Your statement reads plausible on screen but i highly doubt, Mount-Everestly doubt, that a US, British, French, Russian, Chinese, Brazilian, German etc soldier would allow you as a civilian to arrest them while loudly proclaiming your rights to do so under Citizens Rights legislation. Imagine if you spent 3 or 4 years of your life struggling to attain that degree with dreams of securing a job, in Nigeria or abroad, for a better future? Maybe you were your wider, relatively poor, family's hope...

If we had the administrative technical/capacity in Nigeria, perhaps a lifeline could be thrown to some of these people - maybe like demoting their degrees to 'A'-levels or some Special Certificate that enable them to be fast-tracked into proper universities to redo the entire thing at reduced cost.
