Super Eagles and Glasgow Rangers midfielder, Joe Aribo has hailed Paris Saint-Germain star, Neymar ahead of Nigeria’s international friendly clash against Brazil.

Aribo, who made his international debut for Nigeria against Ukraine some weeks ago, said he would like to swap his jersey with Neymar after the match, adding that it would be a dream come true for him.

Nigeria will battle Brazil in an international friendly game on October 13, at the Singapore National Stadium.

Gernot Rohr’s side head to the game following a 2-2 draw with Ukraine in their last friendly encounter.

Games don’t come much bigger than Brazil and we know they’ve got a lot of stars like Neymar, Aribo told reporters ahead of Ranger’s Scottish League Cup quarter-final clash against Livingston on Wednesday night.

That’s the type of opponents I want to be playing against and it would be good to swap a jersey with one of those superstars. I’ll see so many stars and I’ll take a moment to realise that’s what I’ve been dreaming of.

Everyone in my generation loved players like Ronaldinho and he played with some of the players in this team now so it’s like ‘wow’

I didn’t think international recognition would come so soon but it shows the stature of Rangers and why it was a good decision to come here.

The manager watched the game and congratulated me on my debut goal against Ukraine. I wouldn’t say it was much of a step up from Rangers but it was good to play against opponents like that because Ukraine have a lot of top players.

And it was very good news to be called up to the Nigeria squad again. I’m happy I was able to do enough in the last game to earn a recall. I knew a few of the lads such as Ola Aina and Alex Iwobi and they all welcomed me and made me feel at home.

Vice-President Yemi Osinbajo on Wednesday in Abuja presided over the meeting of the Federal Executive Council (FEC) following President Muhammadu Buhari’s foreign engagements at the 74th session of UN General Assembly in New York.

President Buhari had on Tuesday addressed the UN General Assembly in New York where he alerted the world on attempts to cheat Nigeria of billions of dollars.

The Nigerian leader said: “We are giving notice to international criminal groups by the vigorous prosecution of the P&ID scam attempting to cheat Nigeria of billions of dollars.’’

Those in attendance at the FEC meeting included the Chief of Staff to the President, Mallam Abba Kyari and acting Head of Civil Service of the Federation, Mrs. Folashade Yemi-Esan.

Over 30 cabinet Ministers were also in attendance of the meeting in which the Secretary to the Government of the Federation, Boss Mustapha, was represented by the Permanent Secretary, Ecological Fund, Hajiya Habiba Lawal.

The ministers absent at the meeting were because they were with the president at the 74th UNGA and also representing the country in the P&ID 9.6billion dollars verdict in London.

The Ministries of Science and Technology; Transportation and the Bureau for Public Procurement are among the Ministries, Departments and Agencies expected to make presentations at the meeting.

Two Nigerians have been caught in Siolim, Panaji, capital of Goa by the Anti-Narcotics Cell of Goa Police with 60.1 grams of cocaine and 15.3 grams of MDMA, together worth Rs 7.5 lakh or $2,000.

The accused were identified as Ifeanyi Obinna, 41 and Chidiebere Onuchukwu, 34.

The drugs were found in their rented room at Madlabhat, Siolim last week.

The ANC team led by PI Shitakant Nayak raided the rented room, based on information it had received, where they caught the duo with the narcotics.

Offences against the accused were registered under the NDPS Act and the duo were placed under arrest.

Commission, EFCC, Ibrahim Magu, has restated the commitment of the Commission to ensuring that the fundamental rights of suspects in its detention facilities are respected.

He made this known through Mailafia Yakubu, Zonal Head of the Commission in Kaduna, during a courtesy call from the National Human Rights Commission, NHRC, to the Kaduna Zonal Office.

The Chairman said, “It is one of the cardinal rules in the Commission to ensure that all accused persons in custody are given adequate care at all times, in terms of feeding, medical care and other needs.”

Magu said that corruption is one big reason that there is decay in infrastructure as well as the prevalent criminal activities in the country.

