(b) rationality in policy and decision making,
(c) evolving a sense of responsibiliity,
(d) ensuring accountability,
(e) strengthening work commitment,
(f) creating excellence,
(g) facilitating spirits of individuals and organisational goals.

(2) MORAL FREEDOM.
Moral freedom; the individual freedom of the will.
Freedom of the will is necessary precondition of Morality, without it there's no Morality in the full sense of the words.
In Moral freedom is the determinists view that, Freedom of the will.
Liberal democracy are committed to the rights for Moral freedom.
Moral freedom is the freedom to live one life's in harmony with one's Moral conviction and commitment, whether or not they are transcendent

(3) MORAL GOVERNANCE.
Characteristic of good governance, participation:
All men and women should have a voice in decision making, either directly or through a legitimate intermediate institution that represent their interests, such broad participation is built on freedom of association and speeches as well as capacity to participate constructively.
RULE OF LAW
Legal framework should be fair and enforced inpartially', particularly the laws on human rights.
TRANSPARENCY
Transparency should be built on free flow of information.
RESPONSIVENESS
Institutions and processes try to serve all stakeholders.
CONSENSUS, ORIENTATION.
Good governance mediates differing interests to reach a broad consensus on what is in the best interest of the groups and where possible, on policies and procedure.
EQUITY
All men and women have opportunities to improve or maintain their wellbeings.
EFFECTIVENESS.
One efficiancy processes and institutions produce results that meet needs while making the best use of resources.
ACCOUNTABILITY.
Decision makers in government, the private sectors and civil societies are accountable to the public as well as to institutional stakeholders, this accountability differs depending on the organisation and whether the decision is internal or external to an organisation.
STRATEGIC VISION
Leaders and the public have a broad and long term perspective on good governance and human development along with a sense of what is needed for such development
there's also an understanding of the historical culture and social complexity in which that perspective is grounded.

(4) MORAL SENSITIVITY:
Moral sensibility is the ability to identify the existing moral problems and understand the Moral consequences of the decisions made on the patients part; moral decision making involves sensitive to patient's vulnerability and expressing this sensitivity.

There are four different component of moral behaviours:

(4) moral characters
The three major aspects of every moral action are:
(1) the moral objects (what?)
(2) the intention or motive (why)
(3) the circumstance (who? Where? When? How?)
Morality is a subject related to 'feelings' as pain and comfort; good action must be action that doesnt hurt deliberately; thus, it's moral.
An action is bad or immoral when deliberately hurt!

The danger of cows among animals is eatingup farmers development, no body will like his/her crops be eatenup by animals, and fulani are main rearer of cows must pay farmers, since their cow can no longer eat grass which God made for animal to be eaten!
In igbo land the rearers of igbo cows tie them with rope before they take cows to bush and tie them in bush where the cow will graze and in the evening the rearer will untie them and bring the cows into the garage, and many time the cow rearers of igbos always bring grasses for their cows inside the cows garage mainly when they dont want to take the cows and tie them to the bush!
So, fulani are not the only cow rearers, their cow rearing style is destructive to human crops, you must tie your cows and bring grasses!

If devolution of power fails, the next is that the three nations known as Biafra nation; Yoruba nation and Hausa nation should be independence and will have no conference except west african conference or african conference, but in devolution of power the three nations will still have a common conference in their centre hall; so, i feel that devolution of power still have closer relationship for the three nations; eventhough that they are of different activities and productivities, they still have common conference apart from west african conference; it's just as UN where member nations go for conference, so these three nations will have a common place for conference.
If devolution of power is signed and "Biafra will have governor general" but if devolution of power is not signed yet, Biafra will still have her defacto president.
The devolution of power will grant Biafra governor general pending when Biafra will be granted full independence by voting which must be conducted within the Biafrans, to decide the people of Biafra's faith about Biafra independence.
If the Biafrans who voted for Biafra independence passed the Biafrans who didnt, then, Biafra already automatically becomes independent nation!

UN Extended invitation to Biafra group.
A group representing the interest of Igbos's agitating for the realization of Biafra has received an invitation from global body, the UNITED NATIONS (UN) to attend its next meeting in New York.
The group, Supreme Council of the Elders of Indigenous People of Biafra disclosed this to daily Sun in Nnewi at the weekend, speaking on behalf of the group; the Deputy chairman of the organisation Dr Dozie Ikedife, said, a delegation from the group would leave to New York soon, as soon as all logistic for the trip have been finalized.
When asked what agenda would be pushed at meeting; Ikedife said, we have no other agenda than: Recognition of Biafra; Recognition that we existed; Recognition that we have the rights to be given self determination which Nigeria should allow to take place!
