Nigeria Gunmen Kill Dozens of Worshippers
Officials say Boko Haram fighters killed 35 people and wounded 14 at mosque after villagers refused to cooperate.

Men dressed as soldiers opened fire on worshippers leaving a mosque in Nigeria's far northeast earlier this week, killing at least 35people in the second such attack this month, officials said.
The attack in Demba village happened on Monday but details were only emerging on Friday because the area is remote and phone lines had been cut off by authorities to disrupt activities of the armed group Boko Haram.
Officials blamed Boko Haram for the attack which occurred close toBaga town in northeast Borno state, which was a stronghold of the group until a military crackdown in mid-May pushed many fighters into hiding or across the Cameroon border.
“It is impossible to access the area. Human rights and civil society groups are also being prohibited to visit the area where the army has launched an onslaught against the rebels,” Al Jazeera’s Yvonne Ndege, reportingfrom the capital, Abuja, said.
“What we were told by army is that these people were killed because they refused to join BokoHaram and worked against them.”
'Reprisal attack'
Defence spokesman Brigadier General Chris Olukolade told the AFP news agency that "Boko Haram people attacked the village on the ground that they have refused to cooperate with them, that they refused their message.
“The report that was presented has it that 35 people were killed and 14 wounded,” he said.
A separate military source said Boko Haram gunmen dressed as soldiers entered the village early on Monday and took up positions at a crossroads, where they fired upon worshippers leaving a mosque after morning prayers.
The source said the attack was believed to be in reprisal for a raidby soldiers and vigilantes in the village the previous week that resulted in the arrest of Boko Haram members.
The attack happened the same day the military said the group's leader Abubakar Shekau might have died between July 25 and August 4 from gunshot wounds inflicted in a gun battle with security forces.
Nigeria's military launched an offensive in the northeast in May against Boko Haram.
Attacks by the group and fighting against them have left more than 3,600 dead since 2009, including
killings by the security forces, whohave been accused of major abuses.
Boko Haram has said it is fighting for the creation of an Islamic statein the country's north, though thegroup is believed to have a number of factions with varying aims.

A gay man in Cameroon wasstonned to death by an angry mob when he was caught having sex with a 17year old boy inside his shop in the cental market of Maroua, Cameroon. The man,a wholesale medicine supplier was also known as an Islamic teacher, an Oustaz, the “name given to one who has completed the study of the Koran.”The crowd was alerted by a “street kid” shouting “Samaroka! Samaroka!” (theword for homosexual in the Fulfulde language).
His body was abandoned by the neighborhood’s Muslim traders, leaving it for Christians to bury.The 17-year-old was reportedly taken to the district chief. One merchant said of Lamine Goche’s sexual orientation, “We suspected for years. But Allah did not give us an opportunity to act. … Today Allah answered our prayers and we surprised him.”
Another merchant said no one had suspected his sexual orientation. “We had never seen him in action, especially because he was hiding beneath religious attire and pious behavior,” he said. Merchants said they were especially angry with Lamine Goche because he described himself as a man of God, but gave himself over to homosexual behavior.
Human rights activists are trying to investigate the incident, which was reported to have occurred about 1,100 kilometers north of the capital city of Yaoundé.

I became really scared and started anticipating just how unlikely the anti-christ would take non-raptured christians. I was still in my thought when I suddenly opened my eyes. I agree that it's good for JTF to give the public contemporary news update on the insurgents. But most of us here don't even know the reason why the jtf disclosed this. Might just be a briefing, plan, or something. And if this is true, it does not necessarily mean they've won becos the boko haram has subsidiary leaders who will be more than willing to take on the seat of Shekau. The govt needs to keep on tightening security especially around borders becos I don't see the reason why these boko ppl will go to Saudi Arabia for training and enter the country for practicals so easily. What are checkpoints for even? Points where you give the security forces cash cheques or what?
Killing Shekau does not solve the problem per'se, but it's progress. You know what'll solve this problem? It's tightening the security, fishing out corrupt govt officials and security personnel, bringing ALL caught perpetrators to book (and not just telling us that 40 boko haram members associated with church A bombing and recent attack have been caught!); they should be prosecuted, damnit! Trace the source of these insurgents and destroy it just like the U.S is doing to Al-qaelda, zero tolerance of any security threat, ensuring primary and secondary school edu. is compulsory for all citizens, and finally call off ASUU strike.

