On June 29th, the Bundestag voted to reduce VAT (value added tax) in Germany for six months from July 1st. The aid measures are aimed at boosting the economy after the coronavirus pandemic shutdown, and which affect everyone living in Germany. Here’s a look at what it means for you. What's happening? On June 4th 2020, the grand coalition, made up of Angela Merkel's centre-right Christian Democrats (CDU) and the centre-left Social Democrats (SPD), agreed on a €130 billion economic stimulus package aimed at kick-starting the economy and supporting people in Germany. Among the plans are a €300 Kinderbonus for all families, support for business owners, reduced electricity costs as well as a value added tax reduction. Why is the government taking this action? The pandemic resulted in a two- month shutdown across Germany, causing massive damage to the economy and people's livelihoods. The government has been supporting business owners, freelancers and workers through various aid programmes. Now the country is emerging from lockdown, the stimulus package is to get people spending again. It is hoped by reducing value added tax to products, consumers in Germany will buy more products. What will happen to VAT? Lots of items in supermarkets, furniture stores, electrical stores and elsewhere are likely to become cheaper for six months due to the reduced value added tax. The standard VAT rate will fall from 19 to 16 percent between July 1st and December 31st. The reduced rate, which applies to many foods and everyday goods, will drop from 7 to 5 percent. However, the Finance Ministry pointed out that the tax reduction will only have the desired effect if it is passed on to consumers, i.e. if supermarket prices really do fall. In the run up to July 1st, businesses said they were concerned the reduction could involve additional expenditure because of new calculations and labelling. Some critics believe this too bureaucratic and therefore say that the lower value added tax should apply for a period longer than six months to make it worth the effort. However, the government has stressed that new labelling on products is not needed and the discount can be applied at the till. Who will it benefit? This step is intended to relieve the burden on low-income earners in particular, as VAT is often the only tax they pay in a large amount. It will cost the federal government around €20 billion. The big question is whether the reduction will really bring the expected increase in consumption – or whether many people will wait until the crisis is over before lots of purchases. When it comes to buying food, the reduction will often only work out at a few cents less. Tax cuts will make a bigger difference for large purchases such as washing machines – but not everyone can afford them. What's the reaction? Opposition parties say only certain people will benefit from the action. Dietmar Bartsch, leader of The Left (Die Linke) parliamentary group, told German newspaper the Neue Osnabrücker Zeitung that the tax cuts would only benefit the people who can actually afford big purchases, like new washing machines and other appliances. "The coalition government has introduced a purchase premium through the back door here – a Porsche rebate," Bartsch said. Passengers have now turned to
trucks, trailers and cars to move their
goods to various destinations due to
the decline in train services in Minna
and Zungeru towns in Niger.
A check by the News Agency of
Nigeria (NAN) in Minna and Zungeru
railway stations, revealed that the
passengers use the alternative
means of transport to move their
goods, including foodstuff and
livestock to different parts of the
country.
The Zungeru rail link, an inter-state
train station, was built by the British
colonial government in 1896. It
serves as a link for those travelling
by rail to Kaduna, Lagos and other
parts of the country.
Nigeria’s first President, Nnamdi
Azikiwe and Biafra secessionist
leader, Odumegwu Ojukwu were born
in Zungeru in 1994 and 1939,
respectively.
NAN gathered that the trains used to
come to the two railway stations on
Mondays Thursdays and Sundays,
but had stopped since the advent of
the Coronavirus pandemic.
As a sign of the situation, traders,
especially those around Kasuwar
Gwari, are displaying their wares on
the rail tracks, not minding the risks
involved.
A retired worker of Nigerian Railway
Corporation (NRC), Malam Hussaini
Bongos, explained that railway
services started declining in the
country when the expatriates
managing it were laid off by the
Nigerian Government in 1982.
“Our government sent away the
Indians, Chinese, Americans and
other foreigners who were managing
the corporation, and since then,
things have never been the same
again.
“The machineries such as the
locomotives, tracks are not
functioning well, and without
adequate care of the machineries and
manpower we cannot get it right.
“The locomotives operators need
training and retraining to be able to
thrive comparatively with their
western counterparts,” he said.
He recalled that train fare from Minna
to Kaduna was N25 as against
N1,200, presently.
According to him, in the 70s after
independence a lot of trust existed
amongst Nigerians, as trade by batter
flourished between them at the
railway stations in Minna and
Zungeru.
