I won't judge her as long as her womb is not damaged. We can always adopt though so no problemo.

In most countries, even the highly capitalist ones like the US, government is always the highest employer of labour.
By the time you look at what the government needs to be doing, good roads, consistent power/electricity, tax benefits etc like you mentioned, you find that these government initiatives require people to do all those things. The scale of those projects are national, so you probably will find that government will create jobs directly and indirectly, ultimately. So, in a nutshell, it is their responsibility to create jobs.

Point I'm trying to make is it depends on the disability and how it affects the other person.
You see, making love is important to me in a relationship so if the person I'm with can't perform because of their disability then I'm gonna look elsewhere and would expect her to do the same if roles were switched.
