US informs Nigeria of plan to set up military command in Africa

ABUJA (AFP) — US Deputy Secretary of State John Negroponte Tuesday outlined his country's plan to set up AFRICOM, a military command in Africa, saying it was in line with America's defence policy.
"It's not unusual for the US to have regional military commands. We have regional military commands in various parts of the world," Negroponte told reporters at the end of his visit to Nigeria.

"We support Nigeria's efforts to stabilise and improve governance in the Niger Delta. I assure both the national security adviser and the defence minister that the US would do what it could to help Nigeria stamp out criminality in the Niger basin," he assured.
Negroponte said Nigeria has been an important friend and strategic partner of the United States and a leader on the African continent.
"The US is committed to sustaining a robust bilateral partnership with Nigeria which advances our mutual interests. We welcome Nigeria's leadership role in Africa," he stressed.
Negroponte also expressed the US government's support for Nigeria's ongoing reforms, increased transparency and principles of good governance.
"We applaud President Yar'Adua's commitment to strengthening the rule of law and to fighting corruption. We encourage his government to pursue vigorously electoral reform to correct the flaws revealed in last April polls," he said.
Negroponte, who is on a tour of four west African countries, has visited Ivory Coast and left Nigeria Tuesday for Burkina Faso where he will proceed to Mali

This web page will reveal how Michael J Tuttle manipulated, (doctored), pictures from the so called Apollo training simulations, then posted them on NASA web sites as being genuine pictures taken on the Apollo Moon missions.  I regularly get e-mail from PAN's claiming that digital manipulation of photo's was not available back in 1969. Sheesh. People have been creating fake photographs ever since the camera was invented, and who is saying the pictures were taken back in 69 anyway? PAN's cannot seem to get it into their pea sized brains the fact that THE MAJORITY OF NASA's FAKE MOON PICTURES WERE CREATED IN THE MID 90's. Ninety five percent of NASA's fake Moon pictures on their web site WERE NEVER SEEN PRIOR TO THE LAUNCH OF THE INTERNET. They had to produce a considerable number of fake Moon pics, otherwise the public would want to know why there were so few. I would also like to point out to the PAN's that NOT ALL fake Moon pictures were digitally manipulated. The controversial picture of Aldrin has not been digitally tampered with, and there were a number of pictures taken in the fake Moonscape scene at Langley, which did not require any alteration to pass it off as a Moon picture.
The task was handed to Michael J. Tuttle in 1994, and here is how he did it using early versions of Adode Photo shop.

By now you should get where I am coming from, and where I'm going too. If that person with hand glider were not in the pic, and the ruffled sand were smoothed out a bit, you would have a TYPICAL NASA FAKE MOON PICTURE. All you need to do is paste your astroNOT where you want him. The few blades of grass can easily be erased, its just that I do not need to go the whole hog to get my point across.
Notice total absence of tire tracks directly behind the Moon buggy rear wheel. The Moon buggy and it's shadow have been pasted onto photograph, OR if buggy was genuinely in the picture, it's been placed/lowered there by some crane.
The two pictures below are from a NASA web site. It shows how the images were altered from the original scene. The picture left appears to have a dark sunset at top section, whilst the picture on right shows differing textures between sky line, foreground and pasted mountains. Now before idiotic PAN's begin e-mailing me suggesting I doctored the photo's, I will repeat. THE PICTURES ARE FROM A NASA ARCHIVE SITE. Incidentally Tuttle has owned up to digitally altering photographs for NASA, (see APOLLOFEEDBACK). For years PAN's, and NASA, have denied the Moon photo's were fake. Now the truth is out NASA may as well admit defeat. The game is definitely up.

Hundreds of questions have been put to NASA regarding the alleged Moon photographs, and not once have they replied with a logical explanation. One of those questions was:- "Why are some Moon photographs in color, whilst others are in monochrome?" According to NASA no expense was spared with Apollo, so why the difference, why aren't ALL the photographs in color?
The answer to that question is quite simple. A few color photographs were taken during the Apollo 11 to Apollo 17 period. Those photographs were for publicity/press coverage. However in later years, when the Internet came into existence, the public wanted to see more photographs from those Apollo missions, and of course none were available. NASA therefore instructed Tuttle to "conjure up" some authentic looking Moon pictures. Using the method shown above, it was easier to compose a picture in 8 bit grayscale, and in any case if Tuttle left the original colors, in the picture, it would be obvious the surface was nothing more than sand. In the fake Apollo 14 shot with Shepherd holding the flag, the surface is sandy colored, simply BECAUSE IT IS SAND. That is why Moon boot footprints show up so well.

