4 (Muslim) kidnappers and 5 (Christian) murderers were sentenced to DEATH in Adamawa by the same judge on the same day in the same court but CAN begged the President to reverse the death sentence passed on those they call Christians alone.

Those who watch me closely know that I deliberately leave CAN out of discourse for personal reasons and not because I want to please anyone despite the fact that I know that they are an arm of PDP since the days of Ayo Oritshejafor. If not for God, their conduct since then is enough to cause war in the size of Rwandan genocide.

They cried over Arabic only to come back and apologise for misleading their followers. Now they want their Christian brothers who are also alleged to be the ones who killed 2 Christian priests not to be hanged while they closed their eyes to the Muslims who only kidnapped. Those killers are part of the people who go about killing people and our people call them Fulani herdsmen killers. That is why people pray in vain.

God doesn't anwser the prayers of wicked hypocrites.

BREAKING NEWS: JUSTICE AT LAST, GTB TO PAY INNOSON'S N14BILLION JUDGEMENT DEBT IINO AN INTEREST YIELDING ACCOUNT, SAYS SUPREME COURT
Today, 7th of June 2018, The Supreme Court struck out GTBank’s motion for stay of execution of the Enugu Court of Appeal Division’s order that GTBank pays over N6 Billion into an interest yielding account at the Court of Appeal. Innoson’s legal team which was led by Prof McCarthy Mbadugha ESQ told the Supreme Court that the Judgment debt which arose from excess and unlawful charges which GTB took from Innoson’s account now stood at over N14billion.

The Supreme Court decision follows GTBanks motion for stay of execution at the Supreme Court when the Court of Appeal Enugu Division ruled on 9th Dec, 2014 that the appellant (GTB) is hereby ordered to pay the sum of Five Billion, Nine Hundred and thirty Six Million, One Hundred and Twenty Six Thousand, Two Hundred and Nineteen Naira, One Kobo (N5,936,126,219.01k) to the Deputy Chief Register of the Court within 14 days from the date of ruling and which the Deputy Chief Register shall pay same into an interest yielding account in a reputable bank other than Diamond Bank or Mainstreet Bank Plc pending the determination of this appeal. The money together with whatever accrues thereon shall be paid to the party who wins the appeal.

GTBank not satisfied with the decision of the ruling of Court of Appeal, filled a motion for stay of execution at the Supreme Court, however Supreme Court today struck out GTB motion for stay of execution and maintained that it will not hear GTBank’s motion for stay of execution until it obeys the ruling of Court of Appeal to pay the said money into an interest yielding account.

By Supreme Court decision today, GTB is expected within 14 days to pay the sum of over N14Billion judgment debt to the Deputy Chief Registrar of the Court of Appeal Enugu Division and which will now be paid into an interest yielding account in a reputable bank. The money together with whatever interest accrues thereon shall be paid to the party who wins the appeal.

Nigerian Government has scrapped Award of HND Certificates by Polytechnics.

The decision was reached at the Federal Executive Council, FEC, yesterday where the approval of a comprehensive reform of Nigeria’s tertiary education system was made.

In effect, the award of HND will be limited to only the students currently admitted for the programmes.

Also, all the programmes currently being run by polytechnics, which are not technology-based, and which are about 70 per cent, will be scrapped.

Under the new rule, the polytechnics will now become campuses of the proximate universities with the Vice Chancellors of those universities appointing provosts for the polytechnics, subject to the ratification of the Universities Councils.

The polytechnics will now be limited to award of the National Diploma (ND) while those desirous of further education will be awarded the Bachelor of Technology (B. Tech) by the proximate university.

To kick-start the new policy, the nation’s two most prominent polytechnics – Yaba College of Technology and Kaduna Polytechnic – will henceforth be known as City University of Technology, Yaba and City University of Technology, Kaduna.

And to give legal teeth to these approvals, the FEC approved the submission of two Executive bills to the National Assembly for enactment.

With education being on the concurrent list, the states may wish to consolidate their tertiary institutions. But if they do not wish to follow the federal example, their programmes will continue to be regulated by the relevant agencies of the Federal Ministry of Education.

The first bill will concretise the setting up of the two city universities while the second will approve the preparation and consolidation of all federal polytechnics and colleges of education as campuses of proximate universities.

The Ministry of Justice will do the preparation and submission of the two bills to the National Assembly.

Minister of Education, Adamu Adamu, told journalists after the weekly meeting of the council that under the reform measures, his ministry would, however, continue to license private polytechnics and colleges of education for the award of qualification at ND and National Certificate in Education (NCE) levels.

He said, “There will be no more award of HND.

“After we have exhausted the current students under the programme, there will be no more award of HND. This means that there will be no fresh admission for HND programmes. And in addition, any programme that is not technical will be out of the polytechnics.

“About 70 per cent of polytechnic graduates are in the non-technical courses. It is going to be a rigorous implementation programme.”

