Ahead of arrangements by Nigeria government to revisit the template for the spending of the $22.7 billion loan recently approved by the Senate, an influential group from the South East geo-political zone has petitioned the China Exim Bank to suspend or cancel the loan.

The Senate had a fortnight ago approved the $22.7 billion loan request from China Exim Bank by President Muhammadu Buhari despite protests by some states especially those in South East that they were excluded from the infrastructural development captured in the loan.

In a letter of demand to China Exim Bank by the group, Igbo Board of Deputies, signed by Mr. Austin Okeke and delivered at the banks office in Johannesburg, on March 11, the group warned that it would join the bank in the suit against the Nigerian government if it fails to heed to its demand.

Igbo Board of Deputies insisted that the bank suspends disbursement of the loan or cancel it in the alternative until Nigeria revised or amended the way she intends to allocate the loans and include projects in the South East.

A statement by the body made up of men and women reads in parts: “Today being 11th day of March 2020, we delivered a letter of demand to China Exim Bank in Johannesburg calling upon it to give an undertaking in the following manner:

“Suspend the loan disbursement, alternatively, cancel the approval of the loan to the Nigerian government until such time as it has revised and/or amended the manner it intends to allocate the loans so as to include projects in the South East of Nigeria, which projects shall directly benefit the Igbo; and

“As a condition, tie the loan repayment to the regions of Nigeria that inherit the projects, as Nigeria flounders and threatens to break up.

“In going forward, the Chinese must ensure that all projects are valued and open-bid for, following international best practices to ensure standard quality and fair cost.

“The present Nigerian government is prone to project-cost inflation, and future generations are not obligated to pay for fraudulently inflated costs.

“Failing which we shall join China Exim Bank as a defendant party to the lawsuit against the Federal Government of Nigeria.

“We say so because we do not guarantee the repayment of these loans by the other federating units of Nigeria in so far as the deliberate discrimination against the Igbo in Nigeria persists.”

The group made it clear that states in Igbo land were not accommodated to benefit from the loan hence would not be held liable for both now or in the future.

“Igbo are not beneficiaries of the loans, and shall not participate in servicing and repayment of same as a matter of principle, fact, and law.

“The Igbo shall not be held liable for these loans, not now and in the future. We will not mortgage the rights and interests of our future generations for something they neither partook in nor benefited.”

Leader of the Indigenous People of Biafra, IPOB, Nnamdi Kanu, on Wednesday, accused Southeast governors of aiding and abating ”Fulani terrorists” attacks across the region.

Kanu made the claim while disclosing that armed herdsmen dressed in military uniforms had yesterday attacked residents of Ndegu Orie Umuoguduakpu community in Ohaukwu Local Government Area of Ebonyi State.

In a statement he personally signed, the IPOB leader disclosed that the armed terrorists killed about 20 people and destroyed property belonging to residents of the area.

The statement titled: “Igbo governors are aiding and abating Fulani terrorists across the East” reads: “On 10/03/2020 about 1430hrs at Ndegu Orie Umuoguduakpu community in Ohaukwu Local Govt Area of Ebonyi State. Armed Fulani terrorists camped at neighbouring Agila community Ado LGA of Benue state, numbering about thirty-five (35), some dressed in military uniform and supported by the Nigerian Army who were already present in Umuoguduakpu village harassing people. These Fulani terrorists in collaboration with the Nigerian Army invaded the community and killed 20 persons.

“They include Fidelia Ali 0meh 70yrs, Helen Ali(f) 55yrs, Ogayi Ali 45yrs, James Eze 58 yrs, Eke Ajah (f) 75yrs, Idenyi Agbo 45yrs, Elizabeth obele(f) 65yrs, Ogah Oge 35yrs, Ogba Eze(f)65 yrs.

“Also, houses and farm produce storage facilities were burnt and destroyed during the attack. These Fulani terrorists and Nigerian soldiers beheaded their Biafran victims in their trademark Jihadi style. They also destroyed Bethel Methodist Church at Umuoguduakpu.

“Those that look up to governors across the east for protection can now see for themselves that Fulani caliphate are the ones in charge.”

Former Head of State, General Yakubu Gowon, has said the Igbo nation has suffered marginalization from the Nigerian state and called for measures to be adopted to reverse the trend.

He said this in Abuja during a debate for National Unity entitled: “Federal Character, Restructuring and Rotation of Presidential Power in Nigeria”, organized by Igbo Leadership Development Foundation.

The Wartime Head of state said Nigeria was sufficiently large enough to accommodate everyone irrespective of tribal leaning.

He said a constitutional debate on restructuring must look into issues of imbalances that has hunted the nation to correct it and promote equity.

“I believe that a lot of injustice have been done to the Igbo’s and the constitutional debate on restructuring must address all imbalances”

“Nigeria is big enough for all of us and I believe that the Ndigbo, Middle belt and the Yoruba’s are the true Nigerians because if you look round our borders, people came from abroad and are still coming but Ndigbo’s have always been there, middle belt have always been there, even Yoruba’s have always been there”

“People who came in yesterday who have a duty of respect are now the ones talking”

“Going forward we must create a federal democracy that will respond positively to all the aspirations of our people not about East-West but all about working together in equality, bringing in the youths, the women together to build a new Nigeria.”

The former head of state said he believed that without Nigeria remains incomplete with Ndigbo pointing out that if the nation sufficiently harness the intelligence and hard work of the Igbo man Nigeria would have been better.

The former head of state was represented at the event by former Deputy Governor of the Central Bank of Nigeria (CBN) Dr. Obadiah Mailafia.

Gowon said God did not make a mistake by putting Igbo in Nigeria and democracy which the nation practice demands fairness, justice and transperacy in the leadership and governance of the country.

He maintained that while restructuring was critical to national advancement, it must be carried out in an atmosphere of tolerance and love for one other..

He noted: “I am not a friend of hate speech, bitterness but a friend of patrotism because Nigeria is dear to my heart and I believes in bright future of Nigeria and Igbo and that together, we can make our country great.”

Founder of Gregory University, Uturu, Prof. Gregory Ibe, who also addressed participant to the debate said in his keynote address that Nigeria’s unitary system and federal structure, were only in name.

Gregory regretted that the present system was a clear departure from the federal system bequeathed to the country by its founding fathers and Britain.

According to I’ve: “Most of the powers that will engender real growth and development are tied in the exclusive list.

Solid minerials, electricity, railway, ports, security, etc. are all tied to the federal exclusive list to be executed only by the federal government.

He pointed out that Federal government has not been able to live up to the expectations of Nigerians in harnessing her God-given resource both natural and human to make the black race proud.

He maintained that restructuring was all about restoring to the States what the military took away from regions.
