This issue of advance payment, as you explained above, can go both ways.
Some will argue, if you are sure about your work, you will be willing to invest your money in it, Upfront.
That also gives the job owner some level of confidence, that you are genuine.
It also tell the Client that you wont just collect "Advance", start misbehaving and eventually elope with his Deposit.

I for one, will never send any advance Payment to any solo Supplier/Artisan l have never met in the past or in person (exception being well established and regulated Concerns, e.g Amazon, that l can seek redress against, if things go Southwards).

There are also Tons of Suppliers/Artisans who are eager to do the job another person is still forming "indispensable" over.

The issue of Security of an Artisan/Supplier, has nothing to do with whether you collect some Advance payment or not.
It is completely separate.
There are ways you can mitigate the danger associated with your Safety, as a travelling service provider, without using Advance Deposit as a barrier to your getting the Job.
For example,
- Having well-defined address of where you are going before hand, so you can scout it out before hand
- Let the 'Client' give you his verifiable (Called identifiable) Phone Number.
- Asking where the Client got your details (in a friendly manner) or if it was a Referral from somewhere.
- Not going alone. if possible, you go with someone who then stays out of the picture initially, until you are certain you are dealing with genuine people, before he shows up ... or reports to the Police, if he thinks you are in danger!).
- Reporting your presence at the nearest Police Station to the Site of the Client, explaining to them your mission and who invited you and letting them know you are doing it for "safety Concerns", because you are a stranger in the environment (hopefully, Eke will not be part of the the Picture you are trying to protect yourself from, as in some circumstances that have happened!).

Painters outsource to people who mix, it's no new thing. Although it may be manually done or with mixer and they may miss up on specific additives with certain functions but with sufficient binder, it would stay on.
I would suggest you do quality as good as eagle, president or berger paint for durability.
Once painter supplies and do the application, he is the jury and the judge. He can apply it in four coats if they didn't mix quality product for him but because he can't complain to the client and the quantity can't be foolproof verified. I've mentioned some of the tricks painters use here.
But if he is trustworthy, you should tell him to compare in higher grades for external use.
I'm always available also for good quality paints at very good price.

A lot of us that were founding members of this forum, have used your Paints on our Houses and can testify to its quality.
So, we have recommended it to others, our Painters have also gone ahead to recommend it to New Clients, based on their experience.

Manual system is just setting up of the round cylinder drum ( fiber or stailess) and it will just take water from the raw water tank with the help of surface pump into the system and purified it then send it into the final tank for usage, any form of adding or dosing chemicals into this system as additional chemicals will be manual.

Now the automatic system with additional raw chemical tank with electric pump stirrer and chemical dosing pump and others fittings is semi automated one

The RO ( reverse osmosis) system is the final of all for pure drinking water, this will have all the above connection with RO machine coupled with MEMBRANE the nature of the water and number of users will determine the number of the membrane to be used.
This system also remove salt from water

It comes in fiber type and stainless type.
Nature of your water will depends on the type of chemicals to be used, although there are some popular chemicals we usually used for regular non clean water to make it consumables I.e chlorine, activated carbon, etc

We got a quote from someone on another forum and he listed Calcites, 13"Fiberglass, Filter HOUSING, dmi carbon, resin, sand, granite, etc and 4 membrane reverse osmosis machine and 1HP pumping machine.
He spoke about regular "backwashing" but could not explain it into detail, to my satisfaction.

Everything else looks like what you posted and l really appreciate the effort you have gone to, to shed light on this because this provides us with a good level of insight on the subject.

You might need to check the structural integrity of the whole building first.
Can you build on what you have on ground or do you have to pull it down and start fresh blocks?
This is very important.

Assuming what is on ground is still strong and the only problem, as you stated, is the Arches not having Pillars:
- You can chisel back "half length of the Block" on which those Arches rest on (provide Bamboo/Wooden support for the Arches before doing this so the dont fall down).

- Dig a bit into the Concrete Floor
- Put prepared Column Irons
- Encase the remaining art of the chiseled-back block (with the Column Iron placed across its face, touching the floor and the Arch resting on the top of the iron) on its three remaining sides.

That should provide you with the Column support needed to keep the Arches in place
- Introduce a rich mix of slurry Concrete into it, from the top.
- rebuild the Wall thereafter. You can also chain the Arches to the Lintel, to form a strong surround Structure that hold each other together and in place.

Caveat: I am not a Structural Engineer or builder, l am just an experienced Enthusiast and my Free Advice is provided "as it is".
For more professional Advice, kindly source a qualified Engineer.

if it is to collect Alimony, Women will treat such relationship as marriage but now that she wants to collect the Children, she is saying they are not husband and Wife. What foolery is that?

Moreover, if the Children were by Insemination, the Questions that arise are:

1) Whose Sperm was used? If it is FFK's Sperm, he remains their Lawful father

2) Who arraigned and paid for the insemination and on what grounds? if it was FFK that arraigned and paid for it, on the grounds of fathering Children with the Petitioner, he remains the Lawful Father fo the Children, and she, their Mother.

This Woman has forgotten that FFK has other Children, before 'marrying' her and non of his former Wives has claimed he was impotent.
The same Woman while still married, was caught by FFK, when she went to sleep with one Army Officer in a Hotel and we all saw the video, so what moral ground does she even think she is standing on?

A competent Court of Law has granted Custody of the Children to FFK and allowed her visitation Rights, due to her history of "mental illness and immoral behaviour" so all these attempt as image-damaging will only lead her to jail becaus el am sure FFK will sue her to Court again, for such Acts.
Next thing, she and her supporters will be saying "How can you want the Mother of yur Children to go to Jail" but they wont call her to Order right now, that she is running her Mouth and damaging his image publicly.