A ministerial committee to ensure the smooth implementation of all that is required for the take-off of the reform initiatives is to begin work immediately.

Adamu said, “The HND certificate will remain a legal tender in Nigeria and holders of such certificate will continue to be recognised as the equivalent of first degree holders without discriminatory remunerations and limit to progression in the work place.

“The NCE certificate will be retained as the minimum teaching qualification at the basic level of education. Any higher qualifications by these private or state-owned polytechnics will be only affiliation with a university. So, HND is no longer in existence, but existing HND will be respected and considered legal tender.

Buhari’s bill on water resources splits northern, southern senators

An executive bill sent to the Senate seeking to concentrate the control of water resources in the hands of the Federal Government has divided senators across regional lines.
While northern senators support the bill and its objectives, their southern counterparts are opposed to it.
Those opposed to it pointed out that the bill, if passed into law, would further centralise power and the nation’s resources. This, they pointed out, would counter the current move towards devolution of powers, which is currently skewed in favour of the Federal Government.
President Muhammadu Buhari had sent the bill to the legislature in 2017, while the Majority Leader, Senator Ahmad Lawan, presented the bill as it is customary for executive bills.
It is ‘A Bill for An Act to Establish a Regulatory Framework for the Water Resources Sector in Nigeria, Provide for the Equitable and Sustainable Redevelopment, Management, Use and Conservation of Nigeria’s Surface Water and Groundwater Resources and for Related Matter.’
The summary of the bill reads, “This Act repeals the Water Resources Act, Cap W2 LFN 2004; River Basin Development Act Cap R9 LFN 2004; Nigeria Hydrological Services Agency (Establishment) Act, Cap N110A, LFN, 2004; NationaI Water Resources lnstitute Act Cap N83 LFN 2004; and establishes the National Council on Water Resources, Nigeria Water Resources Regulatory Commission, River Basin Development Authorities, Nigeria Hydrological Services Agency, and the National Water Resources Institute.”

