What a confused human, you still dealing with MC Oluomo directly/indirectly if you're still going to be using the parks and garages in the distributions of the ballot papers.

Two things are involves here:
1 - Is either this touts thumb prints APC on all the ballot papers before handing them over to INEC officials , which is more likely to be the case here.
I witnessed same when Adedibu was still alive, he took all ballot paper to his compound in Molete and instructed the thugs to be thumb printing at will OR

2- They only deliver to designated places as directed by the Jagaban himself

The northerners keep winning when it comes to politics in Nigeria. After ruling the country from inception, they are still ruling and/or may continue to rule till end.

All major parties participating in the forthcoming election have a Northerner either as the presidential aspirant or the VP hence Nigeria still under their spell.

The southerners, westerners and easterners always believe the Northerners are illiterates and have a backward social norms, yet the illiterates are still the one ruling from inceptions. This is not to throw any ethnics shade but to let all and sundry know how smart the northern folks operates when it comes to politics in Nigeria.

It's a win win situation for them no matter who wins the forthcoming election among the 3 major parties. This shows the brilliancy of the North when it comes to politicking in Nigeria.
