Controversy over the 2016 budget is far from over, as Senate President Bukola Saraki has moved against attempt by President Muhammadu Buhari to doctor the 2016 budget. The Senate president has therefore insisted on overriding the president’s veto at the expiration of 30 days according to the constitution. According to a source, Saraki has initially refused to attend a meeting with the vice president, Yemi Osinbajo, and the speaker of the House of Representatives, Yakubu Dogara, to solicit the assistance of the leaders of the National Assembly to include fresh details omitted by the presidency in the 2016 Appropriation Bill. But after pleading from chief of staff to President Buhari, Abba Kyari, to Saraki, he later attended the meeting where he reportedly told the vice president that, “You can’t strip us naked in public and then dress us in white robes behind closed doors. “Sorry Mr. Vice President, we cannot help you; let us continue to follow the law and abide with our constitutional duties in the interest of Nigeria,” Saraki reportedly told Osinbajo in refusal to manipulate the contents of the 2016 budget through the backdoor. Speaker Yakubu Dogara was also said to have re-echoed what Saraki said, noting clearly that the president and his top officials had repeatedly abused the fundamentals for any cordial relationship. Saraki is facing trial at the Code of Conduct Tribunal, CCT, for discrepancies observed in his asset declaration while he served as a two- term governor of Kwara State. The trial is believed to be a political witch-hunt masterminded by the presidency and some elements within the ruling All Progressives Congress, APC, who were unhappy with Saraki’s emergence as Senate president. We've No Hand In Abducted Herdsmen - Abia Community Leaders of Ngodo, Mbaugwu-Uturu community in Isikwuato Local Government Area of Abia State, have denied any involvement in the alleged abduction of five Fulani herdsmen by suspected gunmen. The herdsmen were allegedly abducted in the bush when their cattle grazed on some farmers’ crops in the community. The South East Chairman of Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), Alhaji Gidado Siddiki, who told journalists in Awka, Anambra State about the kidnap of the herdsmen, fingered the local vigilantes in the incident. In a swift reaction, the President-General of Mbaugwu-Uturu Community, Mr. Maduike Damian, refuted Siddiki’s allegation. He said: “I am on top of that situation. But that act was not carried out by our people. In fact, we have mobilised our youths to assist the police in fishing out the culprits. I married from the North and as such, I wouldn’t support any act that will bring us on a collision course with the Fulani. “In fact, the report available to me has it that there are a group of hoodlums living in that bush for about a year now. I was surprised,” Damian said. A senior Army officer involved in the military’s search for the missing herdsmen told The AUTHORITY that “in my capacity I can’t talk to the press but my commanding officer will get back to you for details. He is currently in a meeting in Ohafia.” A youth leader in the community, who would not want to be mentioned for security reasons, said they have mobilised to assist security agents to trace the victims. In his narration, Siddiki had claimed that two herdsmen were first abducted before three others were “kidnapped by a gang of vigilantes.” Siddiki said: “Some gangs who claimed to be vigilantes in Ngodo, Mbaugwu-Uturu community, Abia State, invaded the camp of two Fulani herdsmen and abducted them. Their cows, as a result, were scattered in the bush. Initially, when they didn’t return to the camp the following morning, their colleagues at a general camp thought that they missed their way. So, three persons went to search for them. Sadly, three of them were equally abducted by the same gang as they went without weapons.” According to him, “we went to Okigwe Divisional Police Station, Imo State, to report the matter but they said that that area is not under their jurisdiction. So, we went to Isikwuato Police Division, they also declined having jurisdiction there. CNN — What makes a country
happy? Is it wealth, freedom or a
trustworthy government?