The National Assembly isreaching out to three key agencies of the Federal Government in efforts to end the strike by members of the Academic Staff Union of Universities. Prepclass gathers that the agencies are the Nigerian National Petroleum Corporation, the Central Bank of Nigeria and the Tertiary Education Trust Fund.
Prepclass team gathers that the Minister of Finance, Mrs. Ngozi Okonjo-Iweala, had statedlast Wednesday that meeting ASUU’s demands would cost the government N92bn
She claimed that the government could not afford the money due to an already bloated recurrent bill. However, ASUU, replied her, saying that its demands would cost government N87bn and not the N92bn.
Our correspondent gathered that the National Assembly mediated in the more than two-month old strike by setting up a contact committee, whichmet with ASUU leaders and government officials.
The committee reportedlyreviewed ASUU’s demands and “assessed the financial implications before looking into possible funding options outside the regular budget provided by the Federal Government.”
A source privy to the details of the committee’s work, informed The PUNCH that it “penciled down the NNPC, CBN and TETFUND, among other agencies of government that can assist in providing support funds to resolve the problem.”
It was gathered that the agencies had indicated interest in contributing funds to rescue universityeducation, though it was unclear as of Sunday howmuch each of the agencies was ready to contribute.
The Chairman, House Committee on Education, Mr. Aminu Suleiman, confirmed the intervention efforts of thelegislature to The Myschool on Sunday.
Suleiman said it was the contact committee that would prepare a report on what each agency would contribute.
He clarified that TETFUND already had a constitutional duty to fund tertiary education, while the other agencies had legal backing in their enabling laws to support education one way or another.
The committee chairman said, “The way we are looking at this intervention is that these agencies will tell the committee what they will be able to contribute.
“Whatever is left as the balance will have to be shouldered by the FederalGovernment. No two ways about this.”
The lawmaker also revealed that the contact committee would meet on Tuesday (tomorrow) and take a final decision on the amount the agencies could contribute.
Asked whether the ongoing efforts could make ASUU to suspend the strike, Suleiman said the union’s leadership had proposed a meeting for Monday (today).
He added, “We have been in touch with ASUU and they have assured us that they would meet on Monday (today) to see whether they can convince their members to suspend the strike.
“ASUU is a democratic body; it has to consult before taking any decision. But, the union officials have assured us that they would meet ahead of our (committee) talks on Tuesday (tomorrow).”
While commenting on thestrike during a meeting with commissioners of finance and accountant-generals of the states, Okonjo-Iweala had said that the university lecturers were asking for N92bn of extra salaries and allowances.
She claimed that the government was still grappling with the effect of the 2010 salary increase and could not afford to carry the additional demands by the lecturers.
But, in faulting the minister’s figure, the union said it only asked for N87bn as part of the yet to be implemented agreement it signed with the government in 2009.
The University of Ibadan branch Chairman of the union, Dr. Olusegun Ajiboye, who reacted to Okonjo-Iweala’s figure, argued that the N87bn was a compromise by ASUU, which had initially asked for N127bn.
Ajiboye explained that theN87bn was for computedallowances of lecturers for three and a half years.
He had stated, “I want Nigerians to ask the minister where she got her figure of N92bn from.There was never a time that ASUU made a demand that is up to N92bn. I think the N92bn is just the imagination of the minister.
“But, that is not to say that this government did not enter into an agreement with us.
“This is a government that signed an agreementwith us on January 24, 2012 to the effect that they would inject N100bnas funding into the universities in the first one month and that before the end of 2012, they would inject anotherN300bn.’’

STRIKE UPDATE: POLYTECHNICS and EDUCATION COLLEGE JOIN ASUU

This strike issue we are currently facing doesnt seem to subside anytime soon as Prepclass gathers indications that lecturersfrom polytechnics and colleges of education may join their counterparts – the Academic Staff Union of Universities.
According to sources from the Academic Staff Union of Polytechnics, theunion may resume its suspended strike, due to a lack of remarkable progress from the government on the union’s wage dispute.
Following promises madeto the union, it suspended its strike on July 16 for one month. But as of Sunday, the Federal Government had yet to fulfill the promises made to ASUP, which has stirred up a fresh round of controversy.
Consequently, a meeting has been scheduled to hold between ASUP, the Governing Council Chairmen, Rectors and Registrars of Polytechnics and the National Board for Technical Education inAbuja this week between Tuesday and Wednesday, after which the union willconvene its National Executive Council meeting.
Also, the Colleges of Education Academic Staff Union, which had earlier issued a 21-day notice, onFriday served a fresh strike notice on the Federal Government.
In an August 15 letter to the Minister of Education, Prof. Ruqayyatu Rufai, entitled, ‘Re: Festering issues prone to industrial action: An Ultimatum’, the union issued a 14-day ultimatum to the government to meet its demands.
In the letter signed by its President, Asagha Nkoro, and the General Secretary,Nuhu Ogirima, COEASU expressed worry about the attitude of the government to the crisis in the education sector, especially over poor working conditions.
The letter reads, “Given the apparent unwillingness of the Federal Government to meaningfully address the issues of grave concern to the survival of the College of Education system within 21 days, as enunciated in the letter. The union hereby states that should the Federal Government maintain its lackadaisical posture in the next two weeks, it would be compelled to embark on a nationwide strike action in the colleges of education.
“In other words, the entire academic staff of the nation’s colleges of education would, indeed, cease all responsibilities and functions dischargeable under the law and statute, if by August, 29,2013, the Federal Government refuses to take practical and meaningful steps towards addressing the union’s demands.”
The union’s complains centre on infrastructural decay, poor funding, non-implementation of the 2010 FG-COEASU Agreement, poor conditions of service, brain drain and illegal imposition of the IPPIS.
In a related development, ASUP, which on Sunday, expressed confidence in the National Assembly, criticised the executive arm of government for itslack of commitment to thepromises made to it at their last meeting.
In an interview with our correspondent, the ASUP President, Chibuzo Asomugha, said, “The Federal Government asked for two weeks, we gave them one month because there were outstanding issues, like the CONTISS 15 migration.The approval for that has come from the Head of Service but they are still towork out the modalities for the implementation. This involves arrears, and we have not been assured of where the arrears will come from and when.
“Government also promised to constitute the Governing Councils for the remaining polytechnics within two weeks; it is one month now but nothing has been done.
“On university-polytechnicdichotomy, we have not received any response from the Minister of Education. If the government will deem it fit to invite us to review the progress, I think it willbe better for everybody.”
Meanwhile, students, under the aegis of the National Association of Nigerian Students, have appealed to President Goodluck Jonathan to address, as a matter of urgency, the issues relating to the ongoing strike by their teachers.
They said the current strike had been affecting not only their psyche and future, but also the futureof the education sector inNigeria.
NANS, in a statement in Jos on Sunday by the NANS’ Senate President, Mr. Emaluji Michael, described the strike as unfortunate, advising both sides to reconsider their tough stands on the negotiations
The body accused the Presidency of not being proactive in handling issues pertaining to the strike, as it allowed it to have lingered since 1999, thereby subjecting them (students) to untold emotional torture.
While appealing to the Governor Gabriel Suswam-led NEEDS assessment to negotiate with the academic staff with a view to resolving the issues as quickly as possible, the students urged the President to see to the demands of ASUU and consider the effect of the strike on the present state of insecurityin the country.

