In September, the Human and Environmental Development Agenda (HEDA), a non-governmental organization whose mandate is to promote and protect human rights, petitioned the ICC to act on Davis' revelations, asserting that the Nigerian government lacked the "political will" to intervene against high-profile suspects like Sheriff and Ihejirika. "With your public admittance of Boko Haram's activities as qualifying for crimes against humanity, we shall not bother with further legal points to qualify these atrocities under the Rome Statute," HEDA chairman Olanrewaju Suraju said. "It is also instructive to assert that the Nigerian government, under the current leadership lacks the political will and judicial independence to prosecute the individuals who are friends and former subordinates of the President." "We hereby urge the ICC to urgently open immediate examination of this development by inviting Rev. Stephen Davis to provide insight into his revelations, to assist the court in its investigation and possible prosecution of those connected with the crimes," the statement furthered. In response to the petition, the Head of Information and evidence unit, Office of the Prosecutor of the ICC, M. P. Dillon, wrote to confirm that the Prosecutor of the International Criminal Court had officially received, registered, and promised to review the submission. According the letter, the office of the ICC prosecutor, Fatou Bensouda, would treat the issues raised in the petition within its mandate. "This communication has been duly entered in the communications register of the office," the letter read. "We will give consideration to this communication, as appropriate, in accordance with the Provisions of the Rome Statute of the International Criminal Court." A new Boko Haram video obtained by AFP on Sunday shows militants on an armoured vehicle parading down a road in an unidentified town they apparently control and the group’s leader Abubakar Shekau preaching to locals. It was not possible to tell whether the footage was staged for propaganda purposes, especially scenes of residents cheering Islamist fighters. The message appeared to be aimed at reinforcing Shekau’s claim that he has created a caliphate within Nigeria. In the 44-minute video, Boko Haram voices support for other so-called caliphates, including the one proclaimed in Iraq and Syria by the Islamic State (IS) group. Shekau, who is pictured in closeup shots with rare clarity, again dismisses government claims about ceasefire talks. – ‘Living in a caliphate’ – The video, which was delivered through the same channels as past messages, shows armed men lined along a well-paved road, with three pick-up trucks bristling with heavy weapons also visible. Black, crested flags associated with the Islamist group are also shown. Later, an armoured vehicle rolls down the road lined with both fighters and individuals who appear to be residents of the town. Boko Haram has released a series of videos showing similar military hardware, equipment it says was stolen from the Nigerian military. Such claims have been impossible to verify. No women or girls are seen on the street or anywhere else in the footage. Most of the message is taken up by a sermon from Shekau, delivered indoors but apparently played on a speaker to locals assembled outside. “We have indeed established an Islamic caliphate,” he said, restating a claim he first made in August. The images of the sermon include unusually clear closeups of the Nigerian militant leader. – ‘Support for Islamic brethren’ – Shekau has previously expressed solidarity with other jihadi groups and leaders. In the latest video, he seemed to associate territory under his control with a wider, global caliphate, but did not submit to the authority of any other jihadi leader. “To everyone living in Islamic Caliphate, we convey our greetings,” he said, specifically mentioning “brethren” in Afghanistan, Pakistan, Azerbaijan, Shishan (an Islamist term for Chechnya), Yemen, Somalia and “the Caliphate in Iraq and Syria.” A graphic shown later includes a picture the IS group’s leader Abu Bakr al-Baghdadi as well as a portion of the message his group issued on July 1 proclaiming a caliphate in Iraq and Syria. Iraq on Sunday was investigating whether Baghdadi was killed in air strikes by US-led coalition warplanes. – ‘There is no truce’ – Nigeria maintains it is still negotiating with Boko Haram envoys in neighbouring Chad and that a disputed October 17 ceasefire declaration remains viable. Violence has however continued and the Islamists are believed to control more than two dozen towns and villages in the northeast. “There is no truce between me and Nigerian tyrants,” Shekau said, dismissing the credibility of Danladi Amhadu, the purported rebel negotiator. “This person Danladi… if he thinks he can, let him show his face. Three persons have been feared dead and over 20 injured in a stampede during the inauguration of the Akwa Ibom International Stadium, Uyo. Apart from the stampede which led to the death of the affected people, security men at the gate dispensed tear gas canisters on those trying to gain entry into the stadium. Our correspondent learnt in Uyo on Friday that some of those who sustained injury during the stampede lay for several minutes while the medical team at the stadium had yet to attend to their cases. One of the injured