The Muslim Rights Concern (MURIC) says that the recent election re-ordered bill by the Nigerian National Assembly (NASS) is from hell.

MURIC, however, urged President Muhammadu Buhari to withhold his signature.

Professor Ishaq Akintola, MURIC Director, said this in a statement made available to newsmen yesterday.

“The Nigerian National Assembly (NASS) recently reordered the election sequence which has been in operation in the country since 1999. In the new bill, NASS wants the national exercise which has always started with the presidential election, to start with elections into the NASS.

“The Muslim Rights Concern (MURIC) roundly rejects the proposed amendment of election sequence. It is belated, parochial, myopic, self-seeking, extravagant and unpatriotic. The bill is an attempt to usurp functions of the Independent National Electoral Commission (INEC) and intimidate the electoral body. Reordering is a threat to democracy. It is a bill from hell. Mr. President should withhold his signature.

“By seeking to kick-start the elections with that of the NASS, Nigeria’s lawmakers have demonstrated their intention to call attention to themselves. They are therefore more interested in benefiting themselves instead of benefiting the country. At a time the country is reeling under a harsh economic situation, a proposal which extends the election from two-phases to three phases and adds an extra cost amounting to a whopping two billion naira is nothing short of a manifestation of a prodigal son mentality.


“Nigerians should think about what this extra N2 billion can do for the country. The Federal Government recently confirmed that it pumped N2 billion into the second Niger Bridge. It has been observed that Nigerians spend three out of every ten years in traffic. Now, instead of wasting more money on changing the election sequence, why can’t we spend that N2 billion on building at least one pedestrian bridge in every Nigerian state capital? It will bring huge relief to road users and extend the life span of the average Nigerian. Unfortunately Nigerian lawmakers are only thinking of themselves.

“INEC released the election timetable on 9th January. Coming long after INEC had released the election time table, the proposed change in election sequence is bound to throw up logistic complications for INEC. Logistics is central to elections. Planning must be done with microscopic accuracy. Every little detail matters. Again, INEC should have been consulted before proposing the bill but our lawmakers failed to do that. The proposal should have come twelve months earlier, long before INEC released its own timetable. Why did the NASS wait for so long? Is there a hidden agenda?

“Who do we blame if more hitches surface during elections? Can we hang it on the same INEC which has rejected proposed change? Already, INEC has warned that a poorly planned election is an invitation to chaos. Nigeria will become the laughing stock of the whole world if that should happen. This bill must, therefore, be seen as the handiwork of confusionists and anarchists.

“It must also be noted that the proposed reordering of election sequence violates the letter and spirit of the Electoral Act which gives INEC the sole power to organize elections and fix dates.

“In conclusion, we call on President Buhari to reject the bill on the grounds that it is belated, illegal, wasteful, illogical and capable of worsening electoral tension. Reordering the election sequence is also a threat to democracy and an attempt to undermine the independence of INEC.

Any person found guilty of any form of hate speech that results in the death of another person shall die by hanging upon conviction, reads a new bill by the Senate.The bill, which reflects the growing concern over the spate of violence in the nation, was sponsored by the spokesman of the upper chamber, Senator Aliyu Sabi Abdullahi (APC, Niger).

It also seeks the establishment of an ‘Independent National Commission for Hate Speeches’, which shall enforce hate speech laws across the country, ensure the elimination of the menace and advise the Federal Government.For offences such as harassment on the grounds of ethnicity or racial contempt, a culprit shall be sentenced to “not less than a five-year jail term or a fine of not less than N10 million or both.”

The bill notes: “A person who uses, publishes, presents, produces, plays, provides, distributes and/or directs the performance of any material, written and/or visual, which is threatening, abusive or insulting or involves the use of threatening, abusive or insulting words or behaviour, commits an offence, if such person intends thereby to stir up ethnic hatred, or having regard to all the circumstances, ethnic hatred is likely to be stirred up against any person or person from such an ethnic group in Nigeria.”

It notes that “a person subjects another to harassment on the basis of ethnicity for the purposes of this section where, on ethnic grounds, he unjustifiably engages in a conduct which has the purpose or effect of (a) violating that other person’s dignity or (b) creating an intimidating, hostile, degrading, humiliating or offensive environment for the person subjected to the harassment.