A coalition of civil society organisations drawn from all over Nigeria have called for complete zero tolerance to corruption and related practices in every facet of the society, as a panacea to rapid growth and development.The concerned stakeholders, at an anti-corruption forum organised by the Committee for the Defence of Human Rights (CDHR) in Lagos, stressed the need for a Civil Society Initiative to energise the anti-corruption campaign and mobilise the Nigerian masses to assume ownership of the campaign so as to guarantee its sustenance and continuation beyond the various anti-graft agencies in the country.The forum, which was convened CDHR at its National Secretariat was attended by representatives of Civil Society Organisations engaged in different thematic areas, including membership based, mass based, community based, faith based, cultural, Non-Governmental, professional, and youth organisations. crimeAt the intensive event, a critical appraisal of the character, nature and content of the Federal Government-driven anti-corruption campaign and the controversies surrounding the activities of anti-graft agencies in Nigeria was taken, while a communiqué, signed by Messrs. Seyi Olubanjo, Chairman, Barr. Malachy Ugwumadu Communiqué General Secretary, CDHR Drafting Committee and Barrister Olasupo Ojo President, CDHR, was drafted to reflect the demands of the coalition.Participants at the forum observed that corruption is fundamentally an economic and political question which is continuously fertilised by poverty and can only be effectively addressed by a progressive, legitimate and people-driven government.; and that Nigerians have relentlessly stood against corruption in all its forms since the inception of the nation and they remain vigilant and resolute in their zero tolerance for corruption.They also noted that the existing anti-corruption agencies like EFCC, ICPC, Police, Code of Conduct Bureau etc. are not independent but are tools in the hands of corrupt politicians who are both inside and outside the government machinery and are being used for corruptly persecuting political opponents as was experienced under General Olusegun Obasanjo.To them, the current government-driven anti-corruption crusade is cosmetic and lacks the requisite moral authority, legitimacy and acceptability of the people of Nigeria, given the fact that the present government itself is erected on a corrupt and morally-bankrupt and illegitimate foundation since the elections that brought it into power was massively rigged.The participants also noted that because the EFCC, ICPC, Police, Code of Conduct Bureau (CCB) and the Fix Nigeria Initiative of the EFCC are dependent on and subject to governmental control, CSOs have no confidence in them to champion genuine people-owned anti-corruption campaign. They also observed that no miracle should be anticipated from the ICPC, EFCC, CCB, the Police and other anti-graft agencies because their activities are allegedly selective and marred with controversies such as the concept of plea-bargaining with looters of public treasuries.The international community was also accused of paying only lip service to the issues of transparency, due process and corruption in Nigeria, because they are the ultimate beneficiaries of looted public wealth in Nigeria which are lodged in their banks to boost their various economies.
Noting the impact of corruption on the vulnerable people and the need to further protect the interest of the Nigerian masses who constitute the ultimate victims of corruption, the forum resolved that members of the genuine and people-oriented civil society organisations should be wary in their engagement with and not turn themselves into willing instruments in the hands of the caged governmental anti-corruption agencies."Civil Society intervention in the crusade against corruption must include the injection of anti-corruption issues in the different thematic areas of activism by every CSO; while civil society lawyers must resolve to employ Strategic Impact Litigation (SIL) techniques in fighting specific cases of corruption in Nigeria", the communiqué stated.Mass-based CSOs were enjoined to regularly organise and execute mass-targeted programs like public rallies, symbolic walks, symposia and lectures to further deepen the conscientisation of the people against corruption; while there was a call that tertiary institutions and campuses, market platforms, trade unions, anti-graft clubs, and faith platforms must be mobilised as potent vanguards for sustainable anti-corruption campaign by the Civil Society.They noted that the passage of the Freedom of Information (FoI) Bill for effective monitoring and information dissemination on corrupt practices in the public and private institutions must be achieved; and that there is equally urgent need for the enactment of a Whistle-Blowers Act to protect members of the public and further legitimise the fight against corruption. Civil Society Organisations (CSOs) were urged to install anti-corruption mechanisms in their structures so as to demonstrate the requisite transparency and moral standing to fight corruption in Nigeria."Only a legitimate, democratic and progressive people-driven government can guarantee a successful anti-corruption crusade in Nigeria; this calls for the formation of a progressive mass based political party that will wrestle political power from the corrupt ruling class in Nigeria", participants said. In an unanimously adopted communiqué, the forum called on the Nigerian people to rise up, take their destiny in their hands and insist on zero-tolerance for corruption especially in government.The Committee for the Defence of Human Rights (CDHR) was commended for hosting the meeting and urged not to relent in the deployment of its structures nationwide for the anti-corruption crusade and protection of the interest of the masses of Nigeria.