“Then trade by batter existed and
was predominant in the two railway
stations, and traders were happy to
exchange commodities because there
was trust amongst Nigerians then.” Similarly, a serving staff of NRC in Minna, who preferred anonymity, told NAN that the rail tracks at the station were bad and needed to be changed. “These tracks you are seeing are more than one hundred years old; they have been here before independence and they needed to be changed, in fact this is the work of the colonial masters,’’ he said. A trader, Sarkin Goro, Dan Asabe Danlami, told NAN that Minna railway station used to facilitate interstate trade between Yoruba states and the North. He said the trade in kolanut, bitter kola, walnut that come from the West to the North helped many people economically and conversely the West carried back shea butter, yam and local rice amongst others, using the trains. “Many of us you see here used the proceeds from such trades to train our children and wards, and render many other support services to our families in various ways, but not anymore. “A good number of us here had also used the profits of such businesses to visit the Holy Land for pilgrimage,” Danlami said. A resident of Zungeru, Malam Shehu Musa, recalled that the railway station brought Zungeru town to limelight, because of the economic activities going on at the time. Musa said that the town used to be extremely busy because people from far and near went there to join the train to places such as Minna and Kaduna. “Then students on excursions were always in the station to join train to Kaduna, while some students were going from Kaduna to Minna on excursion because it was a tourist centre. “Many of the students on excursion came here to see the town where Dr Nnamdi Azikiwe and Emeka Odumegwu Ojukwu were born. “Many came to see where the military cemetery is, where most British army officers and a few Nigerian soldiers were buried. “All these things are no longer happening here,” Musa said. The Chief Justice of Nigeria (CJN), Justice Ibrahim Muhammad, on Monday administered oath on 11 newly appointed judges for the High Court of the Federal Capital Territory (FCT). The swearing-in, which took place at the headquarters of the Supreme Court, was done despite protest by a group in the South-east geopolitical zone, against the exclusion of the zone. The group, the Registered Trustees of Social Justice and Civil Rights Awareness Initiative, had dragged the federal government before a Federal High Court in Abuja, over the appointment of judges for the High Court of the FCT. The group, in the suit marked: FHC/ ABJ/ CS/ 830/2020, had prayed the court to compel President Muhammadu Buhari to include at least one person from the South-east into the list of newly appointed judges of the FCT High Court. Besides the president, other defendants include the National Judicial Council (NJC), the Judicial Service Committee of the Federal Capital Territory, the Attorney General of the Federation (AGF), the Senate and the Federal Character Commission (FCC). The counsel to the defendants, Alozie Nmerengwa, further sought the discontinuation of the process of appointing new judges to the FCT High Court until the defendants comply strictly with the Federal Character principles as enshrined in the 1999 Constitution. Meanwhile, the CJN urged the new judges to be on top of their games, warning that the Judiciary, under his watch, would not condone any form of indolence among judges. The Registered Trustees of Social
Justice and Civil Rights Awareness
Initiative has instituted a legal action
at the Federal High Court sitting in
Abuja over the non-appointment of a
south easterner as judicial officer in
the Federal Capital Territory High
Court.
Specifically, the suit is seeking an
order of court compelling President
Muhammadu Buhari to include at
least one person from the South East
into the list of newly appointed
judges of the FCT High Court.
The group wants a declaration that
the “appointment and/or attempted
appointment of judges to the High
Court of the Federal Capital Territory
without the inclusion of at least one
person from the whole of South East
Nigeria is unlawful for contravening
the 1999 Constitution.”
The group is seeking the court to
mandate President Buhari, the
National Judicial Council, the Judicial
Service Committee of the Federal
Capital Territory, the Attorney General
of the Federation, the Senate and the
Federal Character Commission to
discontinue the recruitment exercise
of appointing new judges to the FCT
High Court forthwith until they comply
strictly with the Federal Character
principles as enshrined in the 1999
Constitution.
Therefore, the group is praying for, “A
declaration that the attempt to
appoint eleven judges to the bench
of the High Court of the Federal
Capital Territory without the inclusion
of a single person from any state in
the whole of South Eastern Nigeria is
discriminatory and against good
conscience.”

Meanwhile, following moves to swear
in the newly appointed judges
(today) Monday, Barrister Nmerengwa
has written the Senate and the Chief
Justice of Nigeria, drawing their
attention to the suit in court, and
demanding action.
“It will interest you to note that in the
year 2018, seven persons were
appointed as judges of the FCT High
Court and none was considered from
the entire South East Zone.”
“Again, Again, sometime around 7th
July, 2020, eleven names were
forwarded to the Senate for
confirmation as judges of the FCT
High Court and none again was from
the South East zone,” Nmerengwa
