On Sunday, armed police officers cordoned off the lanes leading to the entrance of party’s secretariat at Wuse zone 5. The officers sprawled around the premises of the secretariat. The presence of the police at the PDP headquarters followed the “confusion” at the party’s national convention in Port Harcourt on Saturday. While Ali Modu Sheriff, who had moved to stop the convention, was sacked as the PDP national chairman, Ahmed Makarfi, a former governor of Kaduna state, was chosen as the interim chairman of the party. Sheriff, who failed in his bid to stop the convention, maintained that he was still the chairman of the PDP, and he described resolutions at the convention as a nullity. Meanwhile, a faction of the PDP, led by Jerry Gana, former minister of information, held a parallel convention in Abuja also on Saturday. Devaluation of the naira will not feature on the agenda of the monetary policy committee (MPC) of the Central Bank of Nigeria (CBN) holding on May 23-24, TheCable can report. This will come as a surprise to many analysts who were expecting adjustment in the official exchange rate following the decision of the federal government to increase petrol price from N86.50 to N145 per litre in “partial deregulation”. Official devaluation was thought to be next on the card to create some stability in the forex market and narrow the gap between the CBN and secondary rates. There are also proposals that the CBN should open a second window — called the autonomous foreign exchange market (AFEM) — to encourage independent forex inflows at a rate closer to market realities. While the CBN officially fixes the dollar at N197, the interbank sells at N285 and the black market goes for N346. The federal government had asked oil marketers to resume fuel importation to ease the burden on NNPC and end persistent queues at the filling stations. As part of the agreement, the marketers were asked to source forex from the secondary market and price imported products accordingly. This had sent the parallel market into a frenzy, with the naira selling for as high as N360 as currency speculators took position ahead of an expected official devaluation. “It is not going to happen. There will be no devaluation,” a senior CBN official told TheCable. “However, with inflation on the rise, expect an increase in the MPR (monetary policy rate).” The MPR is the rate at which CBN lends to the banks, which then determines the rate the banks lend to their customers. It was increased from 11% to 12% in March, and there are indications it may go as high as 14% this week, effectively making loans more expensive for businesses as part of efforts to check excessive liquidity in the system. On the proposed AFEM, the CBN official told TheCable that it was a “good option” but said there are yet no safeguards in place in case the expected forex inflow does not materialise. “The thinking behind AFEX is that if this window opens, there will be inflow of forex through Diaspora remittances, foreign portfolio investment and export proceeds. The rate will not be determined by the CBN but by the forces operating within AFEX,” he explained. “However, there are no guarantees that these funds will come in, or if inflows will be significant enough. The foreign investor will be asking himself: if I bring my money into Nigeria through AFEX, if I want to get out, will I be able to get my money back at AFEX? “They will still look up to the CBN to offer guarantees, so we cannot just jump into the autonomous arrangement for now. The Kogi state chapter of the All Progressives Congress
(APC) has written to John Odigie-Oyegun, the national
chairman, vowing never to have anything to do with Yahaya
Bello, the governor, again.
They accused Bello of giving power back to the Peoples
Democratic Party (PDP) through the back door, alleging that
all the 45 appointments made so far were from the ousted
ruling party.
At the meeting held on Monday and attended by 33 state
exco members and the 21 LGA party chairmen, the party
leaders also alleged that Bello is responsible for the crisis in
the house of assembly which has not been able to sit
because of a leadership tussle.
The federal house of representatives has decided to take
over the duties of the assembly, citing constitutional
provisions.
Here are the highlights of the communique from the exco
meeting made public of Saturday:
That the State government is not carrying the party
structures along in his policy directions, appointments and
general governance.
That we are in the power but still in opposition.
That we fought power from the PDP only for Governor
Yahaya Bello to give back the power to the same PDP.
That all the 45 appointments made so far by his
Excellency, Gov. Yahaya Bello are given to PDP members.
That there is crisis between our members in the State
house of Assembly instigated by the State Governor.
RESOLUTIONS
That a communiqué be issued from this meeting to the
National Secretariat National Leaders and the Presidency
making these observations known to them.
That since we are not prepared to allow our party to die,
we should go back to our various levels and energize our
structure and tell them to remain calm, steadfast and
committed to the ideals of the party.
