Personally i don't see why Canadian soldiers raping and mutilating a Somalian girl, as I read somewhere, in addition to killing two other unarmed Somalis is not just as bad as Canadian soldiers raping some Canadian girl at a club somewhere in Canada and gunning down a couple of Canadians in Canada. If we are establishing a hierarchy of military committed crimes, does crime committed by US soldiers in Afghanistan rank higher than ones committed in Iraq for instance? If, for the sake of trying to understand this thing, Nigeria invited American police to help ensure peaceful elections in some state and they ended up abusing their powers and shot dead several civilians would this be of less concern to the American state or international opinion than equivalent deaths caused by police in America. Wouldn't it actually be seen as worst to commit this abuse of power in a foreign nation than at home? I have little doubt personally that American soldiers would commit conflict crimes in America should armed conflict arise in America to the extent that it has in Nigeria. I recall how Cameroon authorities tried to deny the killing of several women by their soldiers and pass it off as having occurred in another country ( unspoken suspicion being placed on Nigeria) . However International interest lead to investigators being able to determine their guilt by use of satellite and other digital means. Cameroon had no hiding place in the end. It is very important for what occurred in this vid to be made clear and transparent. Nigeria army should make a great deal of this so that no room is left for exploitation by agitators. In regards to online scam and fraud, my brief research indicates that Nigeria does not rank anywhere near highest when research is carried out by reputable companies and institutes. SCIENTISTS have created the world's first "thinking" robot as experts raise issues about the ethics and legalities of creating machines that can think for themselves. By SEBASTIAN KETTLEY A team of researchers in Japan has taught a robot how to "think" like a human using brain-like cells grown in a lab. The breakthrough experiment was carried at the University of Tokyo where the hand-sized robot was left to navigate a maze. Using a technique called "physical reservoir computing", the robot was linked to a culture of neuron brain nerves in a bid to mimic a real brain. The experiment marks the first time scientists have used lab-grown cells to train artificial intelligence (AI). The robot's neurons were stimulated with electricity to perform a specific task. In this particular case, the robot was tasked with reaching a black circular box hidden away in the maze. If the robot veered off course or drove into an obstacle, the electrical impulses were disturbed. The researchers also fed robot homeostatic signals as confirmation it was heading in the right direction. The study's authors said: "We developed a closed-loop system to generate a coherent signal from a spontaneously active living neuronal culture and embodied the culture with a mobile vehicle robot. "When the robot collided with obstacles or when its goal was not within 90 degrees in front of it, an electrical stimulation from an electrode was applied to the culture. "The robot could successfully reach its goal in four different fields." The robot could not see or hear its surroundings and its decisions were made purely based on the signals reaching its "brain". Study author Hirokazu Takahashi said: "I was inspired by our experiments to hypothesise that intelligence in a living system emerges from a mechanism extracting a coherent output from a disorganised state, or a chaotic state." The experiment's results were published in the journal Applied Physics Letters. Although the Japanese robot is a far cry from the killer machines envisioned by filmmaker James Cameron for the Terminator film franchise, scientists are already debating the ethics of thinking Al. To address the problems, the European Commission has launched the Robotics4EU Project to encourage the adoption of AI and robotics in Europe, while raising awareness of all the issues involved. The group said in a statement: "To do so, it will gather a responsible robotics community, with representatives from companies and academia in the areas mentioned above, citizens, policy and decision-makers, and it will organise community-building and co-creation events while advocating for the cause of responsible robotics." Seems to me Nigeria is always investing on roads without comparative benefits let alone advantages. Just empirically it seems as if Nigeria has invested more on roads, in the entire history of Nigeria, than on anything else including on Electricity or even defense. A problem blacks suffer from is the inability to accept central authority unless that authority is from another race. The statement is simple and deliberately so in order to not loose the central thrust of this observation. This inability to accept or accommodate some current leadership or authority for the successful outcome of future goals can be seen in why the black world, for want of a better term, despise Nigeria and Nigerians; why Democratic processes is problematic in Africa; , why there's a porosity of black run conglomerates; why just as Bokoharam broke up into factions, Ipob will do the same - blacks are automatically antagonistic towards the leadership of other blacks in an organiseation but want to be leaders instead in that organisation even when the lack of their capacity to do so is not only obvious to all but obvious to themselves. They only settle down,follow orders and work hard for the achievement of the goal when whites or none blacks are in charge. Blacks and the rest of the world does not want blacks in positions of power and influence, whether in organizations, groups, spots, politics or as a Nations. Actually i find this problem to be more pervasive among blacks abroad but not so much in Nigeria, which is one of many reasons Nigeria fascinates me so and fills me with hope.
