Ebonyi easternmost? a look at the political map of Nigeria may(i use 'may' maka i suspect na ikpuru isi) help u.

They would approve it cos Ebonyi is close to the North-East(for easier attack/control by the Hausa/fulani in case of another civil war). They'd never approve a seaport or international airport in Abia or Anambra. Quote me anywhere!