According to the latest World Happiness
Report, compiled by the Sustainable
Development Solutions Network for the
United Nations, all these factors are
key, and measuring happiness is fast
becoming a good measure of social
progress. Six key factors were measured to establish a global ranking of the happiest countries; GDP per capita, social support, healthy life expectancy, freedom to make life choices, generosity and perceptions of corruption. Only five African countries rank among the top 100, and eight of the last ten overall are in Sub-Saharan Africa, having ranked very low on some of the key factors that lead to happiness. Here are the first ten African countries as they appear on the global list. 1 Algeria: Ranking number 38 on the global list of the happiest countries in the world is Algeria, North Africa. GDP per capita played a big role in this ranking, followed by social support. People in Algeria are also quite equal in terms of happiness, out of 147 countries Algeria came in at number 47 on the list showing standard deviation of happiness, where one is the most equal and 147 is the least. 2. Mauritius: Number 66 on the global list, just below Turkmenistan, is the island nation of Mauritius. In comparison to other countries on the list, the perception of corruption was much lower, but GDP per capita was still the biggest reason for the high ranking. People in Mauritius are less equal in terms of their perception of their own happiness than in Algeria, as Mauritius came in at number 64 on the list showing how equal happiness was across 147 countries. 3. Libya: Just beneath Mauritius on the global list is Libya, North Africa at number 67 out of a total of 147 countries. GDP per capita contributed slightly less to people's happiness in Libya in comparison to Mauritius, with social support being slightly more important. The inequality of happiness is high in Libya, as out of 157 countries, Libya came in at number 139 with number one being the most equal. 4. Somalia: In Somalia, unlike in any other country in the top 80 on the global list, GDP per capita was not the biggest factor affecting happiness. Instead social support and freedom to make life choices were highlighted as important in this country located in the Horn of Africa. Like Libya, Somalia has high inequality in terms of happiness, it ranked 133 on a list of deviation in happiness out of 157 countries. 5. Tunisia: The North African country of Tunisia is 98 on the list of 157 happiest countries. GDP per capita played a big part in this ranking, and compared to other countries with similar positions on the list, social support was seen as less important. In comparison to some of the other countries in the top ten happiest in Africa, happiness is more equal across Tunisia. 6. Nigeria: Nigeria, West Africa, is the 103rd happiest country in the world. GDP per capita and social support were almost exactly as important as each other to resident's happiness, with freedom to make life choices listed as slightly less important. Compared to its African counterparts, Nigeria has relative equality in terms of happiness across the country 7. Zambia: People in Zambia, in southern Africa, found that social support was slightly more important than GDP per capita. Freedom to make life choices was also a key factor, putting the country at 106 on the global list. Equality of happiness is low in Zambia, the country was listed in the 20 countries with the biggest disparity in happiness. 8. Namibia: Namibia, in southwest Africa, is ranked at 113 on the list of the world's happiest countries. GDP per capita was listed as the most important factor contributing to happiness, followed by social support and then freedom to make life choices. Equality of happiness was even lower in Namibia than in Zambia, it is among the seven countries in the world with the highest disparity in happiness. 9. Ethiopia: In Ethiopia, the GDP per capita was not a major factor in people's happiness. Social support and a healthy life expectancy were more important with freedom to make life choices having an impact too. Despite ranking lower than other African countries on the happiness list, there is less disparity in happiness across Ethiopia. 10. South Africa: In South Africa, people listed GDP per capita and social support and the major factors affecting their happiness. Happiness across the country is quite unequal, it was listed at number 93, with the country at number 157, South Sudan, having the biggest different in reported happiness. Unhappy Africa: While countries such as Algeria and Mauritius ranked reasonably high on the global list, eight of the last ten globally are in Sub-Saharan Africa: Madagascar, Tanzania, Liberia, Guinea, Rwanda, Benin, Togo and Burundi, which is at the very bottom of the list and ranked worse than Syria and Afghanistan, the countries that round up the most unfortunate 10. |

