscal policy framework and enhance revenue generation through tax reforms, and emphasized the need for transparency and accountability in the distribution of funds provided in the recently announced conditional cash transfer to ensure that they reach the intended beneficiaries and effectively mitigate the impact of the fuel subsidy removal. The retreat on Fiscal Policy and Tax Reform was a significant step towards addressing the economic challenges facing Nigeria and I am confident that with the collective efforts of the National Assembly, the executive branch, and other stakeholders, we can achieve sustainable economic growth and development for our country. Ifeanyi Ubah’s move to APC has nothing to do with AMCON, we resolved the dispute — Counsel The Counsel to Senator Patrick Ifeanyi Ubah and his company, Capital Oil and Gas Limited, Mrs. Ifeoma Esom, has refuted claims that the Assets Management Corporation of Nigeria (AMCON) withdrew criminal charges against the oil mogul following his defection to the All Progressives Congress (APC), saying that the legal team resolved the protracted issue. Mrs. Ifeoma Esom, who is a Partner with TRLPLAW, a law firm, made the clarification in a press release entitled “Setting the record straight on the resolution of the dispute between Capital Oil and Gas, Senator Patrick Ifeanyi Ubah and Assets Management Corporation of Nigeria (AMCON)” News had gone round that the Federal Government agency withdrew the criminal charges over alleged N135 billion indebtedness lodged against the Senator and his oil firm, Capital Oil, a week after joining the ruling party. A Federal High Court sitting in Lagos presided over by Justice Nicholas Oweibo, had on Wednesday, dismissed the charge filed by AMCON against Ubah and Capital Oil and Gas Limited. The judge struck out the suit following an oral application by Counsel to the AMCON, Oluwaseun Onabowu seeking withdrawal of the suit. Reacting to wide speculations, the Solicitors to the defendants stated said that the withdrawal was owing to several efforts on their part toward amicable resolution of the dispute reached in January 2022 approved by the Central Bank of Nigeria (CBN) and Federal Ministry of Finance during former President Muhammadu Buhari’s era. Esom noted that the formal withdrawal of the Charges would have been concluded long before now and had the annual court vacations not commenced. She stated as follows: “The dispute that culminated in several court cases and the criminal charge filed against Capital Oil and Gas and Senator Patrick Ifeanyi Ubah arose from commercial transactions with various banks in whose stead AMCON acted upon acquisition of the facilities. “In 2013, the parties entered into a consent judgment which unfortunately became subject of various litigations by AMCON and Capital Oil and Gas at various times. Some of these cases were won by AMCON and some were won by Capital Oil and Gas. “During the pendency of these cases and appeals, several efforts were made toward the resolution of the dispute resulting in an amicable settlement reached in January 2022 which was approved by the Central Bank of Nigeria and Federal Ministry of Finance during the administration of President Mohammed Buhari. At all material times, Senator Ifeanyi Ubah was a member of the Young Progressive Party (YPP). “In furtherance of the settlement, a consent judgment was subsequently entered into at the Federal High Court Abuja wherein parties agreed that all cases and appeals filed by Senator Patrick Ifeanyi Ubah and Capital Oil and Gas against AMCON would be withdrawn and all Cases and Appeals by AMCON against Capital Oil & Gas and Senator Patrick Ifeanyi Ubah be also withdrawn. “The Federal High Court Lagos hearing the charge had from when the Charge was filed granted several adjournments upon confirmation that settlement talks were ongoing. “On the last sitting of the Court, due to a mix-up, the Court was not informed that the settlement had long been concluded and thereafter the Court vacation commenced which inhibited formal withdrawal of the Charge. According to Esom, the matter eventually came up again on the 18th of October, 2023 following the end of the Courts’ vacation and the Court was formally informed of the resolution of the dispute and the undertaking of parties to discontinue all cases in furtherance of the consent judgment entered at the Federal High Court Abuja, whereupon the Charge was dismissed. “It is pertinent to note that at all material times when the dispute was ongoing and until it was resolved, Senator Patrick Ifeanyi Ubah was not a member of the All Progressives Congress but the Central Bank and Ministry of Finance in the last administration adopted a commercial disposition to the commercial transaction and resolved it. “AMCON is an apolitical financial institution and no political consideration came to bear in the amicable resolution. Rather AMCON, Central Bank, and the Federal Ministry of Finance pursuant to their mandate restructured the facility which involved amongst others, Capital Oil and Gas making some payments to AMCON. “It is pertinent to reiterate that Senator Patrick Ifeanyi Ubah’s movement to the All Progressives Congress has nothing to do with the resolution of the hitherto lingering dispute with AMCON and the dismissal of the criminal charge against Capital Oil & Gas and Senator Patrick Ifeanyi Ubah,” Esom emphasized.

