Politics › 27 Nov Of The Nation Newspaper Quotes By Oyedepo About Buhari Death by KEVIND(op): 1:59pm On Dec 03, 2018
By Olatunji Dare.
“Matters miscellaneous,” as many a fellow commentator has graciously acknowledged, is the platform I patented back in my days at Rutam House for attending to a glut of occurrences in broad strokes and short takes, lest the people who make and the people who consume the news feel neglected.
Here, in all its eclecticism, is the bulletin du jour.
“Buhari’s Double”
In journalistic reckoning, the case of Buhari’s Double has to be the top item.
Since 2017, so goes the tale reportedly originated by the fugitive leader of the Indigenous Peoples of Biafra (IPOB) Nigeria has been ruled by a Buhari look-alike, Jubril al Sudan, a native of Sudan — or Niger, take your pick. Buhari had died in the UK in 2017, where he was undergoing medical treatment. Notwithstanding the fact that Queen Elizabeth had sent a message of condolence to the Nigerian government, the entrenched Cabal in Aso Rock had procured a Buhari double in Sudan, and pressed him into service as Nigeria’s president.
Despite occasional stumbles and apparent loss of memory, the transition had gone so smoothly that the only tell-tale sign of the infernal switch was a scar on Jubril’s left earlobe that was not a part of Buhari’s profile.
Kanu, or whoever began the tale, and those who have been peddling it, should update their material.
I can report authoritatively that representatives of the Jubril family, having discovered the gigantic swindle, suddenly showed up in Abuja the other day and demanded to be compensated with a power-sharing arrangement at the federal level in perpetuity, plus 50 percent of Nigeria’s oil revenues for ten years in the first instance. Failing this, they warned, they would tell their story to the whole world.
I can also reveal that the Nigerian authorities have entered into frantic negotiations with Jubril’s family to head off what is sure to earn a double entry in the Guinness Book of Records as the world’s Dirtiest and Worst-kept Secret. The UK authorities are mediating.
Meanwhile, dependable sources tell me that Abuja is close to unraveling the true identity of the fake Jew parading himself on faked foreign soil as Nnamdi Kanu.

Politics › 91 Political Parties Threaten to Boycott Elections If Buhari Fails to Sign Elect by KEVIND(op):
The national chairmen of 91 political parties on the platform of Inter Party Advisory Council (IPAC) have resolved to pull out of the 2019 general election if the amendment to the Electoral Act is not signed.

At a meeting on Friday at the INEC Electoral Institute, Abuja, which had in attendance over 70 national chairmen of political parties in Nigeria, a vote of confidence was passed on the Chairman of IPAC, Peter Ameh, and the executive.

The political parties’ leaders reviewed issues concerning the 2019 general elections as well as the IPAC leadership.

They unanimously resolved that in view of the fact that Nigerians yearn for free, fair and credible elections next year, which the new Electoral Act Amendment Bll before the President Buhari guaranteed, they were calling for the passage of the bill.

“We, as major stakeholders in the electoral process, call on the President to sign the Bill into law. Should he refuse, then we will not be part of the electoral process in 2019 that doesn’t promise credibility and fairness,” they declared.

In a statement issued by the National Publicity Secretary of IPAC, Ikenga Ugochinyere, the council said that delay and refusal to sign the bill will throw the country into the worst bloody electoral conquest and put INEC in a tight situation that will make free and credible election impossible in 2019.

The council noted that they appreciated the efforts of the INEC Chairman, Prof Mahmoud Yakubu, towards having a credible polls. They also resolved to work closely with INEC towards ensuring a free and fair eection in 2019.

However, they expressed concerns over the tensed political mood in the country, the issues of police neutrality during the exercise and resolved to seek audience with Inspector General of Police Ibrahim Idris to allay their fears regarding the role of the police in the upcoming elections.

