The Federal Government has so far released 1.2 trillion in capital expenditure, representing a 50 per cent capital performance for the 2019 fiscal year.
The Minister of Finance, Budget and National Planning, Zainab Ahmed made this disclosure when he briefed State House correspondents after the Federal Executive Council, FEC, meeting, presided over by President Muhammadu Buhari, on Wednesday at the Presidential Villa, Abuja.
According to her, the revenue performance prorated to third quarter of 2019 is 4.25 trillion which represents a performance of 81 per cent.
She revealed that the Gross Domestic Product, GDP, planned for 2019 was 3.5 per cent and the third quarter GDP performance was reported as 2.28 per cent.
The minister said that on expenditure, the finance ministry had been able to release all that was required for personnel cost while debt service was also on course.
“On overhead, we have able to release eight months overhead for general MDAs and 11 months overhead for some MDAs that we classify as critical and this include the security services, the Federal Government Unity Colleges as well as NYSC and Nigerian Correctional Service.
“So, a few agencies that we classify as critical have received 11 months and we are working on the 12 month over head release for these categories of MDAs.
“So, far as at last week, we have released up to N1.2 trillion in capital expenditure and that is a 50 per cent performance of the capital for the whole year, 2019.
“And now that the president has assented to the 2020 which is a major achievement for this government; it is clear that the 2019 budget is also a six-months budget; so we achieved 50 per cent capital release for 50 per cent performance of the 2019 budget,’’ she said.
She disclosed that the National Assembly had passed the Finance Bill of 2019 which would soon be presented to the president for assent.
Ahmed said that her ministry had started the process for the long-term plan, saying the new long term development plan had prepared a roadmap.
“It is going to be subjected to various stakeholder reviews before we start the actual planning process,’’ she added.
The meeting which lasted almost eight hours was dedicated to presentation of account of stewardship of the ministers in the last 100 days of the administration.

The Nigerian Senate is reviewing
the law forbidding policewomen
from marrying without first
seeking permission from the
force.
The amendment to the Police Act
2004 to expunge the gender-
discriminatory provisions passed
the second reading on Thursday,
according to the News Agency of
Nigeria.
This followed the presentation of
the bill by the sponsor, Senator
Ezenwa Onyewuchi (PDP-Imo
East), during plenary.
Leading the debate on the
general principles of the bill,
Onyewuchi said that the bill was
read for the first time on October
10.
He explained that there was need
to expunge the regulations as it
was not reasonably justifiable in
a democratic state like Nigeria.
The lawmaker enumerated the
duties of the police to include
prevention and detection of
crime, apprehension of
offenders, preservation of law
and order among others.
He said that that the bill sought
to expunge the provisions of
regulations 122, 123, 124 and
127 from the principal act.
Onyewuchi noted that Regulation
122 restricts policewomen
assigned to the General Duties
Branch of the Nigeria Police
Force to telephone, clerical and
office orderly duties.
He said, “Regulation 123
prohibits women police from
drilling under arms; Regulation
124 mandates female police
officers to apply for permission
to marry while the intending
fiancé is also investigated for
criminal records.
“It also stipulates that a
policewoman who is single at
the time of enlistment must
spend three years in service
before applying for permission
to marry.

The Senate on Wednesday sought to provide legal backing to the provision of Constituency Projects in Nigeria’s annual budget by a minimum of twenty percent.

A statement on Wednesday by Mr Lawans’s Special Assistant on Press, Ezrel Tabiowo, said the move to do so was initiated with the consideration of the Constituency Projects (Budgetary Provisions) Bill, 2019, sponsored by Senator Stella Oduah, PDP, Anambra North.

Mrs Oduah, in her lead debate, said the intention of the bill is to ensure that good governance is delivered to the people, most of whom statistics show, are seventy percent rural dwellers.

According to her, Constituency Project is one of the ways of attracting federal presence to Nigerians from across the states.

“If not for these projects, majority of federal constituencies would not have a single federal project due to lopsided nature of project allocation in the budget,” the lawmaker said.

Noting that Constituency Project is not peculiar to Nigeria alone, Senator Oduah stated that in countries like Tanzania, Uganda, Kenya and India, mechanisms such as the Constituency Development Fund has been institutionalized.

“Instead of vilifying the National Assembly on constituency project, people should advocate for an institutional framework for the implementation of the constituency project as it is the case in Kenya.

