The instruction was not that they never walk out of Jerusalem from the point when it was given to them. We know this because Jesus Christ of Israel, the one who gave them the instructions, led them out of Jerusalem towards Bethany himself.  45 Then Jesus helped the followers understand these Scriptures about him. 46 Jesus said to them, “It is written that the Messiah would be killed and rise from death on the third day. 47-48 You saw these things happen—you are witnesses.
