The reason why these highest speed available are provided to these govt offices and bank etc is because they have a higher demand with many branch offices so they bring more business to NITEL than the individual person. also for national security, oil business, communication,  financial (CBN, NSE) and more important need than just  casually surfing the net (individuals).

This means that all things being equal with years to come we should see cheaper rates, more ISP competition etc but with the nigerian factor they may say that fuel prices have made everything go up and may even use that to raise rates further.