In as much as it's wrong to flee from responsibility especially patient's care, I would love the minister to STFU cos the standard of practice in all our institutions from primary to tertiary is below Zero especially for these infectious diseases. How many hospitals have protective suits? Ordinary face masks na luxury for Naija. And when you consider your hazard allowance is 5k. Every state in Nigeria should have a tertiary hospital for active management of lassa fever by now if he is a serious person and not this rubbish of sending unstable patients to Irua in Edo. |

Mind you the housemanship is compulsory with limited approved centers and it's not the same as normal job hunt where you have a choice to apply wherever and whenever. Two of the 1,191 pilgrims from Oyo State who performed this year’s Hajj were detained by the Saudi Arabian authorities for a drug-related offence. Alhaji Adeleke AbdulKareem, the Secretary, Oyo State Pilgrims Welfare Board, disclosed this in an interview with the News Agency of Nigeria (NAN) in Ibadan on Monday. Abdulkareem said the affected pilgrims were females, adding that one of them escaped while the other was still in detention. He said that the drug found with the pilgrims was Tramador, a contraband in Saudi Arabia, which the pilgrims had been warned against. The secretary also said that two other pilgrims from the state died due to ill health before Arafat Day. Abdulkareem said that the last batch of pilgrims from the state arrived Nigeria on Oct. 11. He warned pilgrims to always comply with the rules and regulation of the Saudi authorities to avoid being arrested or tarnishing the country’s image. ENUGU—Foremost teaching hospital in the south-east geopolitical zone, University of Nigeria Teaching Hospital,UNTH,Ituku-Ozalla,Enugu State,weekend, was described as a facility where simple ailments transmute to complex diseases. This is made known by the Association of Resident Doctors,ARDs which also regretted the complete collapse of the hospital management which resulted in carrying out surgeries with torch and candle lights following dysfunctional generator sets dotting the hospital. Addressing a press conference, weekend at the ARD Common Room at UNTH, President, Association of Resident Doctors, Dr. Ifedinso Ugwuoke explained that the association having exhausted all reasonable avenues to salvage the rot in the tertiary hospital, decided to shut down medical services. It also accused the Chief Medical Director, Dr. Christopher Amah of refusing to implement a written and signed agreement with Ref No: UNTH/CMD/R98C/Vol.204 dated September 15,2015 to pay resident doctors their skipping allowance as approved by the Head of Service to the Federation which other teaching hospitals in the south-east geopolitical zones are paying in full. “We have decided to embark on an indefinite strike over the entire failure in the system. The aim for which this tertiary hospital was established which is service, research and training have failed totally. UNTH being on strike is better. The hospital has been turned to a money collecting centre where patients are made to pay for oxygen when they did not use same. “In times of emergency, common investigations like HB, CT scan,blood banks tests cannot be done in the hospital. Patients are made to travel 20km to private hospitals in the metropolis to do these tests which compound a simple ailment to a complex one. In most cases,the patients die as a result. “We carry out surgeries with torch and candle lights following power failure and dysfunctional generators. It is only the poorest of the poor that now come to UNTH as a last resort. Patients are made to pay above Federal Government approved rates for receiving no services from the hospital. The public have since known that they cannot access quality medicare in UNTH which used to serve the entire south-east geopolitical zone. “The sanitary condition of the hospital where doctors perform consultation and diagnosis has made it a recipe for contagious diseases. There is no running water in the entire UNTH. That is why the Paediatrics Department has now lost its accreditation. Patients and visitors draw water from a well that is over 20 years. Water from that well is horrible to human health. A federal hospital in southeast had a capacity of about 144 as at 2003 while the state institution had a capacity of just 12 {published mdcn guidelines 2003}. Currently the same state hospital has 50 {400% increase} house officers and are working on further increasing their capacity while the federal institution currently has about 120 house officers with most of them paying for a slot. Rumors {cos of no transparency} have it they currently have a 180-200 capacity now. Most of the federal institutions take less than the approved number. These institutions cover their tracks with the false out cry of lack of funds but have refused to open their books for scrutiny. MDCN has refused to publish a revised edition of the guidelines for practice since 2003. Hope they are not aiding these thieves in making life miserable for the young graduates. |
