What Buhari must consider
After his burial yesterday, the battle for the seat of the late
powerful Chief of Staff to President Muhammadu Buhari,
Malam Abba Kyari, has discreetly commenced.
Names of a likely successor to Kyari, who lost his battle to
coronavirus on Friday, are being speculated.
In the Presidency, names of a former Secretary to the Government of the Federation, Babagana Kingibe, Minister of
Education, Adamu Adamu and Comptroller-General of the Nigerian Customs Service, Colonel Hameed Ali (rtd) are being
pushed as likely successor to Kyari.

Kingibe, 74, was the vice presidential candidate of the
Social Democratic Party (SDP) in 1993. In 2018, he was conferred with the Grand Commander of
the Order of the Niger (GCON) by President Buhari.
Also, Ali, a former military administrator of Kaduna State,
was Buhari’s chief of staff until Kyari’s appointment in 2015.
Born in 1955, his appointment as Customs boss created a wall between him and the president.
For his part, Adamu, a former columnist in Daily Trust is very
close to the president. He was secretary to Buhari’s Transition
Committee in 2015.
Factors Buhari must consider It was learnt that in choosing Kyari’s replacement, elder statesmen of northern extraction, politicians and analysts have enumerated factors
that should be considered by President Buhari.
An elder statesman who did not want to be named because of
the sensitive nature of the matter, urged the president to appoint an intelligent young
person as Kyari’s successor.
In an interview with Daily Trust on Sunday, he said, “The
president needs a young man who is a politician with a good
level of understanding of the country.
“Also, whoever is going to be chief of staff must know the
country very well. Buhari should
equally look at where we are coming from, what we have done wrong and what can be done to reset the machinery of governance for this regime.
“We need somebody who is very compassionate and has the ability to diplomatically tell Mr.
President, ‘No, we cannot cross this line.’ He should also be able
to say, ‘Yes, we can cross this line.’’
Also speaking, Senator Abu Ibrahim, a close ally of the president, described Kyari as a
highly intelligent, dedicated and committed aide.
“Buhari is a very careful person. I am sure he would search for a person who shares his dream for
the country. I pray the president would choose the right person,’’ he said.
A political strategist and communication consultant, Abbati Bako, said Kyari’s successor must be an
experienced and competent technocrat.
“He should be familiar with the running of democratic governance. He should be ready with the huge task in the Villa.
Abba Kyari’s replacement must be intelligent and energetic, considering the age of President
Muhammadu Buhari,’’ he said.
Describing Kyari as a number one
key figure in Buhari’s
government, Bako said his death
had left a huge vacuum in the
government.
“He did his best to stabilise the running of government. It is
unfortunate that Kyari died in active service, but his tremendous contributions will be
remembered for a long time to come.
“Despite some of his
shortcomings, he died as a controversial figure of the government. His memory and services deserve to be cherished.
What will now boggle the minds of analysts is: Who will become
the next chief of staff? He said,
praying for the repose of the late chief of staff.
While Kyari’s family and associates mourn him, the battle to succeed him will continue to gather momentum until
President Buhari announces his successor.

The Federal Mortgage Bank of
Nigeria says it has concluded
plans to construct over 3,600
new low-cost housing units
across the 36 states of the

Ahmed Dangiwa, stated this in

during the inauguration of the
bank’s s new office complex in
the state.
He said the move was in line with
the directive of the President,
Major General Muhammadu
Buhari (retd.), to the bank to
construct at least 100 houses in
each of the 36 states of the
federation.
According to the FMBN boss, the
bank was established to provide
affordable mortgages to drive
homeownership among Nigerian
workers particularly the low and

The Federal Government says it has discovered over 70,000 ghost workers in the Federal civil service following the introduction of Integrated Payroll and Personnel Information System (IPPIS).

The Minister of Finance, Budget and National Planning, Hajiya Zainab Ahmed, disclosed this while addressing newsmen at the opening of the 2020 Management Retreat for Treasury Directors of Finance and Directors of Internal Audit in Kano.

According to the minister, with the newly introduced system, Federal Government is hoping to make the system free of ghost workers soon. “I know that we have up to 70,000 ghost workers that have been identified in this process and we hope that we will come to a time when we will say that we have no ghost workers,” she stated.

While responding to questions on University lecture’s refusal to register with IPPIS, the minister said about 55 percent members of the Academic Staff Union of Universities (ASUU) had registered in IPPIS. She also declared that lecturers yet to be captured in the IPPIS won’t be paid February salary. “Unfortunately, most reforms that you undertake you come across resistance.

We have had resistance from ASUU on the implementation of the IPPIS and I am happy to report that, at least, up to 55 percent of ASUU members are registered and the ones that are not are not getting their February salary,” the minister said.