Assessing Sen. Ifeanyi Ubah’s Move to APC By Ebuka Onyekwelu The move by Senator Ifeanyi Ubah representing Anambra South senatorial zone, from Young Progressive Party- YPP, to the All Progressives Congress – APC, is a development that is of particular interest to many people, especially power brokers in Anambra State. At least in the last week, I have been confronted by no fewer than three political stakeholders who wanted my honest assessment of that move. Now, it is important, for the purposes of this evaluation, to note, that the assumption so readily advanced by some people that Southeasterners hate APC is a popular error. The reality of the case between APC and Ndi-Igbo is one of emotional detachment, not hate. To put this in other words, for the masses of the Southeast, the APC has not made sufficient impression that warrants their fraternity with the party. However, the question might be; whose fault? My answer is that APC for years, has had “bad sales men” in the zone. Perhaps, we will come back to this conversation at a later time. But for now, what is Sen. Ifeanyi Ubah’s defection bringing to the political equation? First of all, I must admit that I had anticipated a grand and robust reaction against Sen. Ubah. But, for whatever reason, that did not happen. My projection was that Sen. Ifeanyi Ubah’s defection would be stiffly opposed to a halt and would form the major topic of discussion in weeks. But not only that it didn’t really receive such backlash, but it is now no longer news. The implication is that this defection has been perceived differently by many people or so it appears. Without appearing to be overly enthused, but it does also appear that Sen. Ifeanyi Ubah’s popularity have a hand in this. As observed, members of his team and his supporters were all hands on, engaging opposing views, and that might have done the magic in part. Perhaps, APC might have recruited one of its finest salesmen for the Southeast. But even beyond this, my earlier prediction was that even in the event that there is huge backlash, Sen. Ubah can take advantage of the federal might and robustly ‘water the ground’, whatever this may mean to Nigerians. Of course, if Sen. Ubah can negotiate and secure federal appointments and good placements for his people strategically in the next year or so, every backlash will naturally find a permanent resting place. But with the current state of things, apparently, it is now labourious for the former YPP senator. On the merit of Senator Ubah’s defection to APC, purely on the strength of prevailing reality in Nigeria’s politics today, it is a move that must be followed methodically. For a start, APC is the most organized, battle-tested, and battle-ready political party in Nigeria today, with absolutely no sign of rescinding its prime position. Therefore, the APC’s leadership and primary support base of Northwest and Southwest are intact, with no serious signs of any fracture or uncertainty. Consequently, the party is poised to enjoy many more successful national elections. What this means for a politician who intends to play national politics or play at the national corridors of power is that APC is better positioned to help him retain relevance in national politics. Frankly, the prospects of both PDP and LP are unclear or at best unknown, especially since both have not shown any signs of forming an alliance. Finally, the last concern is Ifeanyi Ubah’s prospects if he contests Anambra governorship election on the platform of the APC. Now, there are many variables at play in this particular instance. But, Prof. Chukwuma Soludo and Sen. Ifeanyi Ubah are the two highest political office holders who may meet again at the polls in 2025. The sound of APC may look like automatic good news for Soludo, but two years is a long time. The APC as the ruling party with so many governors has little encumbrance with funding. Senator Ifeanyi Ubah is a grassroots mobilizer who has earned his place in our politics. Considering the length of two years in political mobilization, alliance, planning and execution, it is easy to see that APC will be a factor in the next Anambra State governorship election. In fact, without fear of contradiction, my prediction is that 2025 Anambra State governorship election will be a two horse race. NDỊ IGBO, EMOTIONS AND HOW NOT TO PLAY POLITICS • By Chukwuemerie Uduchukwu Over the years, ndị Igbo have battled to get involved in national politics but unsurprisingly, they keep shooting themselves in the foot in each electoral season. In a region where five states are governed by four political parties, it is shocking that the residents are yet to realise that they are promoting a political culture that will forever hinder their chances of involvement in national politics. It is more confusing that some residents of the South-East still refuse to align with a national Ruling Party with no valid reason. Majority of the opposition in Alaigbo hate to associate with the All Progressives Congress (APC) without a clear reason and despite the fact that the party had, within a period of eight years, executed laudable projects like the second Niger Bridge