That the State EXCO should cry out for help to the National
Secretariat National Leaders and the Presidency.
That we should invite all our members in the State house
of Assembly and intervene with a view to uniting them.
That we will henceforth have nothing to do with
government of Yahaya Bello.
In view of the above, we plead to the National Leaders and
Presidency to consider the State’s ministerial nominee
from legacy party so our party will not collapse.
THE AISHA BUHARI CONNECTION

Many APC members in the state have privately expressed
worries that the relationship between President Muhammadu
Buhari’s wife, Aisha, and Bello may be tilting the balance of
power in favour of the governor.
A member of the exco who spoke with TheCable said the
way the governor “has carried on suggests that he thinks he
is a world above the rest of us”.
“You can see him all over the place with the president’s wife.
They both returned from London by BA on April 8, sitting
close to each other in the first class cabin,” he said.
“He was also at the launch of Mrs Buhari’s book, Essentials
of Beauty Therapy, on Thursday. He probably thinks his
closeness to Abuja is all he needs to remain in power.”
However, an associate of the governor dismissed the claims,
describing his accusers as “sore losers”.
“We know where all these allegations and scheming are
coming from. It is Esau’s hand and Jacob’s voice. The
governor will respond at the appropriate time,” he said.

On March 16, Nigerian legislators refused to pass for second reading, the bill on gender equality. The bill, titled ‘Gender Parity and Prohibition of Violence against Women’, would have, among other things, provided women quality in marriage, education and opportunities. This was not to be. Some of the legislators cited religious and cultural reasons. Some said the constitution already provides for the rights of all persons in Nigeria and, therefore, eliminates the need for a codified instrument to protect the rights of women. BUT HERE ARE FIVE WAYS NIGERIA, IRONICALLY, LEGITIMISES DISCRIMINATION AGAINST WOMEN AND THE GIRL CHILD. CITIZENSHIP Did you know that section 26 (2) (a) of the 1999 Nigerian constitution denies a woman the right to confer citizenship statues on her foreign husband but grants such rights to a foreign woman married to a Nigerian male? ASSAULT The criminal code doles out harsher punishment – felony – for assault against a man. Be you a woman, it is misdemeanour. Read here what section 353 of the criminal code says: “Any person who unlawfully and indecently assaults any male person is guilty of a felony, and is liable to imprisonment for three years. The offender cannot be arrested without warrant.” And read here what 360 says: “Any person who unlawfully and indecently assaults a woman or girl is guilty of a misdemeanor, and is liable to imprisonment for two years.” MARRIAGE Under Nigeria’s penal code guiding the northern parts of the country, “Nothing is an offence, which does not amount to the infliction of grievous harm upon any person and which is done by a husband for the purpose of correcting his wife. Such husband and wife being subject to any natural law or custom in which such correction is recognized as lawful.” WORK Section 55 of the labour act bans women from working in the night. “No woman shall be employed on night work in a public or private industrial undertaking or in any branch thereof, or in any agricultural undertaking or any branch thereof.” POLICE This must take the biggest piece – the police regulation. Section 121 to 126 regulates the affairs of women in the way it does not regulate males. Women police officers shall, as a general rule, be employed for duties that are concerned with women and children only. Married women cannot enlist in the police. Where an enlisted single woman wants to get married, she must have spent two years in the police and then apply for permission to marry. She must furnish the police with particulars of fiancé who must be investigated and cleared before permission is granted. The seven year cycle is over. In seven years every economy booms and after seven years it shrinks. How u manage it matters a lot. At this juncture, domestic spending needs to be increased. The so called tsa should be disregarded for now so that government can invest in infrastructure which would increase liquidity in the system since most of the materials for construction are already in Nigeria such as cement, sand, man power. Construction companies wouldn't have to import new machineries. There is need to oil the economy or else, it would knock and create a social crisis that no one can handle. The solution is with us. If Venezuela falls, it's a matter of 3 months and nigeria will follow suite. Don't I see a coup or a revolution? Landlords are already reviewing their rents downwards because tenants can't pay. Lots of kids out of school because parents can't pay now rice that we ate so common has now turned ESSENTIAL COMMODITY. |