Politics › Boko Haram Releases Disturbing Video Of Bloody Battle With Nigerian Soldiers by KEVIND(op): 5:14pm On Nov 23, 2018
A disturbing video released on Thursday by Boko Haram shows how the terrorists carried out the attack on a military formation, killing a large number of Nigerian soldiers.

The video was released shortly after PREMIUM TIMES published an exclusive report in which a soldier who survived the attack at Metele military base in Guzamala local government of Borno State, detailed how about 70 soldiers lost their lives in the battle with the insurgents.

The National Assembly on Thursday suspended plenary in honour of the fallen soldiers, even as a cross-section of Nigerians expressed concerns about the worsening state of insecurity in the country.

In an extremely graphic video believed to have been released by the ISWAP faction of the Boko Haram, the insurgents were seen attacking a military base at a bush hat was littered with bloody corpses of Nigerian soldiers.

The five minutes and 32 seconds video started with an Arabic male voice playing over clips of video footage showing a large number of assembled Boko Haram members who were all kitted in military desert combat fatigue. The gathered insurgents formed a circle around a burning fire while taking instruction from a commander standing in their midst before setting out for the operation.

The footage later showed the armed insurgents in a convoy of Hilux vehicles and gun trucks heading towards the location of the attack.

Shortly after that, the video showed the Boko Haram gunmen advancing into a military camp that was fortified with trenches while shooting sporadically.

The gunmen were not seen encountering any form of serious resistance as they made their way into the military base believed to be Metele. The attackers were seen walking over corpses of soldiers while shooting different calibres of guns and warheads.

Some soldiers were seen at a distance firing back at the invading Boko Haram fighters from trenches before they were all gunned down. A close-up shot showed the soldiers lying dead inside the trenches.

At a point in the video, the insurgents were seen walking over the corpses of fallen soldiers, shooting at them at close range and retrieving the rifles even as they also searched their p pockets for valuables.

A seemingly dead soldier was seen still holding onto his rifle before a Boko Haram gunman arrived to fire at his corpse and yanked the gun off his cold grip.

An injured fair-skinned soldier who appeared to be in his early fifties was also seen being taken away by the Boko Haram fighters towards the end of the video. The soldier who was still carrying a sack bag over his shoulder was later placed behind a pickup van as the insurgents drove him away to an unknown destination.

The insurgents, most of whom were shown wearing hoods to cover their faces, were seen boarding a vehicle belonging to the Nigerian military.

A male voice speaking in Arabic said: “People should embrace the fear of God in all their dealings, and fear the wrath of God on the day of resurrection. Your ticket to paradise is here in this world; your deeds will decide which part of heaven you will find yourselves – either in heaven or in hell depends on your good deeds and bad deeds.

“So people should strive to hold onto the injunctions of God.

“Remember that God watches all your deeds and accurate accounts are being taken. You cannot be victorious in the sight of Allah unless you wish for your brother that which you wish for yourself.

“If you do not do this, know that your worship is worthless.

“In every society there are infidels and evil-doers; hence people should stay clear from them and their bad deeds to avoid the wrath of God even here on earth.”

The Boko Haram insurgency in North-eastern Nigeria has continued despite the efforts of Nigerian security forces who have limited the insusrgents to three North-east states of Adamawa, Borno and Yobe.

About 100,000 people have died in the insurgency since 2009, according to the Borno State Government.

Politics › Re: CBN Confirms Buhari Gov’t Withdrew $3.2bn From NLNG Dividend Account In 3 Years by KEVIND: 4:21pm On Nov 23, 2018
The massive looting going on under Buhari govt is unprecedented.
Politics › How NNPC, Finance Minister Withdrew $3.12 Billion From NLNG Account – CBN by KEVIND(op): 10:55am On Nov 23, 2018
Twenty-two withdrawals totalling $3.12 billion were made from the Nigerian Liquefied Natural Gas (NLNG) dividends account domiciled in the Central Bank of Nigeria (CBN) in the last three years.