10,000 difference

The number announced by Hajiya Ahmed is 10,000 more than the number declared by Minister of Communication and Digital Economy, Dr Isa Ali Pantami. On Februry 1, Pantami disclosed that 60,000 ghost workers had been detected with the implementation of IPPIS while delivering a lecture as the guest lecturer during the 29th convocation lecture of the Federal University of Technology, Minna Niger state.

“Through the implementation of IPPIS system in Nigeria, a total of 60,000 ghost workers have been detected in government pay roll”, he said.

Money is saved

Mr Olufehinti Olusegun, Director, Integrated Personnel Payroll Information System (IPPIS), had said the Federal Government saved over N206 billion in salaries of federal civil servants during the 2017 and 2018 fiscal years. Olusegun said that was achieved through blocking financial leakages of ghost workers. He gave the breakdown as N76 billion in 2017 and N130 billion in 2018, adding that the current administration of President Muhammadu Buhari had helped sustain the policy introduced in 2007. He said from 2015 to January 2019, the Federal Government, as part of the gains of the IPPIS, had been able to employ more than 70,000 new workers into the federal civil service.

The Peoples Democratic Party (PDP) has sacked 50 percent of its national secretariat staff.
The memo containing the list of the affected staff was signed by
the PDP Deputy National Secretary, Mr. Agbo Emmanuel and pasted on the party’s notice board at its National Secretariat
yesterday in Abuja.
It was titled: “Disengagement of staff” and was addressed to all the affected staff.
The notice read in part; “The NEC members on staff rationalisation in the National Executive
Committee meeting of February 22, was mandated to implement the committee’s recommendation of downsizing 50 percent of the staff strength.
“Affected staff must first show evidence of disengagement signed to them by the National Secretary’s officer before payment.
“All affected staff must be cleared and issued clearance certificate indicating that they are not financially or materially indebted to the party. Consequently upon above, all affected staff must hand over all party documents,
materials, office keys and their identify cards for clearance.
“Management wishes the affected staff best of luck in their future endeavour.”
However, the reason for their sack was not indicated in the notice but a party official who spoke with our correspondent on the matter simply said, “We are broke so we have to downsize.

The Independent National Electoral Commission (INEC) said on Thursday that with the proposed reform of the electoral Act, the 2019 election may be the last “mainly manual” election in Nigeria.

Chairman of INEC, Prof. Mahmood Yakub said this is achievable with the support of the National Assembly, tasking the lawmakers to expedite action on the amendment of the electoral Act.

He spoke in Lagos during the opening of a two day retreat with the National Assembly Committees on Electoral Matters.

The retreat was declared open by the Deputy President of the Senate, Senator Ovie Omo Agegewith members of the Senate and House of Representatives Committees on Electoral Matters in attendance.

The Chairman said part of the proposed reform in the electoral systemwas to deepen the deployment of technology in elections in addition to the existing electronic voters register and accreditation.

He said, “It is time for a new legislation to remove all encumbrances to further deployment of technology in the electoral process, especially in the accreditation of voters and transmission of election results.

“Sections 49 and 67 of the draft Bill deal with these twin issues. These sections will be thoroughly discussed at this retreat. Working with the National Assembly, it is our hope that the 2019 general election will be the last mainly manual election in Nigeria.”

The kidnappers were killed in Kebbi state, according to the Ngaski local government. About 200 kidnappers were drowned.
About 200 kidnappers have been killed in the whaleboat in Ingaski town of Kebbi.
The pilots of the boats carried away 200 kidnappers as soon as
they reached the middle of the water, they diverted the boat and sank with the kidnappers. All of them died except the pilot who were helped by the village
people.

The Gross Domestic Product (GDP) report released Monday by the National Bureau of Statistics (NBS) showed that Nigeria’s economic growth rate in 2019 out-performed the 2.1% projected by the International Monetary Fund (IMF).
Analysis showed that quarter on quarter, real GDP growth was 5.59%.
The economy grew by 2.55% in the fourth quarter of 2019. Compared to the fourth quarter of 2018 which recorded a growth rate of 2.38%, the growth represented an increase of 0.17% points and an increase of 0.27% points when compared with the third quarter of 2019.

Daily Trustobserves that the strong fourth quarter 2019 growth rate also represented the highest quarterly growth performance since the 2016 recession.
In Q4 2019, aggregate GDP stood at N39.58 trillion in nominal terms, up from the the fourth quarter of 2018 which recorded an aggregate of N35.23 trillion, representing year on year nominal growth rate of 12.34%. This rate was –0.31% points lower relative to the rate recorded in the fourth quarter of 2018 and –0.96% points lower than the rate recorded in the preceding quarter.
The report showed that during the same period, average daily oil production of 2.00 million barrels per day (mbpd) was recorded, indicating a rise of 0.09mbpd over the daily average production of 1.91 mbpd recorded in the same quarter of 2018.
