The delay by President Muhamadu Buhari to appoint a new head to drive the Presidential Amnesty Programme, PAP, has begun to take a toll on the beneficiaries of the scheme.

In far away Germany, no fewer than 13 Nigerians from the Niger Delta region undergoing commercial point training at the Lufthansa Flight Training School in Frankfurt, have been sent away for non-payment of fees.

Vanguard learnt that the Nigerian pilots who would have graduated from the prestigious aviation training institution, were axed last Friday due to their inability to pay for sundry fees stipulated in their training manual.

The fees were for accommodation and training logistics.

Apart from that, six of the pilots who had already completed their training had their licenses withheld by the school.

Two of the students sent home for non-payment, had only one test to complete their Programme for Commercial Pilot Licence, one was in his final stage of the CPL test while four had just started their type rating test and would have completed next month.

A source at the PAP confirmed to Vanguard yesterday that there was money in the account of the agency with the Central Bank of Nigeria but that there was no signatory to authorize the payment to the beneficiaries since the exit of the former presidential aide, Kingsley Kuku.

President Buhari is yet to name a Special Adviser on Niger Delta, who doubles as the chairman of the PAP and is the chief executive of the agency.

Before leaving office in May this year, Kuku had written PMB to either allow him to pay the May financial obligations to avoid a breakdown of law and order or appoint a new signatory for the account.

However, no appointment has been made and the ex-militants who collect a monthly salary of N65,000 and the students who are spread around major universities around the world and Nigeria, are suffering, as a result.

Barrister Calistus Nwabueze Obi has taken over as the Acting Director General/Chief Executive Officer of the Nigerian Maritime Administration and Safety Agency (NIMASA) following the handing over by Dr Ziakede Patrick Akpobolokemi as directed by the Federal Government.
Barrister Obi, who until his appointment was the Executive Director, Maritime Labour and Cabotage Services in the Agency, brings over two decades experience in the public sector, law practice and the maritime industry into his new responsibility.

Born on May 1, 1964, Barrister Obi, who hails from Ihiala Local Government Area of Anambra State, studied Law at the University of Nigeria Nsukka and was called to the Nigerian Bar in 1991 after duly completing the mandatory studies at the Law School. He also holds a Post Graduate Diploma in Public Administration from the Ahmadu Bello University, Zaria.

The Acting DG is a member of the Nigerian Bar Association (NBA), member of the International Bar Association (IBA), Fellow of the Chartered Institute of Secretaries and Administrators, amongst membership of several other professional associations.

Mr. Obi is married with children.

Speaking in tongues is a special kind of a Gift of the Holy Spirit that was once made manifest for the first time after Christ. And not to surprise you, there are three kinds of speaking in tongues...


1. This is the kind that was practiced in the upper room. It is when you speak in a totally different language that is understandable by someone from another place. Like a Japaneese that has never been to Africa or studied any African language speaking Akoko language from Ondo State.
2. This is the kind that was practiced when religion and revival was on fire back in the days. It is still in practice in some other churches that are on fire like some CAC and so. It is when you speak in tongues directly heard from God whereby someone in the congregation or sometimes the person speaking in tongues interprets it cos without interpretation, it does not edify the church.
3. This is the kind that is most practiced in churches today whereby it is claimed that they/we are making groanings that is only understood in the spirit as said in Jude 20, Ephesians 6:18 and most importantly Romans 8:26.

A three-year-old boy, Emmanuel Samuel, died on Sunday after he fell inside a well in front of a building on Hassan Sule Street, Ita Oluwo, in the Ikorodu area of Lagos.The kindergarten pupil, his elder brother, Timileyin Samuel, and some of their friends were said to be playing around 3pm in the area when the deceased accidentally strayed into the well.PUNCH Metrolearnt that residents and officials of the Lagos State Fire Service, who came to the area after receiving a distress call, had difficulties rescuing the victim due to the depth of the well.Our correspondent gathered that a member of the Oodua People’s Congress later summoned up courage and went down the well to rescue the boy at about 7pm. He brought out the boy dead.It was learnt that the well was dug about eight years ago by the landlord of the building but was abandoned when it did not produce water.Some youths were said to have become angry with the landlord for leaving the well open. They reportedly stormed the residence and broke some window glasses.The landlord, Bamidele Ogunwole, was said to have been arrested on Monday after the incident was reported at the Ogijo Police Division, Ogun State.The family members of the deceased were still wailing on Monday whenPUNCH Metrovisited the area.Emmanuel’s mother, Kikelolomo, who spoke in tears, described the deceasedas her “everything.”She said, “He had brothers and sisters, but he was my everything. Professor of Political Economy, Pat Utomi, has said that the removal of fuel subsidy will not have negative impact on the country.

