Unless private universities have their teaching hospitals, or pay without any form of subsidy to use government teaching hospitals, then their students have enjoyed some form of subsidy as well.

However, I do not believe the government can stop any Nigeria-trained medical doctor from going to any country of choice because they did not sign to be bonded to anybody during their study.