“This bill, therefore, is an attempt at providing both institutional and legislative framework for the operation of constituency projects in Nigeria, thereby making it part of our national budget,” she said.

The lawmaker added that if passed, the Act shall be community based in order to ensure that the prospective benefits are available to all inhabitants of a particular area.

Mrs Oduah added that all projects under the Act when passed, shall be defined as “projects” and may include costs related to feasibility studies, planning and design or other technical input for the project, but shall not include recurrent costs of a facility.

Projects under this category, according to her, may include the acquisition of vehicles, machinery, land, buildings and other equipment for the constituency.

“It is instructive to note by way of educating the general public that members of the National Assembly merely identify the needs of the constituents and recommend same to the executive during budgeting.

“Ultimately, they have no direct control over their implementation; hence the award, financing and supervision of constituency projects are the preserves of appropriate agencies other than the National Assembly,” the lawmaker stressed.

The Senate President, Ahmad Lawan, after the bill scaled second reading, referred same to the Committee on Finance for further legislative work.

Workers losing patience over minimum wage implementation process, IPAC tells Nigerian govt

The Nigeria Labour Congress, NLC, has disclosed that only five states have started implementing the new national minimum wage, eight months after passage into law by President Muhammadu Buhari.

In a communiqué issued at the end of its one-day stakeholders’ meeting in Abuja, the labour union listed Lagos, Kaduna, Kebbi, Adamawa and Jigawa states as those paying their workers the new salary package.

The communiqué was signed by the NLC President, Ayuba Wabba, General Secretary, Emmanuel Ugboaja, and National Chairperson, Joint National Public Service Negotiating Council (Trade Union), Abdulrafiu A. Adeniji.

The NLC listed the states that are yet to set up committees, to include: Bauchi, Yobe, Rivers, Benue, Gombe, Kwara, Imo, Osun, Ekiti, Oyo, Anambra, Taraba, Cross River, Ogun, Enugu, Nasarawa, Plateau, Kogi and Delta.

The communique reads: “Each state should immediately convoke an emergency executive council meeting and state congress of all workers to brief them on the outcome of the stakeholders’ meeting on the new national minimum wage implementation;

“States that are still on the discussion table (Category 2) should expedite discussions to conclude the negotiations on or before December 31, 2019;

“States which have not commenced discussion should quickly constitute a negotiating committee and expeditiously conclude discussions on salary adjustment consequent on the new national minimum wage on or before December 31, 2019.

“In the event that any state fails to comply with these resolutions on or before December 31, 2019, organised labour will not guarantee industrial harmony in such state.”

At least 50 of the 153 members of the Academic Staff Union of Universities, University of Nigeria, Nsukka chapter, who enrolled in the Integrated Payroll and Personnel Information System, are set to withdraw.
The Chairman of UNN-ASUU, Christian Opata, while briefing newsmen on Wednesday in Nsukka said other lecturers who failed to withdraw their enrollment would be queried.
He said of the 153 enrollees, at least 50 indicated interest to withdraw from the system, since they registered out of misinformation.
He said, “In this congress, I briefed members on NEC’s last meeting in Minna, where ASUU leadership insisted that IPPIS is illegal and a complete violation of university autonomy and agreement between government and ASUU.
“During this congress, 50 lecturers, who have wrongly enrolled said they will withdraw their enrollment in IPPIS immediately.”
The chairman said the congress agreed to publish the names of all the 153 lecturers, who enrolled in IPPIS in UNN-ASUU information board.
“ASUU-UNN will issue queries to these defaulting members as well as forward their names to national body for appropriate sanction.
“This is because ASUU national body said from the beginning that IPPIS enrollment is a complete violation of university autonomy and illegal,” Mr Opata said.

The Police in Kano has confirmed the rescue of another child kidnapped from the state and sold at Onitsha, Anambra state.

The spokesman of the command, DSP Abdullahi Haruna Kiyawa, who confirmed this in a statement on Tuesday, said the 11-year-old child, Mohammed Ya’u, was kidnapped from PRP area of Kano metropolis by Paul Owne and his wife, Mercy, in 2014.

Daily Trust gathered that the child was sold to Ebere Ogbodo who renamed and converted him to her religion.

Both Paul Owne, his wife and the buyer of trafficked Kano kids, Ebere Ogbodo, have being in police custody since last month over the same alleged offences.

