Hello nairalander, what do I do in this situation?

I enrolled for NIN many years back, around 2013. I was given the invoice and I left as I saw other people who collected the invoice leaving. I never knew I was supposed to be given another slip which should serve as temporary NIN. I have always thought that the slip issued to me that day was the temporary one until I wanted to use it in the bank as an ID. The bank staff told me that it was not valid and that I should go and collect the temporary one.
Now the problem is that this is many years later, I enrolled in IMO state and I am now in Lagos. One certain time that I was in IMO, I tried going to their office but the security guard refused to let me in, he said unless I received a message from them to come and collect the plastic ID.

Please can I enroll for another one? I heard it's only once that an individual can enroll. I am stucked and not knowing what to do. Most times when applying for work, I will be asked to provide my NIN and I can not because I know that the invoice I have will be rejected. Recently I was trying to register for Nigeria Immigration Service but I stopped when I got to the section to enter NIN.
Please any useful information will be highly appreciated.