Nigerian Space Program Isn't a 419 Scam

Nigeria, a country whose best-known technological export is probably the flowery e-mail output of its "419 scam" artists, is ramping up a scrappy space program that's working wonders with a relatively small investment.
Robert Boroffice, leader of Nigeria's National Space Research and Development Agency, or NASRDA, looks to the sky to solve his country's earthly problems of hunger and disease. The country has launched satellites on the cheap to aid agricultural and medical initiatives and is seriously contemplating building an international spaceport.
These are just some of the grand plans kicking around in the mind of Boroffice. His defense to charges of misplaced priorities,wasting money on space technology when Nigeria faces so many other pressing problems,is as disarming as it is forward-thinking: Space is one of the smartest micro-investments a developing nation can make, he said.

Africa's most populous country, Nigeria is saddled with a sub-Saharan developing nation's standard-issue burdens: disease, poverty, corruption and malnutrition.
Boroffice thinks space technology is the key to addressing such woes relatively cheaply and efficiently. For example, NASRDA spent $13 million, less than 0.1 percent of the nation's budget, in the 2003 launch of NigeriaSat-1, an advanced imaging satellite that punches its weight with 1990s satellites in the $300 million class. NigeriaSat-1  the first satellite to provide close-up images of the after-effects of Hurricane Katrina helped sow the seeds of technological development in a nation that needs engineers, infrastructure and IT.
Today, Nigeria imports food for its booming population while Nigerian farmers' yields depend on seasonal variations in things like water availability and soil fertility. NigeriaSat-1 beams up-to-date agricultural data back to NASRDA mission control in Abuja every day, and Nigeria's space support program helps farmers make use of the information to make smart decisions, said Boroffice.
"There are seminars and workshops to teach farmers how to read (NigeriaSat-1) maps and how to identify areas where they can plant rice, when to plant and when to harvest and also to provide a system for monitoring the health of the rice (crop)," Boroffice said.
The challenge for NASRDA now, said Martin Sweeting of Surrey Satellite Technology, which built NigeriaSat-1, is reaching the point of self-sufficiency so Nigerian engineers can build, launch and operate satellites from within the country's borders.
Surrey Satellite, which also designed and built the successful imaging satellite's successor,NigeriaSat-2, which is set to launch next year is training some of Boroffice's top science staff.
With the successful launch earlier this year of Nigeria's first communications satellite, NigComSat-1, Boroffice wants to expand both the role of space technology in the country and the economic viability of NASRDA.
Telemedicine is now possible, Boroffice said, thanks to Nigeria's new bird in the sky.
"Most of our doctors don't want to go to rural areas," he said. "So we have created primary health-care centers, and we link them to two teaching hospitals. And these two hospitals, with videoconferencing, can provide high-quality medicine to these remote (areas)."
Boroffice also pines for the day when a Nigerian spaceport is inaugurated, enabling local launch of NASRDA spacecraft. (Previous craft have launched from Russia and China.) Nigeria's proximity to the equator means it has a natural aerospace resource many nations might want to buy into.
"Nigeria has a location that's ideal for launching satellites into geostationary and polar orbits," Sweeting said. "This is something that they could clearly exploit at any time."

MICHAEL JACKSON TO GRACE NEXT EBONY COVER: Special issue gives props to biggest-selling album of all time.

Michael Jackson snuck into Brooklyn recently to shoot a cover for Ebony magazine in honor of his record-breaking "Thriller" album turning the big 2-5.
Spies at the shoot ran to the New York Post's Page Six, stating he was very "sweet" and asked various questions about the lives of crew members on set.
"He did go on and on about kids, though, saying how much he loved them," reported the spy.     
After the shoot, Jackson posed for photographs with the crew while on location at the Brooklyn Museum of Art.
Ebony's MiJac issue hits newsstands on Nov. 12.

1) If the symbol denotes Texas football or UT, why are people like France President Sarkosy, Silvio Berlusconi and Bill Clinton doing it too?  They have no links with Texas.

2) Why is the Bush family so obsessed with the signal, displaying it dozens of times during both the inauguration and the evening ball? A few times maybe we could accept, but why this many?  What has Texas sports got do with a national inauguration?

3) By Bush being an occult member of Skull and Bones and Bohemian Grove, it certainly shouldn't be surprising that people would suspect him of praising Satan.  Why would any Christian belong to an occult organization?