The proposed bodies, if established, will “provide for the regulation, equitable and sustainable development, management, use and conservation of Nigeria’s surface water and groundwater resources.”
The division occurred at the plenary on Thursday when the lawmakers considered the report on the bill by the Senate Committee on Water Resources.
The southern senators particularly criticised the move to create new Federal Government’s bodies to take over the responsibilities of the states over the water resources within their territories.
The controversial parts of the bill are contained in Clauses 1 to 5.
The clauses read, “All surface water and groundwater wherever it occurs is a resource common to all people, the use of which is subject to statutory control.
“There shall be no private ownership of water but the right to use water in accordance with the provisions of this Act.
“The right to the use, management and control of all surface water and groundwater affecting more than one state pursuant to Item 64 of the Exclusive Legislative list in Part l of the Second Schedule to the Constitution of the Federal Republic of Nigeria, 1999 as amended, and as set out in the First Schedule to this Act, together with the beds and banks, is vested in the Government of the Federation to be exercised in accordance with the provisions of this Act.
“As the public trustee of the nation’s water resources, the Federal Government, acting through the minister and the institutions created in this Act or pursuant to this Act, shall ensure that the water resources of the nation are protected, used, developed, conserved, managed and controlled in a sustainable and equitable manner, for the benefit of all persons and in accordance with its constitutional mandate.
“States may make provisions for the management, use and control of water sources occurring solely within the boundaries of the state but shall be guided by the policy and principles of the Federal Government in relation to Integrated Water Resources Management, and this Act.”
The passage of the bill however suffered a setback when the Senate dissolved into the committee of the whole to consider the 152 clauses of the proposed law.
In a veiled persuasion of the lawmakers, the Senate President, Bukola Saraki said, “This bill has 152 clauses. This bill is the Leader’s first bill. This bill is the President’s bill, so we are going to have a very swift movement in passing this bill.”
Unlike the normal process of taking the clauses one after the other, the Senate President put Clauses 1 to 50 to a voice vote at once.
Senator Yahaya Abdullahi (APC, Kebbi-North) however raised an issue with one of the clauses, asking the Senate to properly define ‘bank’ especially where it starts from and the distance it should be from a water body to the shore.
While he stated that he was not opposed to the bill, he noted that the clarification was needed for rivers that cross two or more states.
He likened it to a federal road which makes the government to acquire 50 metres from the centre of the road to both sides.
“Otherwise, a lot of conflicts are going to arise. River banks are much more contentious than roads because of agricultural and other activities,” Abdullahi stated.
Senator Barnabas Gemade (APC, Benue North-West), however, dismissed Abdullahi’s fears, saying that while the nature of the road was fixed, a river could increase or decrease in size.
Akpabio, Bayelsa, Ashafa, Adeola oppose bill
Opposing the bill, the Minority Leader, Senator Godswill Akpabio (PDP, Akwa Ibom North-West), who raised issues against Clause 3, warned against making a law that would lead to the Federal Government taking over the landed areas of riverine communities, especially communities where the water bodies dry off.
“When they dry off, they become residential. So, it will cause a lot of confusion. We really need to be careful,” he noted.
Akpabio made reference to Lake Chad which used to have over 25,000 kilometres of water but had dried up to about 5,000 kilometres. He said it meant that the community now had 20,000 kilometres for farming and other activities, stressing that it would have been out of the reach of the people if the government had possessed the bank.
He said, “The kind of river we are talking about should be clearly defined. If we want to say that all waters in Nigeria must be legislated upon by the Federal Government, then we will cause a lot of confusion because there are a lot of communities that depend on small rivers to survive.
“If the banks now belong to the Federal Government, we are doing what we are not supposed to do; we are centralising power at the centre, we are not devolving powers. We are bringing Nigeria back to a unitary state. We are now making sure that even communities are now dispossessed of their land. Some of those places are natural elongation of the land.”
Senator Emmanuel Paulker (PDP, Bayelsa-Central) backed Akpabio, noting that there was a need to define what a bank is.
He also pointed out that the Federal Government was about to take over resources in the states at a time when Nigerians were calling for devolution of powers.
He said, “Most of these rivers dry off, they are seasonal rivers. If we say banks are owned by the Federal Government, definitely it will create a lot of problems. We should look at it closely before we pass it. Most of the waters are drying off, so how do we define the banks?”
The Majority Leader, Senator Ahmad Lawan (APC, Yobe-North), however, countered Akpabio, stating that the lawmaker was arguing in error.
Lawan noted that the clause was in reference to waters like River Benue and River Niger which flow through several states.
He urged the Senate to ignore the issues raised by those opposed to the bill. According to him, the Federal Government is not interested in water within a state.
Akpabio, however, insisted on his earlier position, saying, “I am saying that the essence of making a law is for the law to stand the test of time and not bring more confusion.”
He cited the example of a small river in Akwa Ibom, a part of which is in Abia State. He noted that such rivers would be affected despite being small.
He also cited the example of the Cross River which has its source in the Cameroon Mountain and passes through Cross River State to Akwa Ibom and into Abia states.
Akpabio therefore asked that the rivers to be taken over by the Federal Government should be listed in the bill.
He said, “This is going to lead to a lot of legal confusion and rumblings, and we are further depriving our citizens of the right to make use of the resources within their communities. If we can deny our people a small water in their area because the water touches the next village which is in another state, automatically we are over-legislating.”
Other lawmakers from the South, like Senators Gbenga Ashafa (APC, Lagos-East), Solomon Adeola (APC, Lagos-West), also spoke against the bill.
Adeola particularly cited the example of Lagos State which is currently in a legal battle with the Nigeria Inland Waterway Authority over the control of water resources. The case is already at the Court of Appeal.
It’s a bill we’ve been waiting for-Aliero, Gemade, Garba
But Senators Ibrahim Gobir (APC, Sokoto-East), and Binta Masi Garba (APC, Adamawa-North) spoke for the bill.
Before the Senate dissolved into the committee of the whole, the lawmakers had differed on the clause proposing two per cent withdrawal from the Ecological Fund for water resources management.
Senator Adamu Aliero (APC, Kebbi-Central) described it as “a straightforward bill,” saying, “It is a bill we have been waiting for,
for quite a long time.”
Noting that he is a member of the committee which worked “seriously and diligently” on the bill, Aliero said the World Bank was waiting for the passage of the bill “so that they can bring in money to improve irrigation facilities in Nigeria.”
He added that over $1.5bn had already been earmarked to be utilised by the global bank in the country’s agricultural sector, stressing that it would encourage private sector’s contribution into the sector.
Also commenting, the Deputy Minority Leader, Senator Emmanuel Bwacha (PDP, Taraba-South), expressed his support for Aliero’s comments.
Although Paulker said the bill should be passed, he asked that some part be expunged from it and treated separately.
While Senator Francis Alimikhena (APC, Edo-North) said he agreed with Paulker’s position, he stated that it was the law establishing the Ecological Fund that should be amended to allow the release of two per cent to water resources.
Saraki (APC, Kwara-Central), asked that the bill be passed while the Ecological Fund be amended later.
He said, “If we all agree that this (bill) is important and this is a priority, nothing stops us from passing this today and bring the Ecological Fund bill and pass it too. Doing it the other way (Ecological Fund law amendment) might be correct but I don’t think it shows the importance and the seriousness that this deserves.”
Lawan backed Saraki, saying nothing should stop the lawmakers from passing the bill.
To douse the rising tension, Saraki cut the debate short, ruling that the bill be stepped down and be reviewed.
The Senate President referred the bill to the Chairmen and Vice-Chairmen of the Committee on Water Resources and Committee on Judiciary, Human Rights and Legal Matters, Director of Legal Services and Gemade “for further legislative action.”
They are to report back on Wednesday.
Water bill negates restructuring –Ijaw youths
Meanwhile, the Ijaw Youth Council has kicked against the bill, noting that it was against the clamours of Nigerians for restructuring and state control of resources.
The IYC President, Pereotubo Oweilaemi, said, “That is unacceptable to us. Sending such a bill to the Senate is a tactical plot to control resources in the Niger Delta region. Nigeria is at a time when there are agitations for restructuring and resource control, but the President is seeking a bill that will enforce more federal control over the state resources.
“It is wrong and it doesn’t go well with us as a people. It is a plot to further embarrass the people of the Niger Delta.”
It’s a mockery of federalism, restructuring agitation – Falana
Also, a human rights lawyer, Mr. Femi Falana (SAN), said the executive bill was a mockery of the principle of federalism and the agitation for restructuring which seeks the devolution of powers at the centre to the federating units.
He reiterated that the National Assembly could not legislate on “just any water” but only water that passed through more than one state.
Falana recalled that there was a judgment in which the Court of Appeal made the pronouncement when the court nullified the licences given by the Federal Government for dredging of some Lagos waters.
He said, “It is a mockery of the principle of federalism. It also makes a mockery of the widely accepted agitation for the devolution of powers from the centre to the federating units.
“The Court of Appeal has ruled that the National Assembly cannot legislate on just any water but only waters that pass through more than one state.”

