Are you implying that one military crime is better or more understandable than another depending on location? Personally i don't see why Canadian soldiers raping and mutilating a Somalian girl, as I read somewhere, in addition to killing two other unarmed Somalis is not just as bad as Canadian soldiers raping some Canadian girl at a club somewhere in Canada and gunning down a couple of Canadians in Canada. If we are establishing a hierarchy of military committed crimes, does crime committed by US soldiers in Afghanistan rank higher than ones committed in Iraq for instance?

If, for the sake of trying to understand this thing, Nigeria invited American police to help ensure peaceful elections in some state and they ended up abusing their powers and shot dead several civilians would this be of less concern to the American state or international opinion than equivalent deaths caused by police in America. Wouldn't it actually be seen as worst to commit this abuse of power in a foreign nation than at home?

I have little doubt personally that American soldiers would commit conflict crimes in America should armed conflict arise in America to the extent that it has in Nigeria. I actually believe they would commit worst ones in any objective analysis afterwards. Could the American civil war be used in illustration or is that too old?

You people will always find a way to defend nonsense. How many time have you heard that US soldiers commit crimes against their own citizens? We need alot of reorientation in this country.
Where did this take place, when, what platoon, regiment, casualties etc....

I recall how Cameroon authorities tried to deny the killing of several women by their soldiers and pass it off as having occurred in another country ( unspoken suspicion being placed on Nigeria) . However International interest lead to investigators being able to determine their guilt by use of satellite and other digital means. Cameroon had no hiding place in the end.

It is very important for what occurred in this vid to be made clear and transparent. Nigeria army should make a great deal of this so that no room is left for exploitation by agitators. If all turns out as it seems, then make an example of the soldiers, publicly, however difficult this may be to moral and reputation.

The 21-storey building that collapsed today at Musikiu Junction by Gerard Road, Ikoyi, Lagos, was sealed by the State government last year to "prevent calamity".

Unfortunately, it appears the building was later unsealed and construction continued until it collapsed today, November 1, at about 2:25 pm.

In July 2020, it was reported that Sanwo-Olu had sealed the Gerard, Ikoyi high-rise.

Perhaps this is an illustration of what I mean when I say Nigeria's main problem is disorganization of which absence of continuity is part. So far, excellent; however, it looks as if lack of organisation, resulting in discontinuity of the monitoring process allowed the owners/investors to proceed with construction behind the back of authorities. An organised society is a relentlessly persistent one, authorities are not permitted to rest on their laurels.

Authorities cannot one day go and clear the infamous market overrun by thieves, dust their hands in satisfaction at a job well done but never return to ensure the market dose not spring up again or leave measures that ensure the market won’t ever return. Nigeria practices Nation building and leaving instead of Nation building and running.

If Nigeria had Maintained since independence, Nigeria’s subsequent wealth and affluence today would (as happens in the West) comfortably accommodate current levels of corruption and ethnic bigotry so that the people would t even notice it in their average lives. This is where we run into trouble because of a cultural misunderstanding. It's not a "Northern invasion" as you put it, but more complex.

The Fulani man is a global man, anywhere he goes and it is good, will be home. The Fulani is detribalized and one of the most tolerant of other's cultures, to the point where Fulani will even leave their mother tongue and use the language of the host communities. Fulani believe in becoming "one" with the hosts.

So, many Fulani came into the country from Sahel not looking for housing but land to call their own. This is why some occupy the bush, because from there they will be left alone to develop and create a community far enough away from the indigenes in order to not cause trouble. Fulani are peace loving.

This is why the bush is important, it is free of population and fertile, so we can create new communities. However, recently these communities have come under attack and Fulani have been retaliating. All the Fulani want is to be left alone, and for peace to reign.
I don't know enough of the issue to discus it usefully but I'll take from what you say the certainty that whether an individual shouts Divide Nigeria, or not, Fulani people will enter into every one of the Nations you divide Nigeria into, from Oduduwa to Biafra, From Nigeria to Cameroon. Therefore if Fulani people are an individual’s problem then that individual’s ultimate contention is with the nature of nomadic free movement in contemporary Africa, the UN’s response and nothing to do specifically with Nigeria. Symantec has ranked 20 countries that face, or cause, the most cybercrime. In compiling such a list, Symantec was able to quantify software code that interferes with a computer's normal functions, rank zombie systems, and observe the number of websites that host phishing sites, which are designed to trick computer users into disclosing personal data or banking account information. Symantec was also able to obtain data including the number of bot-infected systems which are those controlled by cybercriminals, rank countries where cyber attacks initiated and factor in the a higher rate of cybercrime in countries that have more access to broadband connections. The highest rate of cybercrime was found to be in the United States which may mainly contribute to the broad range of available broadband connections, which are those that allow uninterrupted internet connectivity.

SCIENTISTS have created the world's first "thinking" robot as experts raise issues about the ethics and legalities of creating machines that can think for themselves.

A team of researchers in Japan has taught a robot how to "think" like a human using brain-like cells grown in a lab. The breakthrough experiment was carried at the University of Tokyo where the hand-sized robot was left to navigate a maze. Using a technique called "physical reservoir computing", the robot was linked to a culture of neuron brain nerves in a bid to mimic a real brain.

The experiment marks the first time scientists have used lab-grown cells to train artificial intelligence (AI).

The robot's neurons were stimulated with electricity to perform a specific task.

In this particular case, the robot was tasked with reaching a black circular box hidden away in the maze.

If the robot veered off course or drove into an obstacle, the electrical impulses were disturbed.

The researchers also fed robot homeostatic signals as confirmation it was heading in the right direction.

The study's authors said: "We developed a closed-loop system to generate a coherent signal from a spontaneously active living neuronal culture and embodied the culture with a mobile vehicle robot.

