December 23, 2014 The Economic and Financial Crimes Commission on Monday said a former Governor of the Central Bank of Nigeria, Charles Chukwuma, has no case to answer regarding investigations into allegations of bribery involving Securency Pty Ltd of Australia and officials of both the CBN and the Nigerian Security Printing and Minting (NSPM) Plc over the supply of polymer substrate to Nigeria. Speaking at a press conference in Abuja, EFCC Chairman, Ibrahim Lamorde, said after extensive investigation, the commission found that Mr. Soludo had nothing to do with the matter. Saying no wrongdoing was established against him, the EFCC boss said the former CBN governor has since been cleared. Following the October 1, 2009 launch of the polymer bank notes in Nigeria, which saw the N5, N10, and N50 notes remade in polymer material as against the original paper version, a scandal broke that CBN and NSPM officials received bribes to effect the switch to polymer. In January 2013, the EFCC summoned Mr. Soludo (as Governor of CBN and chairman of the Board of NSPM at the time the alleged offence was committed) to clarify matters and state what he knew about the matter. The former CBN Governor consistently denied any wrongdoing. When PREMIUM TIMES contacted him Monday, Mr. Soludo said, “I am impressed by the professionalism of the Commission especially in making the result of its investigation public. In early November last year (2014), I wrote to the Commission demanding for the outcome of the investigation, and it replied stating that its investigation did not establish any culpability on my part. I simply put the letter in my file. “Well, I always knew that there was nothing to it as far as I was concerned, and I did not know anything about the said allegations. What impresses me is that the Chairman and the Commission have displayed professional integrity by making its findings public especially in the light of the negative publicity that attended my invitation and interview at the Commission in January 2013. I left office six years ago, and I believe that this is good for Nigeria.” NEXT, the now rested Nigerian newspaper, had reported extensively how Securency Pty, a bank note printing company owned by the Reserve Bank of Australia (RBA), engaged in a series of bribery schemes to secure polymer note printing jobs. According to the paper, as well as an Australian newspaper, The Age, at least N750 million was paid in bribes to some Nigerian officials between 2006 and 2008 to secure the contract which saw to the initial supply of about 1.9 billion pieces of polymer substrates on which bank notes were printed. Subsequently, several international investigations over the activities of the bank note company led to the arrest, prosecution as well as sack of several top management staff of the RBA and its sister company, Securency Pty. In its own investigation, Nigeria’s anti-corruption agency, the EFCC interrogated several officials of the CBN and NSPM. But while no official of the Central Bank has so far been indicted, the commission is in court with a former Managing Director of the NSPM, Ehi Okoyomon, over the request to extradite him to the United Kingdom to face prosecution over some findings related to the allegations. The U.K. had sought the extradition of Mr. Okoyomon over his alleged role in the bribery scheme allegedly executed between 2006 and 2008. http://www.premiumtimesng.com/news/headlines/178973-efcc-clears-soludo-says-ex-cbn-governor-not-involved-in-polymer-bribery-scandal.html |

https://sunnewsonline.com/new/wp-content/uploads/2015/03/Osun-state-free-trade-702x336.jpg FROM CLEMENT ADEYI, OSOGBO At a time when governments at all levels are trying to generate revenue to boost their economies, create jobs and make life better for their indigenes, a potential revenue and employment opportunity generation outfit is wasting away in Osogbo, Osun State. It is the proposed Osun State Free Trade Zone. If the project had materialised, it would have become a mega site where business tycoons and industrialists would showcase their various businesses. Obviously conscious of the strategic prospects, government pursued the dream until it brought it to almost 80 per cent completion level after providing the initial necessary infrastructure such as land, good road network, electricity among others. Buildings, office spaces, laboratories and different kinds of facilities have also been put in place. But while all appears set for the project to take-off, the dream crumbled as contractors and industrialists reportedly scuttled all the efforts. Overrun by grasses; snakes, reptiles and other dangerous animals have taken over the site. As you approach the location, you are greeted with an array of modern buildings well laid out along access roads leading from one corner to the other within the sprawling premises. A signboard introduces you to the place: “Ministry of Agriculture and Food Security, Soil and Food Laboratories, Osun Free Trade Zone.” The desolation that has since become the second name of the zone betrays its long neglect. And there is just nobody to talk to in a place that was meant to be bubbling with business activities and human traffic. Some gigantic equipment lie rotting outside some submerged buildings. The