Nigerians have been advised not to patronise 58 illegal universities operating across the country.

The warning was issued by the National Universities Commission (NUC) on Monday in a statement

The commission said the universities are yet to be licensed by the federal government and have been shut down for violating the national minimum standard for education.

The Executive Secretary on NUC, listed all the illegal universities across the country as follows.

“For the avoidance of doubt, anybody who patronises or obtains any certificate from any of these illegal institutions does so at his or her own risk,” the publication reads.

According to the publication, certificates obtained from these sources will not be recognised for the purposes of National Youth Service Corps (NYSC), employment and further studies.

The commission said the relevant law enforcement agencies have been informed for necessary action.

Meanwhile, the NUC Director of information and Public relation, Ibrahim Yakasai, in a telephone conversation, told newsmen that the commission has not relented in its effort to shut every illegal institution in the country

According to Mr Yakasai, “we continued publishing the lists so that the illegal universities don’t resurface. If we stop publishing their names, they could move to other part of the country and start operating because at some point, they were moving.

“We have been producing the editorial for so many years. We update it as we get information across the country that some institutions are operating illegally. We go there and once they know we are coming, they run away,” Mr Yakasai said.

Recall how the NUC confirmed that a senator, Foster Ogola’s Phd certificate is invalid; as the institution he attended is among the illegal universities.

An investigation revealed that the senator, currently representing Bayelsa West senatorial district, has fake credentials from an unaccredited university in Nigeria named GMF Christian university.

The National Universities Commission of Nigeria is a government agency promoting quality higher education in Nigeria.

The commission is saddled with the responsibility of granting approval for all academic programs run in Nigerian universities and granting approval for the establishment of all higher educational institutions offering degree programs.

After pocketing N32bn, 161 Reps yet to sponsor bill.

At least 161 members of the House of Representatives are yet to sponsor a bill more than two years after assuming office, Daily Trust findings have shown.

Of the 360 members in the House, only 199 have sponsored at least a bill since their inauguration on June 9, 2015.

They have spent 26 months out of their 4-year tenure, with only 22 months left. Within the period, the 161 lawmakers pocketed at least N32 billion in allowances and salaries, investigation by this newspaper has revealed.

Each lawmaker gets N7.6 million as running/overhead cost and additional N660, 000 as salary monthly, which amounts to N8.26m monthly.

In the 26 months they spent so far, each lawmaker has pocketed about N214.7m each, totalling N34.576bn.

There are 1066 before the House, with 53 of them coming from the Executive arm, and 23 forwarded from the Senate.

*Members without bills*

Official records of lawmakers without bills obtained by Daily Trust showed that the North West has the highest where 60 of its 91 members have not turned in any bill.

Of the 72 members from the South West, 32 have no bills to their names.

The North East has 48 members, 25 members of whom have no bills, while out of the 55 lawmakers from the South South, 19 failed to sponsor a bill.

Similarly, the North Central, with a total of 49 members, 16 members fail to sponsor a bill, while only 8 members out of 43 from the South East do not have a bill in their name.

Only one member out of the two from the Federal Capital Territory (FCT) sponsored bills.

The breakdown showed that Chief Whip, Alhassan Ado Doguwa from Kano State, who is the leader of the North West Caucus in the House, has no bill in his name.