victims, Mr. Wisdom Amaowo, said he was pushed inside the gate by a security operative who also dispensed tear gas canisters on him. He said, “After the policeman dispensed the tear gas canisters on me, I became unconscious and did not know when I was moved to where you now see me. “Right now, I cannot bend; you can see many bruises and cut on my arms, legs and other parts of my body. “Since I have been brought here, there is no one from the medical section of the stadium that has come to my aid.” The state Commissioner for Health, Mr. Emem-Abasi Bassey, confirmed the incident, but said no dead had been recorded. He stated that he was aware of the situation at the gate as many people, both those with tickets and those without the tickets were trying to gain entry into the gates. Bassey added that 150 medical personnel were on ground to attend to injured victims. “We have just revived a woman whose condition was terrible as a result of the stampede. As the anticipation for the emergence of presidential candidates for the 2015 general election, the National Chairman of the All Progressives Congress (APC), Chief John Odigie Oyegun, has given a hint as to who might be indicating interest ahead of the polls. APC boss yesterday described the Imo State Governor, Rochas Okorocha, as one of those who possess the ability to take Nigeria to a greater heights. Oyegun made this assertion yesterday at the inauguration of Imo State Liaison Office in Abuja. He a;so said the Peoples Democratic Party (PDP) has long lost focus and needed to be shown the way out in order to allow a party with fresh ideas to come on board. Oyegun, while giving his opinion on the quality of leaders the party will put forward in the 2015 election, said though there were several others vying for presidency, Okorocha seems to be one of the most resourceful, according to report from ThisDay. “He is obviously one of the most vital resource persons we have. We have several men vying for that position and I am proud to say that he is one of our most vital resource persons. He is obviously a man of vision. You can see that today. He has proved to us that he has rescued his state. We need him to help us rescue Nigeria,” he said. On the capacity of opposition to upstage the PDP in the next general elections, Oyegun said APC has all it takes to win the next presidential election. According to him, the Imo State governor has the capabilities to transform his state within the short period has been in office, adding that the governor is one of the principal actors to draw up a development agenda, which the party intends to unfold in the weeks ahead. He said APC was proud to be associated with Okoroacha, who is committed to rescuing the country from bad governance. “You see people smiling and going about their businesses energetically. We know today that there are no more robberies in the state; we know that there is no case of kidnapping in the state. We also know that today, the state is one of the most peaceful places for investment in this nation. He is one of those spearheading change in this country,” he said. Oyegun said the APC is a conglomeration of men with experience, which has proven that it has answers to Nigeria’s problem through the transformation witnessed in states under its control. On the hand, Oyegun said PDP has reached its zenith and no longer possessed the capability to implement policies and programmes that will uplift the lives of Nigerians. “The APC is not at infancy stage. The APC brought together an agglomeration of experience deriving from the ACN, ANPP, CPC and APGA. The most visionary leader that APGA had is with us now. So the party was not born yesterday. “We have put together the experiences of these great four parties and we are ready for the battle. We are ready. We are telling the people that the PDP has reached its zenith. It has reached its maximum,” he said. Speaking in same vein, the former Governor of Bayelsa State, Chief Timipre Silva, said Okorocha represents the true philosophy of change that Nigeria desires. While addressing the gathering, Okorocha, said what the country needed at the moment was not an ethnic or religious bigot but somebody who can put food on the table of the common man and provide steady power supply as well as other needs of the people. “There is nothing like Igbo President, there is nothing like Hausa President or Yoruba President. You only have a Nigerian President who may be from anywhere in the country, and also deemphasise these regional or tribal presidents. “Like I said earlier, give us a man with vision irrespective of where he comes from; give us somebody who can create jobs; give u somebody who can put food on the table of the common man; give us somebody who can provide steady power supply. Let him come from anywhere, we need people who can fix Nigeria,” he said. Okorocha said PDP had been in power for almost 15 years and nothing to show for it comparatively. “This shows that they have done their best. Let us commend them for doing their best but they cannot do better than their best. The truth is there is need for a change so that we can get people who can do better. “They have done their best but their best is not good enough and you cannot give what you don’t have. Even if you give PDP 100 years, there will be no power supply; there would be insecurity and joblessness.
