Why not make it an emergency number per se? Who wants to cram this number for use in an emergency.

An emergency could be me wanting to help out a robbery victim or report one in a state I have never been to before, I don't want to save all of this phone numbers, I just want to dial 911

An emergency could be me getting into trouble where I am low on credit, I don't want to dial a number and that woman on the phone warns me, I want to dial 911

An emergency could be me calling from a very remote area with no network coverage, I don't want to be told out of service, I want to dial 911 or 112 and be put through.