construction which the Peoples Democratic Party (PDP), a favourite party of the usual suspects, refused to execute after holding power for sixteen years. Reliance on emotions and baseless sentiments by ndị Igbo played a crucial role in the embarrassment of the wild goose chase embarked upon by the Labour Party Presidential Candidate in the 2023 Nigerian Presidential Election, Mr Peter Obi. Despite the fact that it was clear that Obi had zero chance of winning the election, ndị Igbo refused to join the moving train but rather, relied on their self-hype on social media to takeover presidential power. Many political thinkers who advised that taking such a myopic decision would further narrow the chance of an Igbo man to occupy presidential seat were bullied, insulted, and even threatened, and the situation was worsened by the ethnic and religious-based campaign embarked upon by the Labour Party Candidate. As projected and expected, their favourite candidate did not only lose the election but came a distant third. The embarrassing outing of ndị Igbo in the 2023 Presidential Election should serve as a huge lesson to the South-East residents who regularly accuse the Nigerian State of marginalisation and at the same time, refuse to align themselves with a national movement that will fasten the execution of policies that will promote their interests. The South-East needs to do away with all forms of sentiments and give maximum support to the centre, especially when some of the sons and daughters of the land are key appointees of the Federal government. Ndị Igbo should understand that it will be difficult to work closely with the centre if they continue to sideline themselves from national political machineries. If ndị Igbo really want an Igbo man to occupy the Villa as President, they must promote the national ruling party in the grassroots and encourage politicians in the South-East to join the party and contest elections on its platform. That will motivate other compatriots in other geopolitical zones to trust an Igbo man with power and will also convince them to believe that ndị Igbo know what they want. The five states of Alaigbo should not be governed by four different political parties when we expect unity of purpose in governance. It should be noted that each political party comes with its own programmes and when different parties are in charge, there will be confusion in regional policy formulation and implementation. It is also a fact that Ebonyi, the best governed Igbo state in the past eight years was able to achieve that milestone because the State’s governor at that time, David Umahi ignored the ethnic and religious champions, and joined the National Ruling Party, and that provided solid support for him to push the state to that level despite its limited resources. Moreover, he was a former Senate Deputy Leader and a Minister of Works today because he did the needful and brought his state closer to the centre. You can imagine the level ndị Igbo will be placed in national politics if they stop deceiving themselves and provide necessary support to the National Ruling Party. It can be argued that the South-East provided huge support to the PDP which was a national Ruling Party for sixteen years but let us bear in mind that such support was not provided on the basis of patriotism but was provided because the South-East adopted the PDP as an Igbo party because it appointed Igbos into juicy political positions and that made them to follow the party as if it was a cult despite the fact that it did nothing tangible for the development of Alaigbo. The execution and completion of the second Niger Bridge, Zik’s Mausoleum and other key projects in Igbo land by the APC after the PDP refused to do same but rather preferred playing politics with them showed that ethnic centred politics will not do ndị Igbo any good. Moreover, it is a fact that the All Progressives Grand Alliance (APGA) which is also seen by ndị Igbo as an Igbo party has been the ruling party in Anambra for about sixteen years but unfortunately, there is nothing to show that ndị Anambra really deserve APGA. The only time Anambra witnessed a focused administration in the present fourth republic was during the regime of Chris Ngige who despite his short stay in office, executed tangible projects on the ideology of Action Congress of Nigeria (ACN) which later through merger, metamorphosed into the present APC. Since Ngige left office, ndị Anambra have faced propaganda based administrations championed by APGA. In fact, the state became the epicentre of propaganda overdrive under the watch of Peter Obi. In his tenure, Obi deployed highly deceitful propaganda machine to mislead the State’s residents and made his successor look like an Ineffectual Buffoon before ndị Anambra and sadly, the Obiano’s administration did little to change that narrative. It is also unfortunate that the present governor of the State, Prof Charles Chukwuma Soludo who decamped from PDP to APGA has focused more on speaking enticing English and relying on moribund theories instead of being practical with governance, and it is obvious that the state needs a stronger political party that will be bold and focused to execute policies like the Ngige administration did. Until ndị Igbo decide