Others from Kano are Ibrahim Sani Umar, Abdullahi Mohammed Gaya, Garba Umar Durbunde, Nasiru Baballe Ila, Suleiman Aliyu Romo, Sani Mohammed Rano, Munir Babba Dan-Agundi, Nasiru Ali Ahmed, Shehu Usman Aliyu, Musa Ado Tsamiya, Mustapha Bala Dawaki and Badamasi Ayuba. Only 11 members out of 24 have bills from the state.

In Katsina State, there are 12 members without bill. They are Saidu Sani Fago, Kabir Shuaibu, Danlami Kurfi, Ahmed Dayyabu Safana, Murtala Isa, Ibrahim Murtala, Amiru Tukur, Muntari Dandutse, Suleiman Salisu, Babangida Ibrahim and Mansir Ali Mashi.

Jigawa is next where nine members out of 11 have no bill. They are Adamu Mohammed, Magaji Aliyu Da’u, Abubakar Hassan Fulata, Yuguda Hassan Kila, Rabiu Garba Kaugama, Usman Ibrahim Auyo, Mohammed Gudaji Kazaure, Mohammed Gausu Boyi and Ibrahim Abdullahi Dutse.

In Kaduna State with 16 members, seven lawmakers namely: Lawal Mohammed Rabiu, Sunday Marshall Katung, Yakubu Umar Barde, Simon Arabo, Muhammad Musa Soba, Mohammed Abubakar and Yusuf Bala Ikara have no bills.

The lawmakers without a bill from Sokoto State are Hassan Bala Abubakar, Aminu Sani Isa, Kabiru Marafa Achida, Bashir Isa Salihu, Mohammed Sa’adu and Shehu Aliyu. There are 11 members from the state.

There are six lawmakers from Kebbi State out of 8 without bill. They are Aliyu Danladi, Bello Dantani, Suleiman Hussaini Kangiwa, Abdullahi Hassan Suru, Salisu Garba Koko and Mohammed Dantani.

Only one member from Zamfara State has sponsored a bill.The six without bills are Lawali Hassan Anka, Abdulmalik Bungudu, Aminu Sani Jaji, Yahaya Chado, Ibrahim Isah and Lawal Mu’azu.

In the South West, Lagos has the highest members without bill, 10 of them out of 24. They are Joseph Adebayo, Diya Babafemi, Olufemi Adebanjo, Taofeek Abiodun, Abiola Olatunji, Bolaji Ayinla, Raji Olawale, Tajudeen Obasa, Abayomi Danda Kako and Nurudeen Akinwumi, a new comer who replaced late Adewale Elijah who had a bill before his demise.

In Ondo State, six members have no bill out of nine. They are Afe Oluwookere, Babatunde Kolawole, Olemija Friday, Akinfolarin Samuel, Akinlaja Joseph, Baderinwa Bamidele.

The same thing obtains in Oyo State where six out of 14 members, namely: Adedapo Lam-Adesina, Segun Ogunwuyi, Olasupo Abiodun, Olugbemi Samson, Ayoade Olugbenga and Sunday Adepoju have no bills.

Five out of the nine members from Ogun State have no bills. They are Akinlade Adekunle, Adekoya Adesegun, Ojugbele Olusola, Mukaila Kazzim and Williams Olusegun.

There are three out of six lawmakers from Ekiti State, namely Akinyele Awodumila, Thedeous Akinola and Agboola Emmanuel Kehinde, without a bill.

Osun has two out of 10 without a bill. They are Akintayo Gafaru Amere and Albert Abiodun Adeogun.

In the North East, seven members out of 10 from Borno State have no bill. They are Mahmud Lawan Maina, Jibrin Santumari, Mohammed Nur Sheriff, Mukhtar Betara, Mohammed Sanda, Mallam Bukar Gana and Abdulkadir Rahis.

Bauchi has six out of 12 without bills, namely Tata Omar, Halliru Dauda Jika, Adamu Gurai, Isa Hassan, Aliyu Musa and Lawal Yahaya Gumau.

Also, out of the six members from Taraba State, four, namely: Danladi Tijo, Aminu Malle, Garba Hamman Julde and Danjuma Usman Shiddi have no bill.

The same thing obtains in Yobe State where four out of six members have no bill. They are: Ismaila Ahmed Gadaka, Sabo Garba, Sidi Yakubu Karasuwa and Abdullahi Kukawa, who, last year, replaced Khadijah Bukar Ibrahim, now a minister.

In Gombe State, two members out of six have no bills. They are Ismaila Hassan and Yaya Bauchi, both of whom replaced Barambu Kawuwa and Khamis Mailantarki respectively.

Also, two lawmakers out of eight from Adamawa State have bill, namely: Gutuwa Philip and Talatu Yohana, who replaced Laori Bitrus last year.

