Rivers State Governor, Nyesom Ezenwo Wike has set up a Judicial Commission of Inquiry to investigate the violence and killings that occurred during the March 19, rerun legislative elections in the state . In a state broadcast on Wednesday, Governor Wike said :" in order to forestall a repeat of the needless violence and fatalities in future elections I hereby establish a Judicial Commission of Enquiry to investigate the violence, killings and other related acts that occurred in parts of the State during the March 19 2016 re-run elections and make appropriate recommendations to Government for implementation." The governor noted:"The members of the Judicial Commission of Enquiry are as follows:Hon. Justice Monima Wenike Danagogo-Chairman; Venerable John Adubasim-Member, Mrs. Douye Green-Member; Barr. Joseph Zabbey-Member, Engr. Luke Nwanodi-Member,Mrs. Uche Uriri-Secretary." The governor said that as a responsible government the administration will continue to be alive to its responsibility to protect lives and property in Rivers State. He said : "I wish to assure Mr. President of our continuous commitment to do everything within our powers and resources to support the security agencies to fight crime and criminality and ensure that Rivers State is secure, safe and peaceful for people to live, enjoy and go about their legitimate social and economic activities. "Furthermore, I wish to on behalf of the State Government express my deepest sympathies to the family of the late National Youth Service Corp member, Mr. Dumiebi Samuel Okonta who unfortunately lost his life while faithfully serving the nation on election duty during the March 19, 2016 re-run elections in the State." Speaking further, Governor Wike noted :"I wish to re-emphasize that I fully share Mr. President’s position that we must as a people and as a nation exterminate the scourge of recurring flawed elections and join the rest of the civilized world in conducting relatively flawless and credible elections at all times. "I therefore call on the INEC and all other agencies in the management of the electoral process, including the political parties and the candidates, to play by the established rules and ensure that the re-run elections to be conducted in the remaining eight Local Government Areas are devoid of malpractices and violence of any kind. "Once again, I call on all eligible voters from the affected Local Government Areas to come out and freely exercise their franchise whenever the re-run elections are fixed." He described as fifth columnists all those persons, including highly placed politicians, INEC staff and security agencies who deliberately worked to sabotage the re-run elections in the state. He said such persons are enemies of progress who were out and determined to undermine the electoral process and perpetuate the old discredited ways of electioneering process. The governor said : "I wish to, with profound humility and appreciation thank you all for your peaceful conduct and effective participation in electing your representatives during the re-run legislative elections of March 19 2016 despite the provocations from some overzealous security personnel and their political collaborators. "I wish to also express my profound gratitude and loyalty to the President and Commander-in-Chief of the Federal Republic of Nigeria, His Excellency, Mohammadu Buhari for his uncompromising commitment towards entrenching a permanent culture of free, fair and credible elections in the country. "

Former governor of Rivers state, Rotimi Amaechi has swiftly reacted to the threat handed down to supporters of Peoples Democratic Party (PDP) by Governor Nyesom Wike who urged them to physically assault Amaechi. “Stop Amaechi by all means if you see him moving from one polling booth to the other on election day, besides his own in Ubima,” Wike told PDP supporters. In response to Wike’s outburst, Amaechi who said he originally planned to monitor the election from his hotel room, stated that, he would not only monitor the election but will also visit Wike’s ward. “But I hear Wike has threatened my life, that if his thugs see me on election day they should harass me. From my hotel room, I will move to his ward because of this threat, I will move to his ward so that his thugs will kill me as he directed. Wike is just threatening everybody. He threatens INEC, ad hoc staff, university lecturers and now he is threatening me. I will move to his ward, let him kill me,” Amaechi said Wike had directed the Caretaker Committee Chairman of Ikwerre local Government to physically assault the Minister of Transportation, Rotimi Amaechi, if he sees him move outside of his polling unit. Wike has also accused Amaechi and INEC National Commissioner, Mrs Amina