This is according to documents submitted to the Senate Committee on Gas Resources by the CBN in Abuja on Thursday.

Chairman of the committee, Bassey Akpan, read out the figures when officials of the CBN and the Nigerian National Petroleum Corporation (NNPC) appeared before the committee.

NAN reports that the committee was looking into the 1.05 billion dollars that the NNPC admitted withdrawing from the NLNG dividend account to “augment under-recoveries” in the importation of petrol.

NLNG is a gas firm jointly owned by the federal government and three multinational oil companies namely Shell, Total and Eni.

The NNPC, which represents the government in the gas company, holds 49 per cent of the shares.

Shell owns 25.6 per cent, Total 15 per cent and Eni 10.4 per cent.

The lawmakers are angry that the NNPC acted beyond its powers by unilaterally drawing from the NLNG dividends, without recourse to the National Assembly or other tiers of government.

According to them, dividends from the NLNG are supposed to be paid into the Consolidated Revenue Fund of the Federation, to be shared among the federal, state and local governments.

But the Group Managing Director of the NNPC, Maikanti Baru, told the Senators recently that the corporation acted in line with its establishment act.

According to Mr Baru, Section 7 (4) (b) of NNPC Act empowers the corporation to fund its operations from revenues generated by it.

He said the action was necessitated by the need to sustain the supply of petrol across the country following the withdrawal of independent oil marketers from importation after the stoppage of fuel subsidy in 2016.

At Thursday’s hearing, MR Akpan directed the NNPC, represented by its Chief Financial Officer, Isiaka Abdulrazak, to furnish the committee with all the originating mandates for the 22 withdrawals.

The senator gave the directive after Mr Abdulrazak said upon enquiry from the lawmakers, that the NNPC was the operator of the account.

However, a new twist was added to the matter when Mr Akpan asked the CBN’s Acting Director of Banking Services, Christopher Olomukoro, whether authorisation for withdrawal from the account came from any other entity or government official other than the NNPC.

Mr Olumokoro answered in the affirmative, saying the CBN “also accepts withdrawal mandates from the Minister of Finance”.

“So, who runs the account? Is it a joint account between the NNPC and the Federal Ministry of Finance?” Mr Akpan asked.

The CBN director answered: “No, but the issue here is that the Honourable Minister of Finance also has the power to submit mandates in respect of that account.”

At this point, Mr Akpan said out of the 22 withdrawals, the CBN submitted mandates for only seven, which he said came from the NNPC.

He wondered why the mandates from the minister of finance were not included.

This elicited reactions from members of the committee, who requested for all the 22 withdrawal mandates in custody of the CBN from both the minister and NNPC.

They also directed the NNPC to provide the originating mandates and letters of approvals for its withdrawals from the account.

The committee gave the agencies till November 30 to provide the documents and adjourned sitting till December 4.

Politics › Okorocha Calls For The Arrest Of Oshiomole by KEVIND(op): 8:29am On Nov 11, 2018
The Governor Rochas Okorocha’s preferred successor, Uche Nwosu’s campaign Director, Chidi Ibe Saturday called for the arrest of National chairman of the All Progressives Congress, APC.
Adams Oshiomole.

Ibe was reacting to newsmen in Owerri, on the report that Senator Hope Uzodimma’s name had been published as the authentic governorship candidate of the 2019 APC, guber candidate.
Recall that Uzodimma’s name was lately published in the night on Friday, hours after other names of governorship candidates in Imo state, of the various political parties were published by the Independent National Electoral Commission, INEC, were displayed.

Nwosu through his Director General of Ugwumba Uche Nwosu campaign Organization, Chidi Ibe, described it as a rumour and demanded for the arrest of those behind the event that led to the display of Uzodimma’s name.

According to Ibe, “I am briefing you as partners of progress to brief you as those in the process of making this country better. I want to tell you that Nwosu is our candidate and our candidate of the election that will come up soon.