UK tobacco firm targets African youth

A BBC investigation has found that a British tobacco company is actively targeting young people and teenagers in Africa.
Cigarettes are being handed out free at youth events specially organised by tobacco firms during school holidays.
The companies insist they only give the samples to adult smokers, but there's evidence their own rules are not being followed.
The investigation is a further blow to an industry already dogged by accusations of dirty tricks and dubious marketing techniques, particularly in developing countries.

The company involved, British American Tobacco (BAT), has pledged to re-train its staff to stop the practice. The World Health Organisation is backing a radical international tobacco control treaty, which would include a global advertising ban. At a beach volleyball tournament in the Gambia, the organisers told the BBC it was laid on for young people during the school holidays. Here in one of Africa's poorest countries though there was another more sinister purpose; promoting cigarettes. Yellow Benson and Hedges banners were everywhere and so were young women in B&H t-shirts handing out free cigarettes in the crowd. Tobacco companies say they don't give samples to under-eighteens. But as the women helped youngsters light up many appeared under-age and no-one checked their age. One of the cigarette reps said the age limit was only fifteen before quickly correcting herself.
She said: "We only give free cigarettes to big boys."

'Encouraging people'

One eighteen year old told us, "Coming to the beach and handing out free cigarettes - that is encouraging people to smoke."
The operation is run from London by BAT, who produce the main cigarette brands in the Gambia, Piccadilly and Benson and Hedges.
The Gambia, a muslim country, used to be one of the few places where cigarette advertising was banned.
After a military coup the ban was lifted three years ago and now tobacco sponsorship is everywhere.
The result has been a doubling of cigarette sales almost overnight. The World Health Organisation believes it has also led to an increase in smoking among children.
A recent survey it conducted across Africa found one in five under fifteen year olds now smoke.
The WHO representative in the Gambia, Dr James Mwanzia, said:"It is the height of hypocrisy because, how do you sponsor a health event like a volley ball match and then give out cigarettes?"
Football tournaments, music concerts, even parties are also sponsored by cigarette companies as a way of gathering young people together.
Youth football teams in the Gambia can't even afford footballs, so tobacco companies hand out free cigarettes at soccer games.
Following our investigation BAT say they would re-brief their teams in the Gambia as a precautionary measure to ensure their staff do not hand out free cigarettes to children under eighteeen.
Head of Marketing Bob Fletcher told the BBC that if staff had been found to be breaching BAT's global guidelines, action would be taken against them.
Clive Bates, director of Action on Smoking and Health, told BBC News Online: "As soon as they think no-one is looking, they are going after the teenage market."

Nigeria: E-Passport Challenges

THE Nigerian Immigration Service, NIS, faces the teething problems of change, as it moves from the outdated manual manner in which it has conducted its affairs into the electronic sphere.
Nowhere has the challenges manifested more than the issuance of the electronic passport, the new travel document that would restore the dignity of the Nigerian traveler.
The only business many Nigerians have with the NIS is over passports, unless they are business people, who require expatriate quotas for their organisations. Passport administration is the ultimate platform Nigerians use to judge the NIS .
The transition from the machine readable passports, currently in use, to e-passports has been fraught with many speculations, resulting mostly from the fact that the NIS did not have the resources to handle the deluge of demands for the e-passports once they were introduced.
A logjam resulted which the NIS has managed by opening more e-passport centres (more are planned) and extending the date for phasing out the old passports to 2010.
Yet, the NIS deserves commendation for introducing the technologically advanced e-passport, which adequately tackles the problems of multiple applications, passport thefts and fake passports. Every passport captures the personal data of the applicant, in addition to storing these in a central data base, which raises an alarm if the same applicants make fresh applications for passports.
The central data base is one of the new dimensions of the e-passport.
Personal data are electronically embedded in the passport and are invisible to the eye. The appropriate reading machine deciphers the date. Pages of the e-passport are tamper-proof, unlike the easily forged machine readable passports that are being phased out. If for any reasons someone is able to replace the pages, the machines can detect the fraud.
The challenges of the e-passport include the capacity of the NIS to make them available to millions of travellers who immediately want to be beneficiaries of the better treatment its holders get abroad. The NIS ' insistence on online applications has been criticised as out of touch with the country's literacy level and availability of information technology facilities.
NIS admits these challenges. It is sticking to online application because it enhances the fidelity of the process, captures revenue promptly, and leaves no room for the racketeering and touting that were associated with passport administration.
The NIS argues that since all arrangements for international travels (ticketing, inoculations and visas) are conducted in the urban areas, e-passport applicants would not bear any extraordinary burdens.
As the NIS grapples with the challenges of modernising its operations, including more effective policing of the borders, electronic recruitment and pay roll, its successes are sterling examples of better ways of conducting even government business.
Governments should align their processes to the information age for global compatibility and relevance.
