Official rate if you have not exceeded your transaction limit and you are using naira account. But the moment you exceed your transaction limit for foreign transactions with naira account, you will not have access to official rate. You have said it all, but do you know that the university environment is not conducive for research. Laboratories are not equipped and lecturers are poorly paid. They use their money to conduct research,publish research articles and attend conferences. Besides ASUU has an agreement with FG. Why can't FG honour signed agreement? Why owing lecturers? Do you want lecturers to teach free?