“This is against the rumour that is making round that Nwosu will leave the party, what Uzodimma and his supporters are doing.

“They cannot truncate the mandate given to Nwosu. We will do everything possible to stop them from taking away the mandate of the Imo people given to Nwosu.”

He recalled that, “Remember Gulark briefed us that the election will hold the next day and by 4am, Gulark absconded and went to Abuja, and announced the result, which the National chairman disbanded and another committee was set up.

“The NWC, set up another committee and at the end of the Ibrahim Agbabiaka governorship primaries, the NWC, upheld the results which Nwosu was declared as the winner.

“As a member of APC, we want to tell you that our principal has not chicken out and we have not seen any reason why an individual should come and truncate the ambition of a young man. Nwosu has not left APC, and will never leave APC. A non card carrying member cannot come and win the candidate of our party.”

In the thinking of Nwosu, “The National chairman of APC, Adams Oshiomole, had not told us his interest in Imo state, Oshiomole’s interest cannot jeopardize the interest of the people of Imo state. The voice of the national chairman cannot end the mandate of the people. Infact him and Gulark should be arrested for what is happening in Imo.

“We cannot watch someone who has no structure to come and jeopardize the interest of the people of Imo state. We had a primary election and Imo people came out and voted for Nwosu and we should ask where is the result of that election.

“What Imo people need is someone who has the capacity to continue the developmental projects in Imo state. We cannot watch somebody whose life has been characterized with fraud to come and take over our mandate.

“We want to know why somebody should contest the senatorial election and also contest the the governorship election and we say that we have a constitution. We want the president to address this situation.”

In the video below, while being questioned at the US Institute for Peace during his visit, Pauline Baker, the President Emeritus of The Fund for Peace, who inquired about security in the Niger Delta area. The exact wording of her question was: "My question relates to another area of Nigeria that hasn't gotten a lot of attention during this trip and that is the Niger Delta. It's a challenge that you are going to face. I wonder if you would tell us how you intend to approach it with particular reference to the amnesty, bunkering, and inclusive development?"

President Buhari seemed to struggle with the question and at what point needed some assistance from Mr. Carson. President Buhari looked at Mr. Carson with a puzzled expression and said, “inclusive?”

“Inclusive government…including women, youth” Mr. Carson responded to President Buhari. “I see,” the President finally said.

Politics › REVEALED: Soldiers Took To Their Heels When Boko Haram Attacked Dalori IDP Camp by KEVIND(op): 7:08am On Nov 06, 2018
“The soldiers ran away. Even the Police, Civil Defence and Immigrations officials in that area, they all ran away. In fact, the soldiers took off before the IDPs. The soldiers were not plenty; they were not more than 10, so really I would not blame them. However, the BH guys were so many — probably close to 100. But the soldiers are not to blame; they were simply outnumbered.”

Boko Haram succeeded in raiding an Internally Displaced Persons (IDP) camp in Dalori, Borno State, on Wednesday night because the soldiers manning the place took to their heels the moment the insurgents arrived in their scores, SaharaReporters has been told.
For two hours on Saturday, the camp, which hosts 12,600 civilians seeking refuge there after having fled the violence in north-east, came under heavy attack, at the end of which at least eight people were killed and some women abducted.

Speaking very briefly with SaharaReporters on Monday, a displaced person who witnessed the attack said the soldiers were outnumbered and would likely have all been killed had they stayed back.

“That camp is close to Dalori 1 and it’s on Bama Road. It is not far from Maiduguri even though it’s in Konduga Local Government; it’s still Maiduguri. Therefore, we all thought we were safe,” said the IDP.

“There are soldiers, Police, Immigrations and Civil Defence officials all in the camp, yet those Boko Haram guys entered the camp, burnt the tent, burnt the village adjacent the camp and even a checkpoint in that area. Those BH guys ran their operation for two hours, from 7:30pm to about 9:30pm. The Army only showed up after 10:00pm.