Responding, Gwar E. Terngu, the Kaduna State Coordinator of Human Rights Commission said the visit was aimed at sustaining all collaborative avenues with the EFCC in order to harmoniously ensure that Nigerians fundamental human rights are always respected. This, he further emphasized, “is key to revamping our country

Terngu also commended the EFCC for always giving hope to the hopeless through its mandate of fighting corruption.

Organised Labour has said only the personal intervention by President Muhammadu Buhari can stop the planned nationwide strike over consequential adjustment arising from the N30,000 new minimum wage.

Speaking to Vanguard, Secretary to the Trade Union Side, TUS, of the Joint National Public Service Negotiating Council, JNPSNC, Alade Bashir Lawal, said organs of various public sector unions were already meeting and leaders were also reaching out to other section of Labour movement and civil society allies for support.

Lawal, who is also the Secretary-General of the Association of Senior Civil Servants of Nigeria, ASCSN, informed that mobilisation ahead of the strike had heightened and very soon the nationwide would commence.

He accused some members of the government side in the JNPSNC of working for some individuals with vested interest and personal gains, and not the government or President Buhari.

Recall that last week, Organised Labour had directed civil servants to prepare for a nationwide strike that "It has become clear that the Government Side is not serious about paying millions of workers a new national Minimum Wage and adequate consequential adjustment but prefer taking the Trade Unions for a ride.

As a responsible Trade Union, the TUS has given the Government enough time to come to term with workers demand but it appears that the only language necessary for Government to act is a strike.

According to Lawal, "Before the last meeting, our position was that from levels 7to 14 it should be 29 per cent and then, from levels 15 to 17, 24 Percent.

That was our position. The government delegation position before that meeting was 10 per cent, for levels 7 to 14, and 5.5 per cent for levels 15 to 17.

Then, we agreed that since the two sides were not shifting grounds that the government side should go and present the scenario to Mr President.

It was our belief that it was possible when Mr President saw the difference between the two sides, he would able to appreciate what Labour was saying.

For us, it is Mr President that sends you (government negotiating team) on the errand, go back and report to him.

When we reconvened, we knew there was a booby trap somewhere. It was obvious that they did not report back to President Buhari.

The next thing was that they started manipulating the minute to reflect that such a decision was not taken. It was very frightening and annoying. The former Head of Service was the one that chairman the meeting.

I told her that the government side action is very frightening and that some of us are afraid of what will happen because they are just manipulating the system to suit the fancy of some individuals unknown to the person that sent them.

They just marginally touched what they presented before. They said from level 7 to 14, instead of 10 per cent, they can make 11 per cent, and instead of 5.5 per cent for level 15 to 17, they will make it 6.5 per cent.

It is like we are pricing crawfish in the market. It is very, very unfortunate. We told them that we were going back to report to those that sent us.

We have reported and they said we should go on strike. We are mobilising, we are organising the mobilisation and very, very soon, we will do what we know best to achieve a result.

For those below level 7, they were not earning up to the new minimum wage. Theirs were not so difficult. From day one, we have adjusted that. We felt that we should complete the whole process before they issue circular.

But the former Head of Service decided on her to issue circular for levels 1 to 6. It was a unilateral decision which did not get the blessing of Labour.

We told her that she was destroying the civil service and this was not what she met and that history would be told of the misdemeanour some of you have done to the civil service.

At the stage we are only the personal intervention of President Buhari can stop the planned strike.

Stakeholders in the economy yesterday expressed worry about the disparity between huge government earnings and growing poverty in the country.

This followed the report by the Nigeria Extractive Industries Transparency Initiative (NEITI) showing that N28.58 trillion was remitted to the Federation Account between 2012 and 2016.

NEITI’s latest Fiscal Allocation and Statutory Disbursement (FASD) Audit report for the period shows that of the N28.58 trillion, mineral sources contributed the highest sum of N18.15 trillion (after deductions for joint venture cash calls and subsidy claims), representing 64 per cent of the total earnings.

This was followed by non-mineral source (N6.68 trillion), representing 23 per cent, while Value Added Tax (VAT) was N3.73 trillion, representing 13 per cent.

A year-by-year breakdown of the total remittances showed that N4.19 trillion was remitted in 2012; N4.73 trillion in 2013; N4.69 trillion, 2014; N2.89 trillion, 2015; and N1.65 trillion in 2016.