The syndicate was said to be responsible for the kidnap and trafficking of eight children earlier recovered from Anambra.

Kiyawa said efforts are on top gear to rescue more of the children missing from the state.
“In continuation of the Command’s effort to rescue the children kidnapped from Kano to other parts of the country, between 05/11/2019 to 08/11/2019, the Command’s Anti-Kidnapping Team of Operation Puff Adder carried out another rescue operation where one Muhammed Ya’u ‘m’ 11 years old kidnapped in the year 2014 at PRP Quarters Kano, was successfully rescued at Onitsha in Anambra state.

“Victim was kidnapped by Paul Onwe ‘m’ and Mercy Paul ‘f’ and *sold to Ebere Ogbodo ‘f’ at the sum of Two Hundred Thousand Naira (N200,000) and renamed as Chinedu Ogbodo,” Kiyawa added.

He said all the suspects are currently under investigation as the command intensifies effort to rescue more missing children.

The Federal Government has paid to states, N157.35 billion Pay As You Earn tax liabilities owned by ministries, departments and agencies.
Executive Chairman, Federal Inland Revenue Service and Chairman, Joint Tax Board, Tunde Fowler, yesterday said the amount represented outstanding liabilities of PAYE by MDAs to state governments from 2002 to 2016. He spoke in Akwa, Anambra State, at the south-east geopolitical zone leg of the flag-off of the New National Taxpayer Identification Number.

Head, Communications and Servicom Department , Wahab Gbadamosi, said N23.87bn of the money went to states in the zone.

Poultry farmers and other stakeholders in the industry have given their support to the policy of the President Buhari-led administration on the closure of the country’s land borders. They also pleaded that the borders should be permanently closed. This, according to them, would drive the nation’s economic growth and food sufficiency.

Speaking during the opening ceremony of this year’s Nigeria Poultry Show organised by the Poultry Association of Nigeria (PAN), the poultry farmers said that Nigeria could only get better with the border closure, as it would equally boost sales and production in the industry.

While giving his address on the theme, “Nigeria Poultry Industry: Managing the Value chain for National Development,” the President of PAN, Ezekiel Ibrahim supported the border closure, saying that it would translate into greater employment opportunities in Nigeria.

Poultry industry saves N50 billion due to border closure

Represented by the National Secretary, Prince Joseph Aladesuyi, Ibrahim cautioned PAN members against unwholesome practices and unnecessary increase in prices of products, as he appealed to them not to do anything that could frustrate the gains of the border closure.

He also called on the Federal Government to alleviate the sufferings farmers encounter due to high interest rates from banks.

“I also want to appeal to the Federal Government basically on behalf of the Nigerian farmers. We are suffering because of the high interest rate from our banks. We appreciate the ongoing Anchor Borrowers programmes but it does not go to all farmers. Please, the Federal, State and Local Governments, your interest is very important in the poultry value chain in Nigeria,” the PAN president said.

The plea of the poultry farmers did not come as a surprise as Nairametrics recently reported that the border closure had saved the local poultry industry more than N50 billion since its commencement.

Before now, Nigeria consumed two million tons of poultry yearly, 70% of which was imported. However, this is not the case anymore as the border closure has helped to reduce the high consumption of imported poultry.

The Nigeria Customs Service (NCS) has generated revenue of about N1.002 trillion from January to September 2019.
The data received by the News Agency of Nigeria (NAN) from the Department of Research and Statistics and confirmed by the NCS’s public relations office indicated that the revenue was generated from 32 commands.

The statistics showed that the service recorded the highest revenue of N123.6 billion in the month of July followed by N118.6 billion realised in May.

The data also revealed that the lowest revenue was recorded in the month of February with N86.3 billion.
The low February’s revenue might have been caused by 2019 general elections due to partial closure of borders within those periods of polls.
According to the data, Apapa area command has the highest revenue of N313.5 billion within the period under review.
The statistics also indicated that immediately after the partial closure of borders, the service recorded N115.6 billion in September, with about N6.1 billion more than what was realised in August before borders were closed.
The revenue was generated from import duty, levy, excise duty and other fees.
There is every possibility, with this statistics, by the end of 2019, NCS revenue will surpass the earning of 2018, which stood at N1.2 trillion.
NAN reports that 2018 revenue by customs was N164.8 billion more than the 2017 collection, which was N1.037 trillion. (NAN)