SaharaReporters also understands that the attack shook the international humanitarian community; since the camp is in state capital, there is now heightened worry about the safety of aid workers — particularly in the light of Boko Haram’s recent murder of healthcare workers it kidnapped earlier in the year.

After the attack, the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) issued a statement asking the Nigerian government to “improve on its duty of protecting the people from such hostilities”.

“Boko Haram carried out the attack on the camp adjacent to Dalori village and on four surrounding communities after dark, killing at least eight people and injuring dozens more, kidnapping women, and burning and looting homes, shelters and food stocks. Hundreds have also been displaced as a result, according to the National Emergency Management Agency,” read the statement, issued by Samantha Newport, OCHA’s Head of Communication, on behalf of Edward Kallon, the UN Humanitarian Coordinator in Nigeria.

“I urge the Government of Nigeria to step up the protection of innocent people. Attacks on camps for internally displaced people threaten these innocent women, children and men who have already fled their homes as a result of the ongoing conflict.”
More than 20 aid organisations are providing assistance including food, safe water, sanitation, medicine and shelter to thousands of people in the north-east.

Politics › I Neither Demolished Mosques Nor Sent Hausa Out Of Anambra — Obi by KEVIND(op): 9:17am On Nov 02, 2018
FORMER Governor of Anambra State and Vice-Presidential candidate of the Peoples Democratic Party, Mr. Peter Obi has described as sheer fabrication, wicked and inhuman, the allegation being circulated by the opposition that he demolished mosques when he was governor of Anambra State; snubbed the Sultan, Alhaji Muhammadu Sa’ad Abubakar III; drove the Hausa away from Anambra State and shunned the then Minister of Finance, Dr. Shamsuddeen Usman’s attempt at mediation and did not visit schools in the North.

Responding to journalists’ questions at Southern Sun, Lagos yesterday, Obi regretted that rather than some political elites focusing on resolving the plight of several millions of Nigerians without livelihood, over 10 million of out-of-school children and many more of unemployed youths, they are busy engaged in emitting hate speeches and spreading concocted falsehoods in their desperation to be elected into public offices so that they will continue with impoverishing the nation and the generality of the people.

Obi said: “As a matter of fact, the mosque at Onitsha was destroyed before I became governor.
Describing the allegation that he snubbed the Sultan of Sokoto who was in the State as ridiculous, Obi asserted that irresponsibility and disrespect for elders and leaders were not in his character.
According to him, “The irony of this concoction is that I have been a friend of His Eminence, the Sultan right from my first year at the University of Nigeria, Nsukka, in 1980 through his tenure as Nigeria’s Defence Attaché in Pakistan till the present. “The fact is that the visit of his Eminence, during which I was alleged to have snubbed him was purely a courtesy call after which I personally accompanied him to see the Obi of Onitsha, Obi Alfred Achebe with whom he had a meeting. I also requested His Eminence to visit the Hausa community in the state during which I offered to rebuild and subsequently gave them the funds for that purpose.”

Education › 10 Dept Where It Is Near Impossible To Bag First Class In ABU by KEVIND(op):
Ahmadu Bello University, ABU is one of the foremost educational higher institutions in Nigeria.
It is a school with rich history, facilities and respectable alumni.
Currently, ABU is the best university in the country and only the best graduating student of the school was recently awarded a scholarship by the Nigerian National Petroleum Corporation, NNPC while others were ignored.

This school has produced many professional, governors and a president. The late Umar Musa Yaradua was an alumnus of the school.
However, the rich profile of this university is not in consonance with the profile of some departments and their courses in the school.

These departments are infamous for not producing first class students because the lecturers always tell them it is near impossible possible to graduate with distinction.
So, if you want to study any of these courses and you are determined to graduate with first class, Ahmadu Bello University might not be the right choice for you.