multi-million naira facility does not have any gate, although its perimeter is fenced round, raising issue of security. This has given hoodlums free rein to pilfer valuable items from there. Some of the buildings, especially the uncompleted ones, may also have become dens of robbers and ritualists, while Fulani herdsmen have since taken advantage to graze their herds there. One of these, a slim-built man, aged about 40 years, who speaks Yoruba fluently and simply introduced himself as Alhaji Zubairu, said he came from Sokoto State, to settle there (pointing at a tent at the back of one of the buildings). He said customers came to him in the farm to buy cows. Meat sellers, he enthused, also visit him at the farm to buy cows. A large portion of the zone is being cultivated by farmers who grow corn and other crops. However, adjacent to the zone are two estates –Living Spring Estate and Amorit Estate, which raise hope that the dream of the zone could still come to pass someday. Mr. Bayo Oyewole, one of the residents, told Daily Sun that the estates are parts of the Free Trade Zone initiative. The private owners of the estates, according to him, built them to attract patronage from workers and customers of the zone when it takes off fully. But sadly, the estates, too, are lying desolate since the zone has failed to translate to reality. It is only the Amorit Estate that is gradually being occupied. The bottom line is that if the zone had succeeded, the entire area where it is located would have been a highly developed urban area in the state, especially because it is a stone throw to the government secretariat at Abere. Interestingly too, the zone, as well as the estates, would have become sources of employment opportuit is a stone throw to the government nities and revenue generation for the state. A young seen at the place, remarked that though infrastructural development and people-oriented governance have been in the heart of Governor Rauf Aregbesola, the Free Trade Zone Company has not been lucky. A member of the state House of Assembly and Chairman of Committee on Lands and Environment, Hon Johnson Ojo, told Daily Sun that the state government did not abandon the project. Rather, he said, it was awaiting prospective business men and women to take advantage of the enabling environment provided for them by government to showcase their businesses for both private and public economic empowerment as is done all over the world. This, he stressed, was the essence of free trade zone initiative in any part of the world. He explained that every free trade zone project in any part of the world requires government to provide adequate land and all the necessary infrastructure, especially electricity, road network, water etc that would facilitate robust business activities bordering on small scale businesses, tourism, sports, foods, telecommunication, hospitality among others and beckon on business men and women to take advantage of them: “This is exactly what the state government has done, but the businessmen and women who are supposed to come and take advantage of the enabling environment have failed to show up. Even those who earlier indicated interest to establish one industry or the other and got government’s approval have not shown up. Government did not abandon the project. Rather, it’s still waiting for them to bring their businesses on board.” He cited the case of an industrialist that got government’s approval to assemble a town service transport system vehicles fondly called Korope but who did not show up afterwards, even though some of the offices were built by him. He was optimistic that the free trade zone would soon take off. He spoke of about four foreign investors that had indicated intention to start their own industries. A polo centre was also being planned. While absolving government of blame for the appalling condition of the zone, Ojo said it was not mandatory for government to first of all provide the entire infrastructure at a go because it was the nature of business brought on board by industrialists that would determine the quality and quantity of the infrastructure to be provided. According to him, the estates being built around the zone are government’s initiatives because they were crucial to any kind of business to be showcased. However, the Director of Bureau of Communication and Strategy, Office of the Governor, Mr. Semiu Okanlawon, said before the projects could take off fully, there were certain contractual agreements that must be reached between government and the contractors handling the project. According to him, the Oyinlola administration that birthed the project committed a whopping amount of money to it, adding that there was a certain contractor that breached some terms of the contract by embezzling some money, leading to a serious controversy which must be resolved before the project could continue. While lamenting the financial crunch that has since hampered government’s determination to actualize several other projects, including the free trade zone, the government’s spokesman, expressed hope that as soon as government overcame the challenge, it would make the project one of its priorities. http://sunnewsonline.com/new/?p=109798 |