Zakari of planning to swap authentic results from polling units with fake results on March 19, 2016. Also, Wike declared that any attempt by Amaechi to move around polling booths on election will be vehemently resisted by the people who will publicly disgrace Amaechi for violating the electoral guidelines. Speaking during the grand finale of the Rivers East Senatorial District Campaign Rally of PDP at Elele in Ikwerre LGA, Governor Wike said: “All those who plan to swap result sheets, may their souls rest in peace. Nobody will rig in Rivers State. “Anybody who thinks Amaechi will give them result sheets to swap, should be ready to swap their dead bodies. I have told the REC, you were here before, you can’t play games with me”. The governor said it is his responsibility to take steps to stop politicians from plotting to rig elections in the state with the connivance of INEC National Commissioner, Mrs Amina Zakari. He stated that the University of Port Harcourt, Vice Chancellor was compelled by Amaechi and APC leadership to draw up a list of INEC ad hoc staff dominated by former APC caretaker committee chairmen and APC members to organise the rerun elections. He announced the names of the APC leaders on the list of ad hoc staff. He noted that he had written a formal letter with proof and details to INEC national chairman, complaining of the issue. The governor said that President Muhammadu Buhari should not allow Amaechi cause crisis in the state because of his personal interest. In his remarks, national chairman of the PDP, Ali Modu Sheriff stated that Rivers state is a PDP state where the people are satisfied with the performance of the governor. Deputy national chairman of the PDP, Uche Secondus described Amaechi as a confirmed thief who stole Rivers monies which he used to finance APC national campaigns. Rivers State PDP Chairman, Bro Felix Obuah alleged that the former governor, Rotimi Amaechi is the chief sponsor of cultism in the state.

Ahead of the re-run polls scheduled by the Independent National Electoral Commission (INEC) to hold in Rivers State on Saturday, March 19th, 2016, the Rivers State Government has petitioned the governments of 50 countries of the world demanding global surveillance on the process to ensure the conduct of a free, fair and credible election in the State. The petition which was signed by the Rivers State Commissioner for Information and Communication, Dr. Austin Tam-George, and sent to the embassies of the 50 countries, read in part: “I write on behalf of the Government and people of Rivers State, Nigeria to inform you respectfully of the imminent danger posed to the peace and stability of Rivers State, by the actions and provocative utterances of the leaders of the All Progressives Congress (APC)”. The Commissioner accused APC leaders in Rivers State, notably, the Minister of Transport, Chibuike Amaechi, and Dakuku Peterside of resorting to “intimidatory tactics and openly inciting violence against members of the People Democratic Party (PDP) and anyone who hold a different political perspective in the State”. The petition stated that; “in a series of media interviews that began with an appearance on “Focus Nigeria” a live programme on African Independent Television (AIT) in Abuja, and with radio stations in Port Harcourt, Rivers State, Rotimi Amaechi, the Minister for Transportation in Nigeria continues to use language that is both inciting and dangerously divisive ”. It added that Amaechi had also publicity threatened to “flood” every polling unit in Rivers State with soldiers in a bid to rig the election in favour of the APC, and described the threat by Rotimi Amaechi to militarize the re-run polls as “alarmingly dangerous and illegal”, noting that the military had no constitutional role the country's electoral process. The petition also alerted that “homes of key leaders of People Democratic Party are being routinely raided and vandalized by Amaechi’s goons, and plans have already been perfected to arrest all leaders of the PDP in Rivers State 48 hours to the election”. The Rivers State Government expressed disappointment over the fact that repeated appeals to the President to call Mr. Amaechi to order had gone unheeded, and warned that the eruption of violence in a state like Rivers, with “multi ethnic fault lines could cripple Nigeria’s ailing economy, and reverberate across the country borders”. The petition further called on the international community to; “urgently initiate and maintain pressure on the Federal Government of Nigeria to allow free, fair and violence free elections in Rivers State”. The petition was sent to the governments of the United States, Australia, China, the European Union, the Chairman of the African Union, among others.