Art and Social Science:

This department according to a student simply identified as Austin usually prepares the minds of new intakes that it is not possible to have first class in Ahmadu Bello University. And if you work hard to finish with first class, just be ready to accept your second class upper because the rule here is it is not possible to graduate with a distinction.
In other words, first class is a no-go area for Art and Social Science students at Ahmadu Bello University.

Quantity Surveying:

The story about the dearth of first class graduates in the Department of Quantity Surveying in ABU is a popular one. Almost all the students in the school know that the governor of Kaduna state, Mallam Nasir El-Rufai is the last person to finish with distinction in the department.
However, contrary to the popular belief after El-Rufai, another student, Tsaku Joseph Ombugadu finished from the department in 2016 with first class degree.

Sociology:

The students studying Sociology must have lost interest in knowing the last time their department produced a first class graduate. According to Abubakar, a year one student of the department, there is a story that the last distinction graduate of the department is currently the Head of Sociology Department.

Architecture:

This course which is largely about technical drawings has over the years proved to be very difficult for the students. Although according to a student, the department produced one distinction student recently after so many years.

While some of the students opined that the dearth of first-class graduates in the department is attributable to the cumbersomeness of their module.
Adeleye Azeez, a postgraduate student of the university believes some students studying Architecture in the University do not have the background knowledge in technical drawing.
He added that some of them spent their first year learning how to draw when they should be concentrating their attention on how to make As in all examinations. And that explains why a department like Architecture is not producing first class graduates in ABU.
Most of these 'curses' are in the Faculty of Sciences, where lecturers make it known to students that it is not possible to graduate with first class.

Chemistry:

Chemistry in some Universities is a dreaded course. Obafemi Awolowo Chemistry students can relate. Ahmadu Bello University students too have the same fear about Chemistry not because it is so difficult to pass but because some lecturers make it difficult to pass.

Mathematics:

Mathematics in ABU is also a curse no student has been able to overcome with a first-class academic performance in so many years.

Physics:

The Department of Physics like Chemistry in ABU is just an entity that makes it known that the best a student can get is 2.1.

Statistics:

Like all other science courses in ABU, the statistics say you can not graduate with a first class if you are in this department.

Biochemistry:

The last time this department had a distinction student was 1999 according to Omotayo Oluokun, who graduated from the department.

Veterinary Medicine:

Veterinary Medicine department is also one of the establishments in Ahmadu Bello University that glorify failure.
Stories of faculties and departments that are not producing first-class students abound in Nigeria. Almost all universities have one department or the other that is proud of its drought in the production of distinctive students.

We hope this will change now that Ahmadu Bello University is the best in Nigeria, for no one expects the best educational institution to have a stained profile except the Head of these departments want to admit that none of their students has proved to be exceptional in the last few years.

Business › Businesses Groan As Diesel Hits N250 Per Litre by KEVIND(op): 8:24am On Oct 24, 2018
The price of Automotive Gas Oil, also known as diesel , has risen to a high of N 250 per litre, with businesses taking a beating on the back of rising energy costs .

Many businesses in the country rely heavily on diesel -powered generators for electricity as power supply from the national grid remains poor .
Our correspondent observed on Monday that some filling stations in Lagos had increased the pump price of diesel to N250 , while many others sold it at around N 230 -N 245 .

The average price paid by consumers for diesel increased by 1. 76 per cent month- on -month and 14 .52 per cent year -on - year to N211 .64 per litre in September from to N 207 .98 in August , according to the National Bureau of Statistics .

It said states with the highest average price were Borno ( N245 . 83 ) , Taraba ( N235 ) and Sokoto ( N228 . 33 ) , while those with the lowest average price were Edo ( N 197 .28 ) , Katsina ( N195 .63 ) and Rivers ( N190 ) .

The Chief Executive Officer/ Executive Secretary , Major Oil Marketers Association of Nigeria , Mr Clement Isong , in an interview with our correspondent , attributed the diesel price hike to the increase in global crude oil prices and inadequate access to foreign exchange at competitive rates by private marketers .