An analysis of the N18.16 trillion mineral revenues shared among the three tiers of government showed that the Federal Government received N8.32 trillion from 2012 to 2016; the 36 state governments shared N4.22 trillion, and the 774 local government areas got N3.25 trillion.

This is exclusive of the N2.36 trillion 13 per cent derivation to the oil, gas, and mining producing states.

The report also disclosed that from the share of non-mineral revenue of N6.68 trillion, the Federal Government received N3.52 trillion, the 36 states got N1.79 trillion, and the local government areas took N1.38 trillion.

The total VAT revenue of N3.73 trillion was shared as follows: Federal Government (N560 billion), 36 states (N1.88 trillion) and 774 local governments (N1.31 trillion).

Unfortunately, the country remains economically dependent on less-endowed countries because of the less than optimal use of natural resources, made up mostly of products from the extractive industry,” said Prof. Segun Ajibola, former president of the Chartered Institute of Bankers of Nigeria.

He further blamed the country’s slow growth and development on its “perverse spending pattern, corruption in high places and misplacement of priorities.

On his part, Prof. Adeola Adenikinju regretted that a few privileged people were mortgaging the nation’s wealth. The director, Centre for Petroleum, Energy Economics and Law (CPEEL), University of Ibadan, noted that without corresponding increase in other assets such as human capital, physical capital and financial capital, the living standards of future generations could be jeopardised.

It is sub-optimal to look for an increase in revenue through the expansion of taxes without first resolving the inefficiency and waste in the use of existing revenues. We live in a country characterised by heightened insecurity, dilapidated infrastructure, mounting unemployment and poverty, and decline in many welfare indicators. We need, as a country, to reflect and recalibrate our development strategy,” he said.

Idayat Hassan, who is the director, Centre for Democracy and Development (CDD), maintained that the offices of elected persons were costing the country a fortune. According to her, “Things have to change because 20 years of democracy is enough time for the citizenry to enjoy the dividends of democracy.

Dr. Ndubuisi Nwokolo, Senior Policy, and Research Lead at Nextier SPD, an international development consulting firm, took Hassan’s observation further, noting: “The cost of sustaining our bureaucracy is obviously very high. For instance, the 2019 budget has non-recurrent expenditure such as salaries, overheads, and other recurrent items account for 46 per cent of the total expenditure of N8.92 trillion.

Considering the level of poverty in the country and the fact that the government is the highest employer, it may be wrong to cut down the size of bureaucracy without having a strong and robust private sector-driven economy, which can employ the majority of its citizens.

Similarly, Managing Partner, Chancery Associates, Emeka Okwuosa, said: “The cost of governance has to be drastically whittled down.

Bureaucracy has to be streamlined and we have to intensify the fight against corruption. We have to change our mindset about governance and start realising that we are servants of the people and not vice versa.

But a former Chairman of NEITI, Ledum Mitee, had words of advice for the watchdog agency. Figures of monetary allocations for projects should be linked to what has been achieved, he suggested.

That was why during our time in NEITI, we published the first Fiscal Allocations and Statutory Disbursements Audit, which tracked the extractive revenues to the actual projects. I would still recommend that report to the national and state Assemblies and other stakeholders.

I would further recommend that NEITI embark on such exercise and improve on it, and also include local governments into such audits as was approved by the Jonathan administration.

According to Mitee, it is important for citizens to use such results to hold governments accountable. If citizens do not pressure governments on the outcome of works by NEITI and other agencies, the expected benefits might not be achieved, he added.

In another comment on the nation’s economy, Prof. Pat Utomi urged the government to be discreet about pursuing revenue. “There is, of course, the tax angle. Revenue do not make a nation wealthy. What makes a nation wealthy is a production. With the way we are chasing revenue, we will prevent people from producing and ultimately democratise poverty,” he said.

The professor of political economy disclosed this during the ‘Empowered to Break Frontiers’ workshop organised by the Redeemed Christian Church of God, Faithful Chapel, Lagos, at the weekend

According to her, her parents are looking for buyers for their properties before coming back to Nigeria.

