What did the Governor do for them when the disaster minister refused to pay them their stipends or when they were summarily exited against the initial arrangement? Why should they honour the Governor now? If he wants their service then he should be ready to pay for it.

But your logic is that since the government don't want to invest in local production and the people are all taxed out, let's throw the laws of economics out the window and keep borrowing, right?