“Conduct shall be regarded as having the effect specified in subsection (1) (a) or (b) of this section if, having regard to all the circumstances, including in particular the perception of that other person, it should reasonably be considered as having that effect.”The National Commission for Hate Speeches shall be headed by an executive chairperson who would be appointed by the president on recommendation of the National Council of State, subject to the confirmation of at least two-third majority of the National Assembly.

The commission shall discourage persons, institutions, political parties and associations from advocating or promoting discrimination or discriminatory practices through the use of hate speeches; promote tolerance, understanding and acceptance of diversity in all aspects of national life and encourage full participation by all ethnic communities in the social, economic, cultural and political life of other communities.It shall also plan, supervise, coordinate and promote educational and training programmes to create public awareness, support and advancement of peace and harmony among ethnic communities and racial groups.

It shall furthermore promote respect for religiouss, cultural, linguistic and other forms of diversity in a plural society; promote equal access by persons of all ethnic communities and racial groups to public or other services and facilities provided by the government.

The Senate also disclosed that its bid to pass the 2018 budget was being frustrated by ministers and heads of parastatals who have refused to provide details on allocations to their ministries.Without mentioning names, the upper chamber issued a fresh seven working-day ultimatum to the affected ministries.

Similar ultimatums in the past had done little to facilitate the budget preparation.The Vice Chairman of the Senate Committee on Appropriation, Sunny Ogbuoji, said: ” The majority of the Ministries, Departments and Agencies are not coming forward to interface with the standing committees. Some of the ministers will tell you they are going outside the country, and because of that, the MDAs are not fully ready.”

The Senate President, Bukola Saraki, stressed that the upper chamber wants the process concluded as early as possible, regretting: “The perception is that it is the parliament that delays these things.”He said: “The Senate Majority Leader will communicate and get in touch with the executive arm of government, so that these MDAs can be told to play their part to ensure that this exercise can be completed.

“I appeal to all these ministers and managing directors that keep on travelling that this is a time for them to be on ground and ensure that they finish this report.”The Deputy Senate President, Ike Ekweremadu, said it was unfair for the heads of parastatals to “hold the country down.” He noted: “It has come to a stage where we have to consider taking what has already been presented by the president from those MDAs as the position of the MDAs, instead of waiting for them for ever.

“We gave them an opportunity about three weeks ago to make this a priority but it seems that has not happened. So, instead of the country suffering, it is better to give them just few more days. And after that, the relevant committees will adopt what was sent to us by the president as the positions of the MDAs. We cannot continue to be running the country like this.”

The Senate furthermore faulted the assumption of office by the newly nominated acting Executive Secretary of the National Human Rights Commission (NHRC), Anthony Okechukwu Ojukwu, ahead of a confirmation.It also mandated its committee on judiciary to investigate the Attorney General of the Federation and Minister of Justice, Abubakar Malami, for directing Ojukwu to do so.

The upper chamber reached the resolutions following a motion by Senator Dino Melaye who noted: “If the attorney general, who is supposed to be the custodian of our laws, will flagrantly ask an individual who has been nominated by Mr. President but has not been confirmed by the Senate to go and assume duty, and the person has since resumed, then we are not practising democracy. We have no regard for the rule of law.”

Except you can show that all that is related to the illness affects you one way or the other, you cannot seek knowledge about the illness. The Lagos State Government has perfected plans to bring about a quantum leap to the State’s economy in 2018 through the Embedded Power Supply Project and the review of the Land Use Charge Law.

The power project, aimed at delivering an estimated 3,000 Megawatts to homes and industries, is expected to lift the economy of Lagos which is Nigeria’s industrial hub, while the revised Land Use Charge Law had been designed to improve the values of property in the State.

The State’s House of Assembly had last week announced the passage of two bills expected to provide the legal framework for the programmes by enacting the Lagos State Embedded Power Supply Law 2018 and the Lagos State Land Use Charge Law 2018.

Both laws are expected to be signed this week by the State Governor, Mr. Akinwunmi Ambode.