Subsidy removal, according to him, will lead to competition and eventually bring down the price of the product.

Ade Okeke: It is so sad that Utomi could say this. I am sure we will not go far before finding another article where the same professor argued against subsidy. In fact, some years ago in Lagos, he protested against plans to remove fuel subsidy during the Jonathan administration. It is a sad day, indeed, for the scholar. Where does one now draw the line? For Utomi to rubbish his integrity on the altar of party politics is beyond imagination.

I am not against subsidy removal but I hate the hypocrisy of job seekers who are calling for its removal just to please those in power.

Sani Ahmed: Utomi kicked against fuel subsidy removal when Goodluck Jonathan was in power. Why is he now calling for its removal? He has not even referred to local refineries, maybe because he does not want to offend those who have built refineries abroad.

Smart G: There is so much politicking about the subsidy issue. Its removal can be only when there is enough local production to meet the demand. When there are functional refineries, it will go naturally.

Princegab Evans: Utomi’s comparison makes sense. He mentioned the necessary conditions needed before subsidy removal can take place. We should note that with the paradigm shift in anti-corruption war, it is obvious that Nigeria cannot sustain the subsidy regime.

Bello Barriga: Why should people attack a messenger instead of the message? Utomi only delivered a message, which is the logical direction. The National Assembly should be addressing some of these issues. But they have rather chosen to engage in exchange of blows. They are not discussing ideas. People should appreciate those who are sharing their thoughts on the issues the lawmakers are avoiding.

FORMER Niger Delta militants undertaking studies abroad under the scholarship programme of the Federal Government Amnesty initiative have lamented their unpaid allowances.

They, therefore, called for urgent attention of the government to ameliorate their plights.

The ex-militants also called on President Muhammadu Buhari to immediately appoint a Special Adviser and Chairman of the Amnesty Committee to ease their sufferings, noting that the absence of a head in the amnesty office had increased their sufferings.

The ex-militants’ complaints are contained in a communique issued at the end of their meeting at Birmingham City University, United Kingdom, and made available to journalists in Yenagoa on Saturday through electronic mail.

The communiqué, signed by their Coordinator, Mr. Emomotimi Pius, regretted that similar programmes being funded by the Federal Government like the Petroleum Trust Development Fund were given special attention, while their allowances and stipends were paid promptly.

The communiqué, which was co-signed by Elliot Yibakeni on behalf of students in Wales, and Raphael Frank on behalf of the students in Scotland, added that the students wanted a review of the programme.

They said the review should take care of the lifespan of the running programmes, even as they rejected the collapsing of the programme with the Ministry of Niger Delta Affairs.

“The suggestion of collapsing the Office of the Special Adviser to the President on Niger Delta Affairs and the Amnesty programme into the Niger Delta Ministry or any bureaucratic bottleneck, supposedly at the expiration of the present subsisting amnesty proclamation by the end of this year should be discarded as it does not acknowledge the unique nature of the scheme.

“But what is required is a fundamental restructuring of the Abuja and London offices and elsewhere. Idle minds and unproductive hands should be weeded away and students who know where it pinches most should have representatives in the offices, likewise for those that are engaged in other capacity building trainings and empowerment programmes,” they said.

They also decried the idea of training students both outside the country and in Nigeria without any arrangement to gainfully engage them to contribute meaningfully towards the growth of the country.

Urging the government at all levels to address the problems without delay, the students said the current government should creatively take steps that would pave the way for Nigeria to explore the bountiful human and natural resources that abound in the country.

They said the absolute reliance on oil should be de-emphasised and the revenues generated from oil should not be expended on experimental ideas but on creative, result-driven and implementable ideas.

The former fighters contended that such development would lift the country from its current state to an export driven and industrialised nation.

They, however, expressed concern over the declaration of December 2015 as the end date of the amnesty programme.
