House districts do not determine US Presidential election.

Electoral college votes do. There is no redistricting you can do that will change the population of a state nor the electoral college votes it accrues to the Presidential candidate.

It may determine Head of State in other countries where proportional representation occurs but the Electoral College system is set in stone in USA. To affect the Presidential election, you will have to redraw the boundaries of states which is impossible.