Unlike Premium Motor Spirit ( petrol ) , diesel has been deregulated and its pump price is adjusted to reflect the reality in the global crude oil markets . International oil benchmark , Brent crude , recently rose to a high of $ 86 per barrel.

“The challenge in Nigeria is that MOMAN members struggle to access forex at competitive rates . If you are going to access forex at N 360 -N 361 / $1 , then your imports will be uncompetitive ; when the NNPC , or whoever else is importing , has access to forex at $ 305 . So , if they try to import , the landing cost of the product will be uncompetitive . They are not importing now because if they do so , they will lose money,” Isong explained .

The Director General, Lagos Chamber of Commerce and Industry , Mr Muda Yusuf , described the impact of the diesel price hike on businesses as “very severe .”
“Our members have been raising concerns about this . Any time there is increase in crude oil price , the flip side for us in the private sector is increase in energy cost . It is a major issue ; some businesses consume a lot of energy like those in the manufacturing sector ; even hotels and hospitals , they run almost permanently on generators . So , the impact of the diesel price hike will be very high ,” Yusuf told our correspondent .

He added , “The high oil price also heavily penalises businesses because their energy costs go up significantly and that affects the cost of production ; it affects their prices , sales , turnover and profits . It has a chain effect on their operation . So , it is something to worry about .
“ If we our refineries are working well, we would not be subjected to this kind of skyrocketing cost of diesel . ”

The LCCI DG said the availability of regular power supply would have helped to reduce the dependence on diesel -powered generators by businesses, adding that the power sector reform had not proved to be successful .

The Vice-President , Industries , Association of Small Business Owners of Nigeria , Mr Kayode Okanrende , said , “Unfortunately this ( diesel price hike ) is happening at a time when we still believe there is a recession ; when we believe that the populace hasn ’t got purchasing power to even buy . So , we are constrained to increase prices and yet our costs are increasing .

“In effect , we are torn between the devil and the deep blue sea. What do you do ? Lay off staff or negotiate reduction of salaries when people are even crying that the salaries are not even enough to meet their basic needs . We would have been happy if we don ’t have to buy diesel ; if energy supply had increased .

“Unfortunately , power supply is not increasing ; it is virtually even decreasing . So , in effect , what we are doing is that we are killing the so -called real sector . The cost of diesel now is coming to nail the coffin of an ailing industry . ”

Okanrende noted that the government should work to ensure the production of diesel in the country , adding, “For as long as we are relying on importation , many vagaries will affect it, which the government has no control over . It is a sad thing that even though we have the crude here , we are still having to rely on other countries to supply diesel to us .”

Politics › How $350m Disappeared From NNPC Remittances To CBN In 4 Months by KEVIND(op): 7:11am On Oct 24, 2018
*No trace of remittances for November, December 2017

* Gas Monetised, Excess Crude suspicious fleecing sub-head

Posers have continued to arise on the whereabouts of the sum of $350 million which the Nigerian National Petroleum Corporation (NNPC)provided for or instructed to be transferred to the Joint Venture Cash Call account domiciled in the Central Bank of Nigeria (CBN) in April, May, November and December 2017.

Although this amount was reflected in the Summary of Receipts and Transfers to the Federation Account (FAAC of Jan 2013 – FAAC Month of December, 2017), financial statement prepared by the NNPC which the apex bank claimed it remitted within the period, there are obvious discrepancies in a corresponding statement by the apex bank within the same period.

CBN’s International Funds Office, Banking and Payments Systems Department’s Summary of Oil and Gas, PPT, Royalty, Taxes and other Receipts statement of account for the period, did not reflect same amount of money as indicated in the NNPC’s financial statement, The AUTHORITY learnt.