Ngige should not push this foolish old certificateless general on Igbos to avoid been stoned. We do not like Buhari |
FROM GEOFFREY ANYANWU, AWKA Presidential standard bearer of the All Progressives Congress (APC), Major Gen Muhammadu Buhari (retd), will storm the commercial city of Onitsha for a town hall meeting with the Organized Private Sector in the South-East tomorrow. The meeting which is being convened by the APC Presidential Campaign Council, Anambra State, is aimed at addressing some critical policy issues bordering on business and industry in the Southeast and its strategic importance to Nigeria. While disclosing this yesterday to newsmen in Awka, the Anambra State capital the chairman, Presidential Campaign Council for Anambra State, Barrister Chima Okafor, said that the event was to showcase Buhari’s policy thrust on industrial sector where the Igbo race predominates. His words: “For the purpose of educating our people from the five Southeast states on the economic agenda of General Muhamadu Buhari, we have planned this event in the commercial town of Onitsha in order to ensure that our candidate bares his mind on how he intends to restore the manufacturing capacity and the industrial glory of the Southeast region of Nigeria.” “We want the businessmen and industrialists who have been bearing the brunt of poor infrastructure, insecurity, poor micro and macro economic policies and the rapid drop in the value of the Naira as against the Dollar to come and engage General Buhari and see how his policies will transform the Southeast region into the tiger of Africa. We have reached out to the captains of industry because as creators of economic value, they are essential in the change promise of the APC.” Also speaking on the meeting, the Director of Media and Publicity for the APC, Presidential Campaign Council , Anambra State, Rt. Hon Afam Obi, said, “At this point in time when power supply has become an issue, where industries run on diesel 24 hours everyday and are either operating on low profits or have closed shop, sending hundreds of thousands into unemployment and despondency, where our infrastructure is poor and cannot meet the 21st century needs of industrialization in our clime, there is therefore the need for the incoming government and the organized private sector here to rub minds on how best both can support each other for the betterment of the ordinary Nigerian. General Buhari understands this and is quite worried that most of our industries are presently lying comatose, while our business activities are hampered due to the depreciating value of the Naira, which has made necessary this town hall meeting.” http://sunnewsonline.com/new/?p=110238 |
Two members of the Peoples Democratic Party (PDP) Board of Trustees, former Governor of Akwa Ibom State, Chief Victor Attah and Atuekong Don Etiebet have declared for the All Progressives Congress in Akwa Ibom State. The duo made the switch, which is interpreted to mean dumping President Goodluck Jonathan who is the presidential candidate of the PDP, during a rally held by the Campaign Organization of the APC Governorship Candidate, Obong Umana Okon Umana at the Ibibio Park grounds in Uyo yesterday. At the APC rally, Obong Attah and Etiebet respectively, raised the hands of Obong Umana and stated that, they were no longer interested in the PDP having found an alternative in the opposition party. The defection of the PDP chieftains did not come as a surprise to observers, as both men had been associating with the opposition in the buildup to the General Elections, following their grudge over the defeat of their preferred governorship aspirants by the PDP Standard Bearer, Udom Gabriel Emmanuel at the December 8, 2014 primaries. Commenting on the development, a public affairs analyst, Mr Ifiok Anderson, dismissed the move as another futile journey to nowhere. Anderson re-called that earlier in 2011, Obong Attah had similarly raised the hands of the then governorship candidate of the opposition, Action Congress of Nigeria, now defunct, Senator John Akpan Udoedehe, but that did not change the fortunes of the latter, as he was defeated by the incumbent, Governor Akpabio. The analyst argued that Attah had allowed his morbid hatred for his successor to blind him, even in joining forces with his erstwhile, Commissioner of Finance, Obong Umana Okon Umana who betrayed him. He however, added that the people of Akwa Ibom would make their choice on who should govern them. http://sunnewsonline.com/new/?p=110200 |