In the South South, nine members out of 13 from Rivers State have no bill. They are Dagomie Abiante, Gogo Bright Tamuno, Blessing Ibiba, Randolph Brown, Boma Goodhead, Jerome Amadi, Barry Mpigi, Chidi Wihoka and Maurice Pronen.

Of the 10 members from Akwa Ibom State, four do not have a bill. They are Owoidighe Ekpoatai, Iboro Ekanem, Emmanuel Ukoete and Michael Enyong.

Similarly, out of nine members from Edo State, three members, namely Omosede Igbinedion, Aisowieren Patrick and Johnson Oghuma have no bills. Oghuma was sworn in last February, replacing Philip Shuaibu, who became deputy governor of Edo State.

Bayelsa, Cross River and Delta have one member each without bills and they are Jephthah Foingha, Christopher Ngoro and Julius Pondi respectively.

In the North Central, six members out of 10 from Niger State have no bill. They are Abubakar Lado, Abubakar Chika Adamu, Muhammad Bala Faruk, Umar Rofia, Abdullahi Garba and Salisu Shadafi.

Benue and Kogi have three each, namely Hassan Saleh, Adamu Entonu and Adaji Ezekiel (Benue) and Kabir Ajanah, Abdullahi Bello and Ikani Benjamin (Kogi).

Kwara and Nasarawa have two each, namely: Tope Olayonu and Olufunke Adedoyin (Kwara), Abubakar Sarki Dahiru and Mohammed Jafaru (Nasarawa). Jafaru replaced late Musa Onwana mid last year.

All the eight members from Plateau State have sponsored at least a bill.

In the South East, of the 11 members from Anambra State, four, namely: Okechukwu Eze, Anayo Nnebe, Chris Azubogu and Anohu Chukwuemeka have no bills.

Three members out of the six from Ebonyi have no bills. They are Anayo Edwin, Nwazunku Chukwuma and Ogbee Lazarus.

Only Nkole Ndukwe out of the eight members from Abia State has no bill, all the members from Imo (10) and Enugu (cool have sponsored different bills.

Similarly, Zakari Angulu from the FCT has no bill to his name.

The highest bill sponsors
Lawmakers with the highest number of bills on regional basis are Rep Uzoma Nkem-Abonta (PDP, Abia/South East), 50 bills; Rep Ossai Nicholas Ossai, (PDP, Delta/South South), 46 bills and Edward Pwajok, (APC, Plateau/North Central) 41 bills.

Others are Gideon Gwani (PDP, Kaduna/North West), 20; Femi Gbajabiamila, (APC, Lagos/South West), 14.
Mohammed Tahir Monguno from Borno State (North East) has nine.

Speaker Yakubu Dogara has 10 while his deputy Yussuf Suleiman Lasun has one.

*Lawmakers lack capacity - CISLAC*

The Executive Director of the Civil Society Legislative Advocacy Centre (CISLAC), Auwal Musa Rafsanjani, told Daily Trust that the lawmakers’ inability to sponsor bills was because they lack capacity.

“It’s unfortunate that they spent two years collecting tax payers’ money. They should be accountable for all they have collected. Part of the reason for their being inactive is because they didn’t prepare for the job, so they lack the capacity. They don’t also understand the legislative work and they’re not ready to learn.

“They’re just in the legislature for their personal interest and not to make laws. But let’s even look at the ones that sponsored bills. Some of them don’t even know how to go about sponsoring a bill. Look at the bills to undermine CSOs, encourage looting, grant immunity to themselves, whittle down the powers of CCT and EFCC and the rest.

“Nigerians must confront the lawmakers to do the work they were elected to do. Those that are doing nothing must wake up from their slumber,” he said.

"The National Universities Commission, NUC is no longer using a scale of 5.

The new system is based on a scale of 4.
First Class is 3.5 – 4.
Second Class is 3 – 3.49.
Second class lower is 2.0 – 2.99.

According to NUC Chairman, Professor Shehu Galadanchi, in a released to all Nigerian Universities.

"Under the new Four (4)-Point Grading Scale, grades to be used for students who have satisfactorily completed the course of study are as follows:

CGPA Ranges under the new Four (4)- Point Grading Scale for Classification of Degrees:
3.5- 4.00 – First Class Honours

1 - At all Material time , Innoson Nigeria Ltd operates a Current Account with GTBank .

2 - Innoson obtained , and had repaid same , a loan of N1.3billion from GTB Which was secured with a legal mortgage of its properties valued at more than N1.4billion .

3 - Innoson discovered that GTBank imposed excess and unlawful charges in its Current account .

4 - Innoson Group Complained to GTBank on his discovery of access charges on his account

5 - Both parties ( Innoson and GTBank ) agreed to invite an independent auditing firm that will be agreed by both parties .

6 - At the end , MULTI-WINGS Consulting Firm of Auditors was invited to properly audit Innoson Nigeria Ltd Current account No 0043753636 domiciled with Nnewi Branch of GTBank . The audit covers a period from March 2004 to Dec 2011 .