To achieve this, she has to be among the top 20 educative ground by year 2020. If Nigerian uni's can't be compared to world class uni's such as havard, mit, stanford, etc, then we can hardly compare our students to those of these universities! Now our uni's went on a damn strike to the detriment of our beloved students, while those of world class uni's are learning and intensively at that! How the hell is this country supposed to develop? This country just keep getting all better and better. SMH.

In a letter to the Minister of Education dated 15 August jointly signed by its president, Asagha Nkoro and general secretary, Nuhu Ogirima, the union stated: “Given the apparent unwillingness of the Federal Government to meaningfully address the issues of grave concern to the survival of the college of education system within twenty-one (21) days, as enunciated in the (previous) letter, the union hereby states that should the government maintain its lackadaisical posture by the next two weeks, it would be compelled to embark on a nation-wide strike action in the colleges of education. In other words, the entire academic staff of the nation’s colleges of education would, indeed, cease allresponsibilities and functions dischargeable under the law and statute if by 29th August 2013, the government refuses to take practically-meaningful steps towards addressing the union’s demands.”
According to the union, the issuesin contention as highlighted in its earlier letter sent to the government included poor funding of colleges of education by both state and federal governments, decaying infrastructure, especially the absence of befitting libraries and laboratories for teaching student-teachers; non-budgetary allocation for critical services e.g. outsourced services and Peculiar Academic Allowances (PAA).

Fifteen inmates of Umuahia prison have been offered scholarship to study up to university level from a non-governmental organisation (NGO), Back to the Heroes Past (BATHEP).
Rev. Fr. Christian Anokwuru, who is the Director of the Umuahia-based organisation, said this on friday, when he led other members of the organisation to inmates of Afara Prison, Umuahia.
Anokwuru said the NGO has a scholarship scheme for prisons inmates across the country who want to go to school.
According to him, the organisation would register the 15 inmates in Umuahia for the next General Certificate of Education (GCE) as well and provide legal aid for indigent ones who were yet to be arraigned because of their inability to get counsel.
"For those of you, who have not been tried because of your inability to hire a lawyer, BATHEP will help you to get a lawyer so that you will be tried. We are not saying that we will be set you free but we will help you to get judgement. If you are convicted, you serve your jail terms or go home a free man if you are acquitted," the cleric said.
He explained that part of the organisation's major project was to help in rehabilitating those that had served their prison terms by training them in some skills and help to establish those that had already learnt some trade by giving them direct employment in the organisation's workshop.
Meanwhile, the presiding judge, E. T Okara has adjourne the case for August 20 for motion on notice.

Thieves who ransacked a charity's office had a crisis of conscience and returned the stolen goods - along with a contrite letter of apology.
The non-profit organization, which counsels those who are victims of violent sexual attacks, was hit by burglars on July 31 in San Bernardino County, California.
The burglars dropped into the building from the roof and made off with laptops and other computer equipment.
There was a note attached which read: 'We had no idea what we were takeing [sic]. Here your stuff back we hope that you guys can continue to make a difference in peoples live. God bless.'
Ms Stallings told NBC: 'We were all pretty shocked. You've got to be kidding me. I was in disbelief, I got chills, I got very emotional.'
The charity chief now says she plans to frame a copy of the note.
