You don't need less than 8-9m to achieve a standard and accepted 2 rooms. For 2 bedroom, you need two 1.2m windows and another two .6m on one side wall so the wall will have the rooms side by side and Sitting room and Dining the other side then Kitchen at the centre back. And from the window positions, this is not 2 bedroom.

As an architect, I can tell you precisely what it will cost to erect such simple design.

Going through the comments, others referred to it as a two bedroom flat while you concluded it's a one bedroom besides do you also know the amenities included such as number of bathrooms? Assumptions can be dangerous.
