Rules of engagement do not normally dictate how a result is to be achieved, but will indicate what measures may be unacceptable, with that said, the security drafted to Mrs Fayemi were not Riot policemen walking around with rubber bullets. We all know Nigerian institutions and cultism are synonymous, and won't be surprised if some of the students had weapons with live ammunitions
