Why not make it an emergency number per se? Who wants to cram this number for use in an emergency.

An emergency could be me wanting to help out a robbery victim or report one in a state I have never been to before, I don't want to save all of this phone numbers, I just want to dial 911

An emergency could be me getting into trouble where I am low on credit, I don't want to dial a number and that woman on the phone warns me, I want to dial 911

An emergency could be me calling from a very remote area with no network coverage, I don't want to be told out of service, I want to dial 911 or 112 and be put through.

The boko haram is more than just fighters, it is an ideology and it takes quite long to wipe one of. So long as the ideology lives, boko haram will never die even if they are reduced to just an arm less toddler.
