FCTA STAFF WELFARE IN CRISIS: JUAC LEADS PROTEST AGAINST NEGLECT, DEMANDS IMMEDIATE ACTION

Abuja, June 30, 2025 – In a bold and unprecedented move, workers under the Federal Capital Territory Administration (FCTA) have risen in protest to demand urgent redress of their worsening welfare conditions. Organized by the Joint Unions Action Committee (JUAC), the protest commenced at the Minister’s main gate, Area 11, with a massive turnout of aggrieved workers, united under one voice: "Enough is Enough!"

The protest, which will continue from June 30 to July 2, 2025, comes in response to what workers describe as years of administrative neglect, insensitivity, and anti-worker policies. Union leaders, speaking amid chants and solidarity songs, described the current administration as the worst ever experienced by FCTA staff.

JUAC listed a 12-point demand that captures the depth of frustration and urgency felt by civil servants in the territory. These include:

1. No promotion for 2023, 2024, and 2025


2. Immediate removal of the Chairman of the FCT Civil Service Commission


3. Rejection of the practice of appointing “overseeing” directors


4. Domestication of the IPPIS salary system


5. Granting salary desk officers access to the salary portal


6. Payment of overdue overhead since December 2024


7. Cessation of illegal National Housing Fund (NHF) deductions


8. Payment of five months’ unpaid wage awards


9. Settlement of health workers’ hazard allowance arrears


10. Provision of training and retraining programs for FCTA staff


11. Return of FCT primary school pupils to classrooms


12. Payment of outstanding entitlements to AEPB Enforcement Squad



According to the union, this protest is not just about salaries or promotions—it’s a call for dignity, fairness, and recognition of workers' sacrifices. “We build the infrastructure, we maintain the city, but we are treated like expendables. This can no longer continue,” said a protester holding a placard.

The situation has also led to ripple effects in other departments, including public health, education, and sanitation services—all now significantly underperforming due to poor staff morale.

JUAC has vowed to sustain the protest until the FCTA authorities and relevant federal bodies heed their call and act decisively. “This is not a political protest; it is a survival protest,” a union leader declared.

As the chants of “Aluta Continua, Victoria Ascerta!” echoed across the entrance to the Minister’s office, one thing was clear: FCTA workers are tired of being sidelined and silenced — their voices must be heard.

Balewa was described as modest and self-effacing. At his death, his major assets mean nothing compared to assets of today's public holders.

Balewa was among the children sent to Tafawa Balewa Elementary School, after his Koranic school.

Thereafter, he proceeded to Bauchi Provincial School.

Like many of his contemporaries, he studied at Barewa College (1928-1933) , then known as Katsina College.

The College was several kilometers from Bauchi and was not close to a railway station nor other public transportation. During holidays, which was twice a year, Balewa trekked home, a journey of more than 400 kilometers.

He trekked for 40 kilometers a day, before finding a resting place at a nearby village. In total, the journey took him 10 days.

Honours..

In January 1960, Abubakar Tafawa Balewa was knighted by Her Majesty Queen Elizabeth II as a Knight Commander of the Order of the British Empire .

He was awarded an honorary doctorate from the University of Sheffield in May 1960.

He was also awarded an honorary doctorate of laws from the New York University in July 1961.

ASUU is fighting a lost battle with the FGN by rejecting IPPIS in the name of university autonomy.

If our universities were autonomous, they won't need government salaries since they could live on student tuition, royalties for patented inventions, consultancy services, and gifts from alumni and philantropists.

Government funding would only come in two ways: Directly via research grants, and indirectly via student loans. U.S. universities operate on this model, which enables them to reject government policies deemed unfavourable to their interests.

In Nigeria, even private universities are not autonomous despite the high tuition fees, and must obey financing rules made by the founder/board of trustees.

Our federal universities are owned by the public, but 200 million Nigerians cannot gather every now and then to make rules. They left that to Mr. President, the "Visitor", but ASUU now says they won't obey his policy on IPPIS.

In other words, ASUU defies public interests.

Meanwhile, universities earn millions in tuition fees but still depend on Tetfund for the smallest projects. Masters and PhDs take 4-8 years in Nigeria. A sexual predator sacked by ABU easily found job at KASU.

The same ASUU has said nothing on these issues of public interest.

My advise to ASUU: Know when to pick up a fight, and always strive to be on the right side of history.