Speaking on the development, Commissioner for Information and Strategy, Mr Kehinde Bamigbetan said the two strategic laws were part of the grand plan of the present administration to boost the economy and make life easier and comfortable for the people.

He said: “The Embedded Power Supply programme will provide the enabling environment for the private sector to generate not less than 1000 mega watts every year in the first phase of three years by using gas to produce power and distributing the electricity to consumers.

“As enabler, the Lagos State Government will guarantee the off-take of the generated power.

“This new product is expected to expand the distribution network and increase metering capacity of the electricity distribution firms in Lagos State including Eko Distribution Company and Ikeja Electricity Distribution Company.”

Bamigbetan said to ensure return on investment by participating companies and encourage more electricity companies to invest in the embedded power sector, the law has been arranged to provide the framework for the government to support the firms in the collection of tariffs and enforcement of contracts.

Speaking further, the Commissioner said: “A novel feature of the law is the introduction of provisions for the prosecution and sentencing of those who tap electricity illegally or use the power produced through the embedded power system without entering into contracts with the companies.

“Defined as power theft, industry watchers believe that this is the first law to provide penalties for a major cause of financial failures of electricity companies and with regular power supply in homes and industries, the Lagos State Government expects a giant leap in the production and growth of the economy,” Bamigbetan said.

Besides, the Land Use Charge Law is considered as the answer to the agitations of residents for a transparent process of determining rates.

Under the revised law, estate valuers authorised to assess and value tenements will ensure that the data are reliable and the indices are explicit.

The revised law also exempts tenements owned by non-profit organisations, religious bodies and public cemeteries and burial grounds.

WHAT IS CATTLE COLONY?

The idea behind the Cattle Colonies is to cater for the needs of cattle herders in terms of availability of resources to take care of their cattle while avoiding unnecessary clashes and tussles over economic resources such as land and water between them and farmers.

Cattle colonies are expected to be large expanses of land procured by the Federal Government, in collaboration with States (already 16 States have indicated interest in this), where water, grass and security would be provided to cattle herders who would in turn pay for rent and other services provided by the Government.


DIFFERENCES BETWEEN CATTLE COLONY AMD RANCHING

1. A Cattle Colony is bigger in size than a Ranch, and caters for more cattle. A cattle colony can cater for as many as 40 ranchers.
2. While a ranch is provided for by the Herders, a Colony is provided for by the Government who collect rent from the herders to use these facilities. The reason for this is that ranching is a Capital intensive venture and cannot be embarked on by rural subsistent low earning herders, if ranching were to be made compulsory, it would be hard for rural herdsmen to comply with it.
3. In Cattle Colonies the Federal Government collaborates with the States to provide these lands (note that lands, by virtue of the Land Use Act are vested in the Governors of the State), water and security, while in ranches the herders have to provide this for themselves.

BENEFITS OF HAVING CATTLE COLONIES


1. Safety of lives and property and a drastic reduction in farmers and herders clashes
2. Cattle produce healthier beef when they are kept in colonies, and also produce more milk
3. Farmers do not have to worry about the safety of their crops and thus more production is ensured for the farmers, which means more economic activity in the agriculture sector
4. Cattle colonies would put a stop to cattle being rustled by thieves and terrorists
5. It would become easier to identify criminals who either masquerade as herdsmen or are herdsmen who commit murderous crimes and destruction.

Minister of Agriculture and Rural Development, Audu Ogbeh, has explained what he meant by the term ‘cattle colony’ as the only solution to the protracted clash between Fulani herdsmen and farmers.

The minister insisted that cattle colonies being suggested by his ministry remained the only panacea in sight to ending the recurring war.

Ogbeh had on Monday said Federal Government had resolved to establish cattle colonies in a bid to put an end to the persistent Fulani herdsmen, farmers’ crisis across the country.

According to the minister, facilities such as grass and water will be provided to take care of herdsmen and their cattle.

Speaking with DAILY POST yesterday in his Abuja home, Ogbeh said Nigerians had largely misunderstood the concept of cattle colonies thereby, misinterpreting it with sensational reportage in the media as extending Fulani colonialism.