It was learnt that as of Sunday, no fewer than 700 Nigerians were waiting for evacuation from South Africa.

A source, who confided in The PUNCH, said, “We cannot rule out the possibility that out of the 700, more will back out and prefer to stay back in South Africa.

One of our correspondents learnt that many Nigerians chose to stay back following the reduction in attacks on foreigners by South African youths.

It was reported that 817 Nigerians were awaiting evacuation out of the 1,004 that were registered.

The Air Peace Airline had brought back 315 persons out of the 1,004 Nigerians who registered for evacuation last Wednesday, while the first flight returned to the Murtala Muhammed International Airport, Lagos, with 187 individuals out of the 317 scheduled for the first evacuation flight on September 11.

The shortfall was blamed on the documentation challenges faced by many of the returnees who did not possess valid Nigerian passports.

But speaking with one of our correspondents on the phone on Sunday, the Consul-General, Nigerian High Commission in South Africa, Mr Godwin Adama, said many people were still registering to leave South Africa. He, however, noted that the number was reducing.

He said, “The people are still registering, although the number is going down. About 501 persons have gone and based on our list, we have over 700. At a stage, some people changed their minds. When you call them, they say they have changed their minds. Last week, I think we had over 100 who said they had changed their minds.

The diplomat explained that some Nigerians also stayed back because they were misinformed that they could be arrested at the airport for not having genuine travel documents.

He explained that the mission officials had to replace those who did not show up for evacuation with the individuals, who were on the ground and were ready to leave for Nigeria.

Adama noted, “The people who really wanted to go, who were ready, were the ones that had left. We had to fill the slots with over 100 people who were ready.

You know they circulate fake news. Some told me that they learnt that if they went there (airport), they would be arrested. That is not true. We helped anyone with problems with the process.”

Asked about the next evacuation flight, the consular general disclosed that no date had been fixed, adding that this would be decided during the week.

We have not agreed on the next flight because we are quite busy, the President (Muhammadu Buhari) is coming here. We may decide during the week,” he said.

Meanwhile, a 17-year-old South African returnee, Ijeoma Maduagwu, has described the possibility of returning to South Africa as a death wish.

The teenager and her two younger siblings were among Nigerians evacuated from South Africa over xenophobic attacks.

In a video clip tagged, ‘Xenophobia: Behind the scenes of Air Peace Rescue Mission,’ Maduagwu said her parents put her and her younger siblings on the plane to join their relatives in Lagos.

The teenager, who described life in South Africa as dangerous, said her parents were afraid for the safety of her and her siblings, hence the decision to send them back to Lagos.

Asked why the parents were not on the flight, Maduagwu said they were looking for buyers for their properties.

She said, “I don’t wish going back there because if I wish going back, I wish myself death.

Girls and women are being raped. Children are being kidnapped. Foreigners are being killed. People are dying every day. Shops are being burnt and this is a disappointment not only to Africa, but other parts of the world. Xenophobia is a really bad action against foreigners. These are my siblings, Uzorka, five years old; and Ngozi.

My parents are in South Africa but they will come with the next flight. My parents asked me to go ahead with my siblings because they don’t feel safe. They said ‘let us just send you to a family in Nigeria and we’ll see what will happen’. They still have to sell their properties before coming to Nigeria.

The returnees, while expressing their gratitude to the Chairman of Air Peace, Mr Allen Onyema, said but for the free flight offered by the airline, returning to Nigeria would have been very difficult.

Responding, Onyema said, “What this means to me; I cannot go to my grave with my bank account, I cannot go to my grave with my wallet but I can go to my grave with the legacy that I leave behind and I will call on everybody to be their brothers’ keeper.

The United Nations International Children’s Emergency Fund (UNICEF), on Saturday described its Girls Education Project, Phase 3 (GEP3), being implemented in Bauchi, Niger, Kano, Katsina, Sokoto and Zamfara states as “a huge success”.

UNICEF Chief of Education, Euphrates Wose, told the News Agency of Nigeria (NAN), in Birnin Kebbi that the GEP3 was designed to get more girls in the benefiting states to complete basic education.

Wose added that the project, being implemented by UNICEF with funding from DFID, was also designed to increase parental demand for, and support to, girls’ education.

