Well the VO would probably know but then it's not his/her job to choose your school for you, if you actually want to go there which isn't advisable all you need do is prepare very well for your interview. Convincing the VO is all the interview is about.

you do not need to go through school as you are qualified for Permanent Residence. You can go through that route as it is cheaper.

GRE is graduate record examination for those who are going for msc degree and also want free fall money from their school of choice because it is used to determine scholarship

Ielts means International English Language Testing System and it's used to know if applicant is proficient enough in English language especially for those whose first language is not English and can be used together with GRE to get funding specifically for those who want to lecture student as their job in the school

You need to work hard by search for schools who give out funding and apply to those school and it will be good if you write GRE because it will help you to secure scholarship or GA

Where do y'all think the the visa officers and others get applicants tricks from... Be professional about infos you give out... with a study visa you're only permitted to work 20 hrs a week or whatever and if you're willing to tell more make that private... I think that's better... I actually applied to another university too Pennstate but they said i shld pay tuition of $46k before they can send my I20. So i had to go with the community college who sent the i20