to do away with emotions and play politics that will be based on facts, their ambitions in national politics will remain a wild goose chase. The Senator representing Anambra South Senatorial District, Senator Dr Ifeanyi Ubah CON has officially joined Nigeria’s ruling party, All Progressives Congress (APC). This was read on the floor of the Senate at a brief plenary held today by the Senate President, Senator Godswill Akpabio. Senator Ubah, by this move, aims to join forces with other Igbo Progressives and stakeholders in changing the present disadvantaged position of Ndi Igbo in the National politics. "Today, I have moved from the Young Progressives Party, YPP, to the All Progressives Congress, in accordance with my Progressive agenda for an Igbo nation that will take back its pride of place in the national hemisphere," Senator Dr Ifeanyi Ubah announced. The idea bearer, Senator Ubah, by this deft move, is pushing for a reconnect to the centre in the post Buhari era in order to help negotiate better on the various needs of the Southeast region in terms of security, infrastructural development and restoration of the Igbo man’s pride of place in the equitable distribution of national resources. According to Senator Ubah while addressing the media after the plenary, the idea that things have gotten so bad that politicians from other zones can afford to lose the votes from the five southeastern states and yet win presidential election is a huge anomaly that contributed hugely to my decision to lead my people back into national reckoning. Recall that Senator Dr. Ifeanyi Ubah CON has set an unprecedented record in national politics by adopting the YPP berthed in 2017 and using the political platform to not just win his Senatorial elections in 2019 and 2023 but also successfully midwifed the election of a YPP Federal House of Representatives seat as well as three state Houses of Assembly seats with two other Federal House of Representatives seats reportedly won by the party still hotly contested at the tribunal. I consider the Former Governor of Ebonyi very smart and foresighted for joining the APC at the time he did. No doubt, the dividends of democracy are evidently visible in Ebonyi State. We need more Igbo heavy weights to explore the possibilities in APC. We need to strategically position Our Region to grow far beyond emotions and sectionalism. It is time to join *Umahi* to bring more infrastructure to Southeast. *Ndi Igbo deserve far more than what we are currently getting and we can not get more if we continue to shut ourselves out of the corridors of power.* As it is today in Nigerian Political atmosphere, we need to rise as a people and intentionally embrace logic instead of emotions. SOUTH-EAST DEVELOPMENT COMMISSION ESTABLISHMENT BILL, PASSES FIRST READING ...as Sen Ifeanyi Ubah consolidates on his plans towards the recovery of Igbo Economy. Yesterday at plenary, the South-East Development Commission (Establishment) Bill, 2023 (SB.129) which was sponsored by me passed the First Reading. It should be noted that the earlier version of the Bill was denied presidential assent by the past administration and that motivated me to introduce a fresh version of it with provisions that will convince the Senate and the President to support it and sign it into law respectively. This fresh version of the Bill is aimed to establish a Commission that will focus on the development of the South-East region of Nigeria which has been historically marginalized and has faced various challenges in terms of infrastructure, healthcare, and economic development. The South-East Development Commission (SEDC) when established, will also be responsible for coordinating and implementing development projects and programs in the region. It will also work closely with state governments, local communities, and other relevant stakeholders to identify the needs and priorities of our region and develop strategies to address them. The Commission will also have the power to receive and manage funds from the federal government, international donors, and other sources for the purpose of implementing development projects. It will also have the authority to enter into partnerships and collaborations with other organizations and institutions to leverage resources and expertise. Furthermore, the SEDC will be tasked with promoting and facilitating investments in the South-East region and work to attract both local and foreign investors by creating a conducive business environment, providing incentives, and offering support services. Additionally, it will prioritize the development of critical infrastructure such as roads, bridges and water resources, and will also focus on improving access to quality education and healthcare services, as well as promoting agriculture and other economic sectors in the region. The establishment of the South-East Development Commission is a significant step towards addressing the developmental challenges faced by the South-East region of our great nation. It will provide a platform for coordinated and targeted interventions that will contribute to the overall socio-economic development of the region. I am confident that this Bill will receive the necessary support from my colleagues and receive presidential assent.