She explained that the project initiated a cash transfer, an incentive given to mothers to take care of the cost of uniforms, books and other school needs, which she said turned out to be ‘a game changer’.

Wose said that Sokoto State had made budgetary provisions to sustain the initiative, adding that UNICEF was working with Kebbi to do same to sustain the promotion of girl-child education.

So far, the project has done some fantastic things to the girl-child and in the education sector of the benefiting states.

It has created the needed awareness on the importance of education, particularly for the girls, as we have continued to have more and more girls being enrolled in schools.

Parents have now realised that while religious education is important, children, particularly the girl-child, need other skills to be able to engage beyond the world of their immediate communities.

In terms of stakeholders’ engagement, the project has galvanised traditional leaders in the states, who are promoting education, with the Emir of Kano, Muhammadu Sanusi II, leading that initiative.

Sanusi has been very vocal in promoting education, particularly for the girl-child. He has been mobilising and sensitising communities to embrace education.”

She added that at the community level, the programme had strengthened School-Base Management Committees to take ownership and contribute to the development of schools.

Wose said that the girls had been empowered with the knowledge and voice to be able to protect their space when in contention, and to support their fellow girls in distress.

She said that the awareness, voice and participation within their spaces, had become a reality through the GEP3 project.

He spoke on the theme “Six Decades of Chequered Nationhood: Nigeria Still Holds The Key To Africa’s Development”.

It is not true that our diversity is an impediment to our sustainability; our strength is in our size.

Great nations are those that stay together despite their diversity.

Going our separate ways will not solve our problems; staying together will be of great benefit to us.

Nigeria still holds the key to Africa’s development and remains a regional champion.

Our manifest destiny is to lead Africa and the world, so we must be united.

Nigeria’s outstanding endowments are facing challenges, but the nation must follow the path that made other nations great.”

He emphasised the need for Nigeria to embrace merit over quota in appointments, and also invest in human development capital.

The Vice President said that President Muhammadu Buhari was doing everything possible to lift Nigerians out of poverty.

The Federal Government is investing in infrastructure, agriculture, education, power, technology, innovation and social investment programmes to empower Nigerians.

On a daily basis, the Federal Government feeds 9.5 million children under its National School Feeding Programme in 26 states in the country.

Already, 520 Nigerians have been engaged under the N-Power programme, while Tradermoni programme to empower petty traders is still ongoing,” he said.

A 32-year-old man, Nura Abdullahi, who raped a 14-year-old girl in Suleja, Niger State, has hailed himself for a mission accomplished.

While being paraded by the police, Nura revealed that he had been setting trap for the victim for a long time and that he was happy for the successful mission. .

I have been waiting for a day like this and I am happy that I set traps for her several times and at last, she fell into the trap and I have accomplished the mission of having sex with her.

With the accomplished mission, I am ready for the consequence; let the law take its course on me; I am a happy man already,” he declared.

The suspect was said to have lured the victim into his room, camped her overnight during which he had forceful and marathon sex with her. There had been series of similar complaints against the suspect before nemesis eventually caught up with him.

Bobrisky is in apoplectic hysteria after the police brought his birthday party to a halt during the weekend.

As if that was not enough, an unfortunate event followed the disruption of his party when the automobile dealer that sold Bobrisky’s new car to him seized the car over unpaid balances.

The car dealer in his post on social media claimed Bobrisky bought the car on credit, making just a part payment on the car and narrated how difficult it was for him to get back his car, despite trying everything possible to settle the issue with Bobrisky amicably.

He wrote:

Have been more than nice in condoling your attitudes and still very nice to tell my agent to go ahead and deliver the car to you just so you can use it for your birthday.

A expert, Jackson Ojo, has accused police deployed in some sections of the Benin-Ore Expressway of conniving with hoodlums to attack motorists and passengers on the road.

Ojo, a fellow of the International Institute of Professional Securities, told Punch.

The road came into the spotlight following the killing of Mrs. Funke Olakunri, daughter of the leader of Afenifere, Pa Reuben Fasoranti, in
the Ondo State section of the highway in July.