7 - After the account was audited , it was discovered that GTBank has been illegally deducting excess bank charges on its overdraft facility to the Innoson to the tune of seven hundred and Eighty-Six Million, Two Hundred and Five Thousand , Nine Hundred and Fifty-Five Naira , Ninety Nine kobo ( N786,205,955.99).

8 - GTBank was shocked at the audit report when the report was forwarded to it .They replied in their letter to Innoson on 20th January , 2012 that it will investigate the issue raised and will get back to Innoson on the Conclusion of its investigation .

9 - In the month of September 2012 , GTBank wrote to Innoson that from their personal audit report , the excess bank charges was Five Hundred and Fifty-Nine Million , three Hundred and Seventy-Two naira ,Nine kobo ( N 559.3Million).

10 - Innoson agreed to their version and decided to accept payment from it in the spirit of amicable resolution.

11 - Innoson also requested that the said agreed amount of N559.3million be paid with a 22% interest rate because Innoson had been repaying all his loan with GTBank at 22% interest rate.

12 - GTBank refused and said that the best they can repay excess and illegal deduction is at 7% interest rate . This led to another disagreement between Innoson and GTBank .

13 - As a result , in 2012 , Innoson sued GTBank at Federal High Court Awka with Suit No : FHC/Awk/Cs/2012 .

14 - Federal High Court, Awka delivered Judgement in favour of Innoson in excess of N4.7billion against GTBank.

Delivering Judgement in suit no : FHC /Awk/ CS / 139/2012 , the FHC awarded N4.7billion to Innoson Motors against GTBank .

The court also ordered GTBank to pay 22 % (percent ) interest on the Judgement debt until all the payment had been made to Innoson .

15 - In 2013 , GTBank appealed against the judgement to the Court of Appeal, Enugu Division, appoxite appeal No: CA/E/288/2013 .

16 - The Court of Appeal , Enugu in a Considered ruling ordered GTBank to pay the Judgement debt of N6billion Inclusive of the accrued interest and any interest that would subsequently accrue thereon into an interest yielding account in the Name of the Chief Registrar of the Court .

17 - In its various affidavits, particularly at the Court of Appeal in suit no : CA/E/288/2013 , GTBank deposed that if it pays the outstanding Judgement debt of N6billion , much less the N8.5billion , it could go bankrupt and be out of business .

18 - GTBank went to the Supreme Court .The case is still in the Supreme Court , while the Judgement debt is about N8billion now to be paid to Innoson by GTBank .

IBADAN Cases : Innoson /GTBank/Nigerian Custom Service :

19 - Nigerian Customs Service Auctioned Innoson goods .

20 - Innoson challenged the action Nigerian Custom Service for auctioning its goods at Federal High Court , Ibadan .

21 - On July 29 ,2011, In a Garnishee Order Absolute , the Federal High Court sitting in Ibadan ordered GTBank to Pay Innoson #2,048,737,443,67 (#2billion) from Nigerian Customs account in GTBank .

22 - Rather than Comply with the Garnishee Order Absolute of the Court , GTBank on February 6, 2015 appealed the Judgement , but the Court of Appeal in Appeal no. CA/1/258/2011 affirmed the Judgement of the Federal High Court and ordered GTBank to pay the Judgement debt of #2,048,737,443.67 (#2.048billion) to Innoson .

23 - GTBank , instead , appealed to the Supreme Court against the Court of Appeal's decision where GTBank claimed through a motion in suit no : Sc /694/2014, that the Court of Appeal Judgement in Ibadan (CA/I/258/2011) was procured by suspicious means .

24 - On May 12, 2017 , Supreme Court in its wisdom and rightly , dismissed that unfounded and exasperating claim of GTB against Innoson .

25 - As a result , Innoson commenced a N400 billion suit against GTBank , in the suit No: FCT /HC/CV/2448/2017 at the High Court of the Federal Capital Territory, Abuja .


Another issues :

26 - Consequently , in order to save itself from paying the outstanding Judgement debts to Innoson , the GTBbank filed a petition against Innoson alleging forgery which led to the suit No : FHC /L/565C/2015 by Police .

27 - On February 17, 2016 , Police properly and Competently withdraw the charges against Innoson , saying they needed to properly investigate the bank's complaints first and see if they had merits .


28 - On September 1 , 2014 , GTBank secured an ex parte order on Innoson Nigeria Limited, dated September 1, 2014 with suit no FHC/L/CS/1119/2014 , filed before a Federal High Court in Lagos , between GTBank and Innoson Nigeria Limited , issued by *Justice Okon Abang* , ordering that , pending the hearing and the determination of the substantive suit , all Commercial Banks in Nigeria were restrained from accepting in any manner whatsoever to any mandate or instruction presented to them by Innoson Companies or any of its agents or nominees for withdrawal of any sum of money standing to the credit of any account maintained by the company in all the banks.

