If you said PDP did not perform well, must you compete with it for nonperformance?

What I see there is that most of the projects are on road maintenance/rehabilitation, meaning they all need the same expertise, effort and machinery. Why not CONCENTRATE all the expertise, effort and machinery on just 20 of those projects so that they are completed on time? Why pursue all the projects at the same time, yet completing none? It doesn't make practical sense, except on paper.

Everything here is ONGOING. Where are the COMPLETED projects?

If govt has completed even 20 0f those projects, one would have said the govt has tried.