He revealed that the cattle colonies being talked about does not transfer land ownership to Fulanis and was not a new concept since the British had in 1942 proposed same even before Nigeria became an independent nation.

He said this was why the Obudu Cattle Ranch was established, a gesture that made founding fathers like Awolowo and Ahmadu Bello to set up ranches in Akunu and Mokwa and most recently Governor Mimiko in Anuga.

“In biology, you have animal colonies, you have bees, snake colonies and in some places crocodiles. Once there is a large concentration of any species of animals whether artificial or natural you call them colonies.

“A colony is much larger and viable, cheaper and safer because the colonies will have several ranches in them where the government is ready to provide water and feed at subsidized rates for the herds with the view to increasing their yields.

“We have chosen to embark on cattle colonies because we want to supply water to cows, because the grass they eat is not just any kind of grass. Cows are very selective about the grasses they eat, even if they are not, the quality of grass they eat determines the quality of beef and milk you get”

“For the purpose of succeeding in this project, seeds of grasses have been gotten from Argentina, Brasil and the US and domesticated on a large scale”, he said.

Chief Ogbeh further explained that the government was not forcing any State to donate lands for the project but that those who understood the concept were donating lands for the takeoff.

“One third of the cows moving in the bush have Bovine TB and they can transmit same to human beings.

“In Holland one cow in the summer consumes one hundred litres of water per day so when a cow is heading from Maiduguri to Lagos on foot and doesn’t have access to ten litres of water in a week, that’s torture and explains why we have the lowest yield of milk in West Africa.” He added.

Speaking with DAILY POST yesterday in his Abuja home, Ogbeh said Nigerians had largely misunderstood the concept of cattle colonies thereby, misinterpreting it with sensational reportage in the media as extending Fulani colonialism.

He revealed that the cattle colonies being talked about does not transfer land ownership to Fulanis and was not a new concept since the British had in 1942 proposed same even before Nigeria became an independent nation.

He said this was why the Obudu Cattle Ranch was established, a gesture that made founding fathers like Awolowo and Ahmadu Bello to set up ranches in Akunu and Mokwa and most recently Governor Mimiko in Anuga.

“In biology, you have animal colonies, you have bees, snake colonies and in some places crocodiles. Once there is a large concentration of any species of animals whether artificial or natural you call them colonies.

“A colony is much larger and viable, cheaper and safer because the colonies will have several ranches in them where the government is ready to provide water and feed at subsidized rates for the herds with the view to increasing their yields.

“We have chosen to embark on cattle colonies because we want to supply water to cows, because the grass they eat is not just any kind of grass. Cows are very selective about the grasses they eat, even if they are not, the quality of grass they eat determines the quality of beef and milk you get”

“For the purpose of succeeding in this project, seeds of grasses have been gotten from Argentina, Brasil and the US and domesticated on a large scale”, he said.

Chief Ogbeh further explained that the government was not forcing any State to donate lands for the project but that those who understood the concept were donating lands for the takeoff.

“One third of the cows moving in the bush have Bovine TB and they can transmit same to human beings.

“In Holland one cow in the summer consumes one hundred litres of water per day so when a cow is heading from Maiduguri to Lagos on foot and doesn’t have access to ten litres of water in a week, that’s torture and explains why we have the lowest yield of milk in West Africa.” He added.

This was why Trump used the word shitholes to describe African counties. Look at our minister suggesting 1942 proposal by our colonial masters in 2018 as a solution just imagine that, can we see where the problem we have in this country emanates when our leaders cannot think outside the box. This is 2018 for God's sake what are our so-called collages of Agricultures and our universities doing, counties of the world has moved beyond cattle-colonies. The system of rearing animals has changed and it is imperative that Nigeria moves with time. What Nigeria needs is ranches nothing more, as for the grass the government will not be in the business of importing grass for private businesses all it needs to do, is an enabling environment that will allow cattle farmers to import their own feed with their own money, not taxpayers. The government should engage and aid the universities in researching the best grasses that are suitable for the cattle we breed in Nigeria so the farmers should not depend on imported grass as our minister want it.