29 - However , on June 10, 2015 , *Justice Saliu Saidu* of the Federal High Court , Lagos , in a Considered ruling set aside the ex parte order of September 1, 2014 , by Justice Okon Abang and the writ of summon as well .

30 - Innoson then slammed a N30 billion suit on Guaranty Trust Bank for what it had suffered in monetary terms and reputational terms during the months when the accounts of its companies in all Nigerian banks were frozen.With Innoson winning both cases at the High Court and both cases at the Appeal Court, and GTB appealing, both cases are awaiting the verdict of the Supreme Court. Meanwhile the fresh N30 billion naira suit has just gone to the High Court to start its legal journey.

In all , Innoson has won two High Court cases and two Appeal Court cases all against GTBank .

Innoson as at today has Judgement debt over about N10billion based on 22% interest rate against GTBank .


Questions for EFCC :

(i) Now where is the EFCC coming from in all these ?

(ii) Does EFCC actually understand their duties here ?

(iii) Is EFCC by their action not sabotaging Nigerian economy ?

(iv) If EFCC should to arrest any of the parties , shouldn't GTBank who dubiously deducted Innoson money from his account and have debt of about N8billion to pay Innoson that they should arrest ?

To cut the story short, mum was only trying to do what the Bible asked us to do.
unfortunately, this guy from Adamawa state who is a victim of the Boko Haram tragedy lost his parents and family in Adamawa n moved to Lagos.
On the 9th of December 2017,he was brought to our home by someone who said when he was dying of pains, he asked him who he has in this Lagos that can help him and he said my mum. Coming back to meet this stranger I haven't even met n saw his condition, I knew it was beyond just care as a nurse. We rushed him to hospital and doctor diagnosed RUPTURED APPENDICITIS... ������
I started asking myself, Chioma who sent u ooo.. Everyone I told said y can't I throw him away to die? I was heart broken.
The load was on me n my family. We went to police station, they wanted to detain my dad . They were like y will he help someone he doesn't know? It was hell for US.. We tried to get someone from his state to stand in for the surgery, no way... Anyway I decided to take the risk. N I stood in. The surgery was successful. Am sharing this because anyone could have been in this guy shoe... I could have been in his shoe. Today is the happiest day of my life. God saved me from troubles for rendering help.. So Pls celebrate with me n my family.... It wasn't easy but it worth it.!!!!!

21 FACTS THAT YOU NEED TO KNOW ABOUT THE DANGOTE REFINERY

1. Over $4 billion worth of equipment currently sits on the site.

2. The project is slated to cost $14 billion (N2.8 trillion) of which Dangote is contributing $7 billion in equity.

3. The project site is 8 times larger than Victoria Island. It is located on 2135 hectares of land in Ibeju-Lekki, Lagos near the Lekki Free Zone.

4. It is the largest industrial complex in Africa.

5. Work goes on, on the site, 24 hours a day, 7 days a week.

6. World Record 2.72 million accident free hours recorded on site, without a single lost time to injuries.

7. It is the largest single train grass roots refinery in the world with a processing capacity of 650,000 BPSD.

8. Dangote Group brought in the world’s #1, #2, and #5 sand dredgers to sand fill the site. 60% of the land being swampy.

9. During construction, the project will employ over 25,000 Nigerians and will employ over 300,000 workers upon completion.

10. Dangote is investing over $7 billion (N1.4 trillion) in the project.

11. It is the largest single train refinery project on the planet.

12. When this project comes online, Nigeria will save a minimum of $10 billion a year on imports.

13. The Ammonia component of the plant will produce 2.8 million tonnes of Urea.

14. Dangote is producing its own electricity to power the plant and by so doing is saving 75% costs. Dangote produces electricity at a rate that is significantly cheaper than the Federal Government. Dangote’s cost is $400,000/MW, while Federal Government is $2,000,000/MW.

15. All the civil engineering is done by Nigerian companies.

16. The plant has an export value of $6 billion per annum, meaning Dangote’s efforts will increase the amount of foreign exchange in Nigeria’s foreign reserves by at least 40% of current value on a yearly basis.

17. Dangote said when this project comes on line, his friend Femi Otedola will save at least N26 per litre on millions of litres of diesel and petrol which his companies import annually. This savings will be passed on to the consumers and it will take a lot of pressure off the banks.

18. Billions of Naira were paid to acquire the land and to settle the existing communities. More money was also allocated and spent to relocate the existing communities.

19. This project will restore the dignity of Nigeria, a crude producing country that has for years gone abroad to meet its demand for refined products.

20. Refined products to be produced at the plant include but is not limited to Propane, Petrol, Jet Fuel, Diesel, Kerosene, Carbon Black, Polypropylene, Polyethylene.

21. The United States Trade and Development Agency is supporting this project with $997 million.
