Those neighbouring African countries selling fuel #400 per litre do not have crude oil or refinery,so, you can't compare them with Nigeria,an oil giant with four refineries.

even the UAE that export x4 of what we produce has higher fuel price but the reason why it's not too high is cos the neighboring countries around them sell at almost same price. No matter how secured your border is, if fuel is cheaper, the govt can only try, people would smuggle to the next country. I grew up in badagry, I know how it works there. It's a normal hustle for guys there.

Fuel subsidy is a program that people exploit too.
Its not a scam.
If subsidy is removed, those exploits by individuals would stop and also petrol price would jump high..
