Read my comment again; it says should it result to voting. Meaning, after all your grading, ranking and integration, if there still happens to be a tie (which is not impossible), the simplest method for tie-break is a simple voting.

Why actively seek for way to penalise a candidate that can be equally as good as the winner?
This is not some sport that someone must win to claim the ultimate prize. The markings are going to be subjective so absolutely no point breaking a tie if indeed it does happen.

I recommend 5 judges.

Scores for each criteria can be aggregated and presented as a % score

Each candidate can be ranked in the order of position and in turn have the position converted to an agreed weighting to simplify the calc