Our findings showed that whereas NNPC declared that it transferred $267,114,121.56 in April, 2017, what was reflected on the CBN statement within the same period was only $112,149,637.51, leaving a balance of $154,964,484.05, an amount yet to be explained by officials of the two organisations.

Similarly, the NNPC claimed in the FAAC document that it handed over the sum of $142,120,935.54 to the CBN, but the CBN International Funds Office in its statement, credited only $66,666,666.67, with $75,454,268.87 unaccounted for.
In fact, what The AUTHORITY unearthed as to what transpired in the months of November and December 2017 was more worrisome, with several unanswered questions.

It was discovered that in November 2017, the NNPC claimed it remitted the sum of $155,758,204.87 to FAAC account, but not even a dime was reflected in the CBN statement, creating the impression that the entire money was either diverted or stolen by unknown persons.

The same scenario played out in December 2017 when the NNPC in its statement said it remitted or authorised to be transferred the sum of $144,549,375.64 to the FAAC account, only for the whole amount of money to disappear into thin air as it was not reflected in the CBN statement.
With total NNPC remittance record of $709,542,637.61 for the four month period, only $178,816,304.18 was reflected by the CBN, with $530,726,333.43 unaccounted for.

The AUTHORITY found other narration in the CBN statement such as Gas Monetised and Excess Crude which never had any amount on the credit side in the CBN statement of account, but some amounts of money were recorded as payments in United States dollar under the same heading.

From our scrutiny of the statements, NNPC claimed it transferred $2,433,772,137.04 to the CBN for the credit of JVCC Account number 01270145650, whereas the CBN credited only $1,903,045,803.61 while the balance disappeared without any explanations.

It was however intriguing that even with the noticeable discrepancies on its mandates, the NNPC never complained, triggering conspiracy theory.
The AUTHORITY was unable to figure out the status of NNPC Joint VCCP Naira Cash Call Account Number 0230157141134, because despite NNPC/NAPIMS collecting over $275 million yearly between February 2016 and May 2016, the CBN continued to pay for their expenses and that of some International Oil Companies (IOCs) through the Cash Call Account above.

For the second week running, The AUTHORITY has made startling revelations on the huge fraud believed to be carried out since 2013 by yet-to-be-identified staff members of the CBN, the NNPC and some local and foreign oil companies.
The medium’s instincts on the presumed fraud were triggered after a painstaking analysis of copies of the statements of account of the CBN between 2013 and 2017 which showed evident existence of mind-boggling financial sleaze involving payments into bank accounts that are patently fraudulent or do not exist at all.

It was further discovered that some of the bank accounts into which the fraudulent monies were paid into were either eight, nine, 11 or 13 digit bank account numbers, contrary to the 10 digit bank account numbers legislated by the CBN before the introduction of Bank Verification Numbers (BVN) for all account holders in the country, including private and corporate accounts.

For example, on 23rd September, 2015, CBN paid N6,858,148,250, classified as “JVC Cash Call payment to NNPC/SPDC/EPNL/NAOC Joint Venture for September 2015, into account number 00102463574, purportedly domiciled at the First Bank of Nigeria Plc.”

The above stated account number is curious being 11 digit account number. It is most likely to be illegal at the time of the transaction, because CBN 10 digit account numbers had effectively taken root.
A series of suspicious payments were made to a company called OGIDIGBEN, with account number 16868437.

This eight digit account number received six payments of N31,293,855 on each occasion on March 13, 2015, totalling N187,763,130.
There was no evidence of bank name in respect to the above-mentioned payments in the CBN Statement of Account under reference.

It was also discovered that this same amount of N187,763,130 was withdrawn from the CBN Dollar Cash Call Account domiciled in the JP Morgan Bank on 7th March, 2015 in dollars and indicated as $957,975.15 and credited to the Naira Cash Call Account on 18th March, 2015 as equivalent of N187,763,130.
Another suspicious bank account operated by either the CBN, NNPC or other public agencies have responded to The AUTHORITY’s enquiries on this issue.