"When the robot collided with obstacles or when its goal was not within 90 degrees in front of it, an electrical stimulation from an electrode was applied to the culture.

"The robot could successfully reach its goal in four different fields."

The robot could not see or hear its surroundings and its decisions were made purely based on the signals reaching its "brain".

Study author Hirokazu Takahashi said: "I was inspired by our experiments to hypothesise that intelligence in a living system emerges from a mechanism extracting a coherent output from a disorganised state, or a chaotic state."

The experiment's results were published in the journal Applied Physics Letters.

Although the Japanese robot is a far cry from the killer machines envisioned by filmmaker James Cameron for the Terminator film franchise, scientists are already debating the ethics of thinking Al.

To address the problems, the European Commission has launched the Robotics4EU Project to encourage the adoption of AI and robotics in Europe, while raising awareness of all the issues involved.

The group said in a statement: "To do so, it will gather a responsible robotics community, with representatives from companies and academia in the areas mentioned above, citizens, policy and decision-makers, and it will organise community-building and co-creation events while advocating for the cause of responsible robotics."

Officially launched in January, the initiative has conducted a number of surveys and interviews with members of the robotics industry.

Some of the issues raised include "labour force concerns" and the impact robots will have on human wellbeing.

Chinese scientists claim to have built the world’s fastest programmable quantum computers, which appear to crack problems that are currently not feasible for ”classical” non-quantum computers.

The researchers led by Pan Jianwei from the University of Science and Technology of China (USTC), said one of the quantum computing systems — Zuchongzhi 2.1 — is a million times more powerful than its nearest competitor, Google’s Sycamore.


Their programmable superconducting quantum computer, named after a 5th-century mathematician, is 10 million times faster than the world’s fastest supercomputer, the scientists said.

Besides, their photonic quantum computer based on light — Jiuzhang 2 — can carry out calculations 100 trillion times faster than the world’s fastest existing supercomputer, the physicists noted in another study, published in the journal Physical Review Letters on Monday.

In conventional computers, the most basic unit of information is a bit, and data is fundamentally stored in binary codes of 1s and 0s. On the other hand, quantum computers make use of the special properties of the smallest particles in the universe which can exist in multiple states — as zeros and ones at the same time, or in any position between.

This flexibility of quantum particles allows for quantum bits, or qubits, using which many different calculations can be performed simultaneously, scientists said.
While there are many approaches to achieve quantum computing, the Chinese team has built two different systems — one is the light-based photonic quantum computers, and the other is a superconducting quantum computer that needs to be kept at very low temperatures to work efficiently.

In photonic quantum computers, light’s energy units, the photons, are manipulated with mirrors, beam splitters, and phase shifters, while in the latter the state of the qubits is manipulated using an electromagnetic field.

These manipulations execute operations on the photons similar to adding ones and zeroes in classical computers, and single-photon detectors help read what changes the photons have undergone.

The common theme in both these types of quantum computers is that they accept multiple quantum states as inputs, have the states travel through a circuit, and deliver multiple states as output.

For instance, in photonic quantum computers, the scientists said, single photons arrive as input in parallel to an optical circuit in which components like beam splitters cause the photons to interfere, causing their states to change, and they emerge from multiple output ports.

In experiments, the scientists used the two quantum computers to calculate the probability that a certain input configuration may lead to a particular output configuration.

Since these circuits have tens of inputs and outputs, such probability calculations, scientists say, are infeasible for classical computers.

But in both photonic and superconducting quantum computers, they say the quantum nature of these systems helps increase the number of parallel computations that can happen, making such probability calculations feasible.

While these machines are not expected to completely replace classical computers, they can carry out specific complex calculations for short periods of time.

Pan and his team showed that for their system which has 1043 possible outcomes, their photonic quantum computer can sample the output 1024 times faster than a classical supercomputer – an upgrade from the team’s December result of 1014 times faster operation.

The scientists also claim that their sampling calculation using their superconducting quantum computer is about 1,000 times more difficult to do on a classical computer.

“We estimate that the sampling task finished by Zuchongzhi in about 1.2 h [hours] will take the most powerful supercomputer at least 8 yr [years],” the scientists wrote in the study.

Chinese scientists claim to have built the world’s fastest programmable quantum computers, which appear to crack problems that are currently not feasible for ”classical” non-quantum computers.

The researchers led by Pan Jianwei from the University of Science and Technology of China (USTC), said one of the quantum computing systems — Zuchongzhi 2.1 — is a million times more powerful than its nearest competitor, Google’s Sycamore.


Their programmable superconducting quantum computer, named after a 5th-century mathematician, is 10 million times faster than the world’s fastest supercomputer, the scientists said.

Besides, their photonic quantum computer based on light — Jiuzhang 2 — can carry out calculations 100 trillion times faster than the world’s fastest existing supercomputer, the physicists noted in another study, published in the journal Physical Review Letters on Monday.

In conventional computers, the most basic unit of information is a bit, and data is fundamentally stored in binary codes of 1s and 0s. On the other hand, quantum computers make use of the special properties of the smallest particles in the universe which can exist in multiple states — as zeros and ones at the same time, or in any position between.

A problem blacks suffer from is the inability to accept central authority unless that authority is from another race. The statement is simple and deliberately so in order to not loose the central thrust of this observation. Actually i find this problem to be more pervasive among blacks abroad but not so much in Nigeria, which is one of many reasons Nigeria fascinates me so and fills me with hope. But we suffer from some of it too.

Since Nigeria has largely managed to hold on to certain traditional values such as dowries, in one form or another, some broke-assed Nigerian men find love with throw-away foreign girls whom they don't have to respect by honoring the foreign girls family.