The historic Parliament Building in Ibadan was over-filled today as prominent Yoruba in all professions, princes and monarchs, governors and former governors, gathered to articulate their aspirations and minimum demands from the Federal Government. The high point of the summit, convened by the illustrious Yoruba retired army general, Alani Akinrinade was the total support given the presidential candidate of the All Progressives Congress, APC, General Muhammadu Buhari. The summiteers declared unanimously, “It is Buhari or nobody else”. A major proponent of this declaration, the Olubadan of Ibadanland, Oba Samuel Odulana Odugade who was represented by High Chief Eddy Oyewole said, “On 28 March, 2015, let us vote for Buhari”. He condemned the candidate of Peoples Democratic Party, PDP, President Goodluck Ebele Jonathan for wasting the meager resources of the country by lavishly bribing various individuals and groups to secure their supports. While Senator Anthony Adefuye strongly stated, “Only a bastard Yoruba will vote for Jonathan, Senator Olabiyi Durojaiye said, ‘We will vote en masse for Buhari”. Shortly after delivering the message sent by the governorship candidate of Accord Party in the state, Senator Rasheed Ladoja that he would go the way of Yoruba people. Senator Ayo Fasanmi declared, “At this point, we Yorubas should know where we are going. PDP is distributing money to earn wrong votes. Come May 29, we will be happy when Buhari becomes the president of the nation. “Why would Jonathan appoint ministers two months to the end of his term if not that they want to use all means to steal what is left in the coffer; that is if anything is left? By God’s grace, I, Senator Ayo Fasanmi will vote for Buhari. May 29, Buhari will be sworn in as our president.” National Chairman, Afenifere Renewal Group, ARG, Honourable Olawale Oshun said that considering the fact that Yoruba people have been suffering marginalisation within the Nigerian state for the past 16 years, Yorubas should vote for leaders who have its interests at heart in order to bring an end to this unacceptable state of affairs. Oyo State Governor, Senator Abiola Ajimobi who decried the high level of maginalisation of Yoruba in the Jonathan led administration said, “We have been subject of brazen marginalization and deliberate attempt to whittle down our historical contributions to the development of Nigeria. It will interest you to note that in the wheel of power at the centre, there are only two Yoruba people. Indeed, out of the 50 most powerful men and women in the executive, legislative, judicial and even security components of power in Nigeria, there are only two Yoruba people. These are the Chief of Staff to the President, whose choice was almost an afterthought and the Accountant General of the Federation.” Following suit, Ogbeni Rauf Aregbesola of State of Osun joined others in condemning Oodua Peoples Congress, OPC, for derailing from the principle of ‘omoluabi” that Yoruba is known for by collecting bribe from a desperate aspirant. Professor Yemi Osinbajo, the Vice President Candidate of APC, in his short remarks, urged Nigerians to be patient at this trying moment assuring that things would soon change for the better when APC takes over government at the centre. In the communique issued at the end of the summit, the main grievances of the region include: maginalisation which has attained the status of deliberate policy of the central government of Nigeria, calculated attempts to invade and subjugate Yoruba land through covert, disguised and even official policies of the Central Government, misguiding some elements in the region for their selfish reasons, decimation of entrepreneurial ambitions of Yoruba people through Federal Institutions and agencies that are supposed to be enablers and facilitators of economic development, near virtual absence of reliable and critical infrastructure of electricity, energy, and transportation which has led to the collapse of economic activities in Yoruba land, absence of proactive, concerted, and visionary leadership in Nigeria, insecurity at the level of state of emergency, and failure of the resolutions of the National Conference to resolve fundamental issues that are prerequisite to a sustainable federalism. As a result, in the communique, they demanded for regionalism, diversification of economy, holding free, fair, credible and transparent elections as scheduled to commence on Saturday, March 28, 2015, resistance to any form of unelected government, be it Government of National Unity, Interim National Government or howsoever described, repealing of laws and policies that stifle the creativity of the people, dismantling of all pseudo-security agencies that impede peace, harass and terrorise her citizens in order to enforce pre-determined agenda that are not consistent with the wishes of the region, and removal of all bottlenecks in the way of provision of effective and efficient transportation system, electrical power, and petroleum refining infrastructure. According to the communique, “That the effectiveness of the Federal Government of Nigeria lies on focusing on the critical issues of governance that are common to all components, like defence, national security, foreign affairs, currency and exchange rate, etc, while all other socio-economic responsibilities, especially that of resource control, devolve to the federating units. Yoruba must pursue their destiny in line with the development priorities and ambitions of her people. The creation of a structural environment for effective devolution of powers to the country’s constituent units as a strategic development is imperative. Yoruba people will not hesitate to take our destiny in our own hands in the event of any attempt to compromise our democratic existence.” Dignitaries at the occasion include: Governor Abiola Ajimobi of Oyo State, and his deputy, Chief Moses Adeyemo, former governors including: Dr. Kayode Fayemi and Otunba Niyi Adebayo of Ekiti State, Prince Olagunsoye Oyinlola of State of Osun, former