The nigeran police force does not make laws.

They enforce and protect the laws enacted by the national assembly.

For vehicles, the law that controls their use and other details about them including appearance is in the road traffic act.

The road traffic act also stipulates what colours you cannot paint your car, what colour of number plate you will use, where to affix your vehicle license sticker, who to apply to for change of vehicle color.

The NPF does not make laws with regards to vehicles or properties or the likes.

Know this and know peace.

Knowledge is power my good friend. Arm yourself with it and stop encouraging these men in uniform.

I am still waiting for the law that gave the Nigerian police the right to issue and approve tinted permits.

The tinted permits issuance was stopped because it was not supposed to be in the first place.

If any state or local govt modifies it's laws on the road traffic act (as Lagos has done), it may choose to indicate clearly the conditions for obtaining a tint permit. So far, none has done anything about tint. Until they do, the police has no right under the constitution to harass you over tint permit.

If the police takes a driver to court over the tint issues, which section of the Nigerian constitution will it cite as the contravention?

Have you seen the list of offences in the road traffic act and the act that set up the FRSC and their fines?

Is tint or tint permit there?

Your guess is as good as mine

And no worry about me, I use the road regularly, south south to south east, south east to south west and south west to south east na my regular routes and I encounter all manner of policemen.

If a 5 hour delay is your justification for giving and encouraging bribes, then continue but please do not advice others to do same.

You make the roads more stressful for the rest of us by making these policemen feel entitled..

The law restricting tinted glass in vehicles was a military decree self-contained not as part of the road traffic laws.
I particularly think it is a useless law and should just be repealed.

Oh certainly reinforcement will not be replaced with structural steel sections in RCS since concrete almost has zero tension capacity. Rather R.C and SS can be designed together to work together as you have expatiated. I totally understand you now.

You actually missed the original question i was replying to.

The question was if a structural steel member can be used to replace reinforcement steel in a reinforced concrete design?

In composite design, the structural steel and reinforced concrete are independent of each other but used together to achieve a combined and greater load carrying ability.

The second picture you posted has A, B C and D composite structural members having both reinforced concrete and structural steel. All four structural members carry reinforcement steel and structural steel. What the original question asked was if the reinforcement steel could be removed and then the structural steel serves as reinforcement to the concrete.

Removing the reinforcement steel as the op suggested will reduce the composite member to an effective structural steel member since the reinforced concrete is reduced to just concrete.

Think of it this way, op asked if a car's engine can be replaced with a horse, you are saying a car can be even made to fly.

Depth of Structural Engineering enables a mix of Structural steel with Reinforced concrete and in fact many other materials such as acrylic, carbon fiber, glass fibre, engineered lumber... you can name the rest. There exists elaborate design codes for designing and constructing these structures e.g Eurocode 4 (BS EN 1994)
It's a more common practice than you imagine and it's called RCS - Reinforced Composite Steel. Many bridge decks are RC slabs sitting on steel girders; Slab decks in some industrial buildings compose of thin concrete layer on corrugated steel sheet which acts as permanent formwork and bears tensile stress in the slab elements; Supercolumns and sometimes driven piles consists of regular R.C column with embedded steel section or in fact concrete poured in hollow steel section.

H/I beam is called Structural Steel. Others are T, L, C, Round,Hollow, rectangular beams etc.

On the other hand, there are 4 types of steel reinforcement bars for concrete.

1. Hot rolled deformed
2. Cold worked steel
3. Mild steel plain
4. Prestressing steel

These are the only reinforcement types i know used with concrete.

What you are suggesting is subject to research. I will not advice my enemy to try it.

Reinforced Concrete Design (aka RCD) and Structural Steel Design (SSD) are 2 different branches of Civil/Structural Engineering.

They two start at the same principle during analysis but end up miles apart in design. I have never seen the two being mixed at elemental level; say a beam having both concrete and structural steel.

A Structural steel section is designed to [s]replace a reinforced Concrete member entirely[/s] whether as a column, beam or other structural member. The 2 are interchangeable but together as a single member, i have never come across.

Wood is also a structural material used to replace both reinforced concrete and structural steel. Its design is also different.

Basically, i am saying if you use structural steel, concrete is not required. If you use concrete, you must choose 1 of the 4 reinforcement bars above.

Steel design will cost you an arm and a leg while the structural steel will break the bank. Concrete and wood are far cheaper compared to steel.

In the spirit of the continuous revamping of processes of public ventures and ease of making transactions which has seen the Nigerian Immigration service launch a 48-hour online visa application system for businesspersons, the Federal Road Safety Corp has introduced a new and easier way of requesting and renewing driver’s license in all the states of the federation.

The improved means which was announced by the Director-General of Bureau of Public Service, Dr Joe Abah through his Twitter handle (@DrJoeAbah) has the official costs of a driver’s license at 6,350 naira for 3 years validity and 10,450 naira for 5 years validity.

Explaining the costs and the process, Dr Joe Abah stated the price above is solely for the license and not for any other thing. In essence, the process may incur other expenses which are by no means catered for in the 6,350, and 10,450 price groups respectively.