Ojo, a frequent traveller on the highway, said what he observed on some occasions and the information he got from traders and villagers on the road made him conclude that some of the police connived with the hoodlums on the road.

He said, “I travel regularly on the Benin-Ore Expressway and I passed through the road again last week.

The policemen at a checkpoint at Akinjagunla were not wearing uniforms, nothing to identify them as policemen and they did not go there with any police van and they did not carry arms.

I stopped at Ore and I interviewed some hawkers and residents in some of the villages on the road.

Traders even said that if policemen were coming to that area known for crime to combat criminals, they should be armed and have the equipment to do the job.

They said these policemen deployed on the road would just come without wearing a uniform and that they would stay at a particular spot.

They normally stay at a spot at Akinjagunla along the expressway. They usually do not use police vans or anything that can be used to identify them.

I learnt that Ondo State asked the army to take over in the area but the police have refused to leave the road. I interviewed more than 40 persons to get to know what was really happening.

They all accused police of conniving with the hoodlums. They said police would usually leave the spot shortly before hoodlums would strike and dispossess innocent people of their belongings on the road.

I am urging the federal government to act fast and remove police from that side. They should deploy soldiers there and police should come only when normalcy has been restored

But the Ondo State Police Command debunked the allegation that its men were conniving with hoodlums to perpetrate a crime on the expressway.

A spokesperson for the command, Femi Joseph, told Punch, “It is either the person saying our men are conniving with the criminals is being mischievous or trying to satisfy his paymasters.

In the first place, has the person ever passed through that highway in recent times to see how our men have restored normalcy to that area. Or is he just an armchair critic, who will never see anything good in whatever the police do?

If he has found any of our officers engaged in any infraction, has he made any attempt to report them either to the command or Abuja?

I regard such a sensitive statement from him as the ranting of a debased mind and frustrated paid agent that is devoid of any scintilla of truth.

The Ebonyi State government has offered amnesty to the ghost workers discovered during a series of verification exercise in the state.

It promised those who returned monies illegally collected that they would not face prosecution.

However, ghost workers who refused to return state funds would face the law and all monies they received illegally from the government would be recovered.

The amnesty, which was contained in a statement on Saturday by Emmanuel Uzor, the Chief Press Secretary to Governor Dave Umahi, said the amnesty would be between August 30 and September 10.

We are giving the amnesty to all ghost workers within the stipulated period to surrender and negotiate the repayment of all illegally collected funds to the state and local government areas.

The state government is happy to announce that it has made significant progress as the verification has saved it and the local government areas about N60 million in one month.

This exercise will be regular until all ghost workers or workers who benefit from illegal, multiple payments are flushed out to ensure more employment opportunities for our brothers and sisters.

The Nigerian Army has disclosed that three soldiers have paid the supreme price while eight others sustained injuries following an encounter with Boko Haram terrorists that resulted in neutralizing many of them.

Acting Director, Army Public Relations, Colonel Sagir Musa made the disclosure in a statement issued on Sunday titled: ‘TROOPS DEALT DECISIVE BLOW ON BOKO HARAM TERRORISTS’.

Troops of Sector 3, Operation LAFIYA DOLE attached to Super Camp Monguno on Friday 30th August 2019 while on patrol dealt a devastating blow on Boko Haram terrorists along Monguno-Mairari-Gajiram axis.

The patrol team came in contact with the terrorists and engaged them with heavy volume of fire that neutralized countless number while a few escaped with gun shot wounds going by blood trails in the general area”, Musa stated.

According to the Army Spokesman, the gallant troops also recovered some weapons and equipment from the terrorists.

Sadly, during the encounter 3 of our gallant soldiers paid the supreme price while 8 other soldiers sustained injuries.

The bodies of the fallen heroes and those that sustained injuries have since been evacuated”, he disclosed

Musa also noted that, the wounded soldiers are being treated and are in stable condition, while the highly motivated troops have continued combing the general area with a view to clearing remnants of hiding terrorists.

The Chief of Army Staff, Lieutenant General TY Buratai, along with some Principal Staff Officers from the Army Headquarters, Theatre Commander, Operation LAFIYA DOLE and other Commanders, have visited the troops and those wounded in action”, he added.