Military Governor of the Mid-West State, Samuel Ogbemudia, former Deputy Governor of Ekiti, Modupe Adelabu, Professor Albert Olawale, former Vice Chancellor of Obafemi Awolowo University, OAU, Professor Wale Omole, and his Ekiti State University counterpart, Professor Akin Oyebode, Professor John Ayoade, Senator Babafemi Ojudu, Senator Olabiyi Durojaiye, Senator Bayo Salami, Senator James Kolawole, , The Managing Director of The News Magazine, Bayo Onanuga, President of the Central Council of Ibadan Indigenes, CCII, Ambassador Olu Sanu, Adeniyi Akintola, SAN, prominent monarchs in the region including: Soun of Ogbomosho, Oba Jimoh Oladunni Oyewumi Ajagungbade III, Oba Adeniyi Sonariwo, Akarigbo Remo, Oba Kolawole Sowemimo of Owode-Egba, Asheyin of Iseyin, Oba Ganiyu Adekunle Ologunebi, and Eleruwa of Eruwa, Oba Samuel Adegbola. http://www.pmnewsnigeria.com/2015/03/19/yoruba-at-summit-say-only-a-bastard-will-vote-jonathan/ |

The Minister of Petroleum Resources, Diezani Alison-Madueke, has sued PREMIUM TIMES and 10 other individuals and organizations to restrain them from further reporting on the controversial missing $20billion oil money involving the Nigerian National Petroleum Corporation, NNPC. In an application before Justice AFA Ademola of the Federal High Court, Abuja, Mrs. Alison-Madueke’s lawyer, Godwin Obla, from Obla & Co., sought and obtained an interim injunction restraining PREMIUM TIMES and 10 others from “publishing or causing to be published any further defamatory statements” stating or suggesting that the minister “stole, misappropriate or colluded in the stealing of $20billion crude oil revenue”. In the application dated March 13, 2015, Mr. Obla warned the persons and organisations to desist from “further publishing any disparaging defamatory or otherwise salacious materia (sic) as it relates to or affects our client.” Those listed as defendants in the case are the All Progressives Congress, APC, Vanguard Media Limited and its editor, Mideno Bayagbon; Leadership Newspapers Group Limited and its editor Ekele Peter Agbo; Premium Times Services Limited and its editor in chief, Dapo Olorunyomi, and Vintage Press Limited and its editor, Lekan Otufodunrin. Also joined in the application were the National Broadcasting Corporation and the Nigerian Press Council. The Court directed the two government regulators to ensure Mrs. Alison-Madueke is not linked in any report regarding the alleged missing $20 billion either on broadcast media, internet, print or radio. The court specifically ordered the media houses to “desist from publishing any materials or running any programmme alluding to the complicity or collusion” the minister in respect of “$20billion, $49billion or any other figure, howsoever computed or arrived at, which are purportedly/allegedly missing or ‘unaccounted’ for”. “You are hereby advised to immediately ensure total compliance with the Order of the Hon. Justice Ademola and to further cease and desist forthwith from publishing any material, howsoever titled or presented and irrespective of its form and content, which alludes to any amorous, immoral, salacious and defamatory matters connected to or related with our client, including anything to do with any allegation(s) or insinuation that our client colluded, was involved with or is complicit in the matter of a purportedly/allegedly missing $20billion, $49billion or any other amount whatsoever, until the determination of the substantive suit,” it stated. Warning that compliance to the court order was not discretionary, but mandatory, Mr. Obla said that any attempt to do otherwise would be tantamount to flouting a subsisting order of a competent court. “Failure to heed or give effect to the subsisting orders of the court will lead to the full force of the law being brought to bear upon your organization,” he said. The missing $20 billion oil money was first raised by former Central Bank governor, Lamido Sanusi, who accused the Nigerian National Petroleum Corporation, NNPC, of not accounting for the amount. As petroleum minister, Mrs. Alison-Madueke is the chairperson of the board of the NNPC. While the government denied that funds were missing, it ordered a forensic audit of the NNPC, carried out by PriceWaterHouseCoopers Limited. Several months after the completion of the audit, President Goodluck Jonathan has ordered the report be withheld. Last month, Mrs. Alison-Madueke told the Financial Times of London that the government was sitting on the report to ensure a “rabid” opposition does not exploit every of its detail to ridicule the government ahead of crucial polls March 28. Under immense pressure from Nigerians, the government released a “highlight” of the report, which indeed proved the NNPC was indebted to the government, but at a much lower rate of $1.49billion. The petroleum minister has since directed the NNPC to pay the money to the federation account. Notwithstanding, many Nigerians have continued to demand the release of the full report. The minister and her finance counterpart, Ngozi Okonjo-Iweala, have repeatedly flouted the directives of the House of Representatives that the report be made public. http://www.premiumtimesng.com/news/headlines/178649-missing-20bn-alison-madueke-sues-premium-times-apc-9-others.html |