First-time applicants are expected, as a norm, to have gone through driving school where they must have taken driving tests and issued certificates of proficiency which will allow them to apply for the license. All costs incurred during this process are not covered by the license fee.

Dr Abah explained further that it is possible for Vehicle Inspection Officers who control the issuance of driving certificates at states level to charge certain amounts on certificates, which vary per states for driving certificates, different from the license fee. The state internal revenues board may also charge certain amounts for each license. This also varies by state. Taking driving lessons and tests are the normal procedure for the procurement of a driving license. The will to fraudulently bypass this process is taken as the main reason some applicants pay touts and fake officers double the stipulated fees.

The process for renewal is similar to that of new applicants except for the tests and certificates. For renewals and new applications, motorists are to log on to www.nigeriadriverslicence.org where they would initiate their renewal and pay the appropriate fees. The data page is then to be printed and taken to the nearest FRSC office for the necessary confirmations and affirmations.

In all this, however, the interesting part is that the application can now be self-initiated, with only minor confirmations, certifications, and tests to be completed at the branches of the Federal Road Service Corp. This will not only fast-track the process of applying for a license, it blocks, to an extent, avenues for corrupt officials to extort Nigerians.

There is absolutely nothing wrong with you and your 2:2; what you need is some experience, i will advise you to look for a small firm and offer your services for free. After about 6 months to one year, the response from the firms you apply to will be different. You just need to have something on your CV and in a little while you will explode beleive me. Thats the same route i went and im a senior manager in a multinational now.

As a Civil Engineer, I understand that when you alter the alignment of the highway leading to the bridge, you automatically increase of decrease the cost of construction. In this case, I could advise the state government to reduce the length of this bridge! There are certain points of closest proximity whereby the 4th Mainland bridge could be the shortest. It is called line of best fit.

I just want to be sure contractor or financier is short-changing the government. My M.Sc project was on the Extension of the Structural Lifespan of the 3rd Mainland bridge. I discovered several troubling issues that both my professors or the professionals representing the FG on the project did not know. Truth is that the 4th Mainland doesn't have any business being that long or that costly. I am entitled to my views. No govt person should call my number!

Shallower depths also increase savings in bridge construction. The third mainland bridge was erected along the shallows of the lagoon.
Longer spans greatly reduce number and cost of pilings and construction time.
I feel compensation for demolitions is such a huge chunk of cost at times even.
When Kainji dam was constructed in mid sixties, the lake formed would flood the thousands inhabitants of Busa, they were compensated and relocated with a quarter of the Project cost of over $200 million.

It is true many Engineers are mentored by quacks. @eisteino made a very valid point about rigorous academics involved in Civil Engineering and it begins with practice indeed.
I had got site engineer job for a site in Lekki, the client (Himself the Project Manager) was slightly eccentric and most inquisitive Electrical Engineer who took quite a few electives in Civil Engineering, studies and reads so much on construction on the Internet to prep quizes to daily bombard me and the Architect about the project WHY, WHAT IF/IS, WHY NOT, HOW IS/WILL, WHICH, WHEN.
This forced me to up my critical study like for academics to ensure no falling of hand. Answers he would get would usually form bases for the following day's quiz..
That site job was my ingress to Freelance, and I by far advanced myself professionally and intellectually than where I was coming from.

Without yet running a check on FRSC's web database, the license oozes counterfeit.
*Government driver of over twenty years, and date of first license issue is 2013, no renewals?
*The driver must have patronized touts rather than due process (those VIO and FRSC officials hijacking people intended on genuine transactions) in procuring the license and was even charged extra for the fake piece because it most likely outputs in far less time.
*Having a fake license however is not a primary cause for auto crash. Whatever goals FRSC hoped to score with this attention I can't yet understand.

The arrangement will be extremely discomforting, but not undoable though if you've got the mind.
Transport to and fro with light feeding will likely cost you close to 40k
You will also meet with MAD vehicular traffic along Lekki-Ajah Road on your return daily. This will wear out most people, adding up stress levels and causing strain on human relations and work output. Trust me it's a big deal.
Ketu however has a lot of affordable one-room accommodations (Face-me-I-face-you). Alapere is adjacent Ketu (across Ikorodu Road) and there abounds these one-room spaces, cheaper supposedly.
If you explore this, your transport will be bike fares only, journey time circa 30mins.
You may give yourself a target to upgrade to flat in a year or two.
You're already on track.

I don't know what your proposed project is, I suggest you search "Raspberry pi", "Banana pi" and "Orange pi" as well. They're extremely cheap Single Board Computers and run Linux or Android for various creative users with lean resources and footprint.
p.s It's over two years I've bought stuff on AliExpress using my various debit cards. It's no big deal if you're gonna be doing same.

In case no. 1 though I've encountered at least two laptops with that symptom. In both cases it happened that the users routinely swept their rug while the pc was left on same rug. I inquired since the beeping was as a result of tiny sand grains lodged in the keyboard underneath some keys. I only popped the key and dust off the particles... No replacement.
