The prisoners that are used for such are those who are not deemed dangerous, close to parole or about to end there sentence etc. Nigeria and most African States do not have those large secured farms like it used to be in the olden days. Forcing a prisoner to labour is called slavery, then when I was at Madonna University Elele 2007 I did see prisoners wearing blue uniforms working at Elele Prison Farm while transiting from Portharcourt to Elele for academic and I'm sure they still have practice.
